The project is a result of the identified needs of Varna Municipality to ensure compliance with the requirements of the current standards and norms for street lighting, reduction of greenhouse emissions CO2, enhancement of expertise in the field of renewable energy, energy efficiency and energy management, as well as improvement of living conditions.The project includes implementation of activities for Rehabilitation, modernisation and construction of intelligent system for management and monitoring of the external artificial lighting system in part of Varna, according to the Energy Efficiency Audit Report, and those necessary to achieve full compliance with the indicators under the procedure, which are at the expense of the Beneficiary; construction and author’s supervision.In order to reduce the economic and social disparities in the EEA and strengthen the bilateral relations between donor and beneficiary countries, activities are foreseen to exchange experience, knowledge and best practices at management and expert level — holding a round table and study visit to Norway and holding a round table in Varna.A Information and Publicity Plan has been developed according to the requirements of the Communication and Design Guide of the EEA FM 2014-2021, and paragraph 2.3 of Annex 3 of the Regulation, which will provide clear, detailed and comprehensive information on the bilateral cooperation between Varna Municipality and the Partner of the project as required by the Communication and Design Guide of the EEA FM 2014-2021 and paragraph 2.3 of Annex 3 of the Regulation, which will provide clear, detailed and comprehensive information on the bilateral cooperation between Varna Municipality and the Partner of the project, the stages of the implementation of the project and the level of the implementation of the project are consistent with the implementation of the project and the degree of implementation of the project. Проектът е резултат от идентифицирани нужди на община Варна за осигуряване на съответствие с изискванията на действащите стандарти и нормативи за улично осветление, намаляване на парниковите емисии СО2, повишаване на експертния капацитет в областта на възобновяемата енергия, енергийната ефективност и управление на енергията, както и подобряване условията на живот.Проектът включва изпълнение на дейности за Рехабилитация, модернизация и изграждане на интелигентна система за управление и мониторинг на системата за външно изкуствено осветление в част от гр. Варна, съгласно Доклада за обследване на енергийната ефективност, и такива, необходими за постигане пълно съответствие с индикаторите по процедурата, които са за сметка на Бенефициента; строителен и авторски надзор.За намаляване на икономическите и социалните различия в ЕИП и укрепване на двустранните отношения между страните-донори и държавите бенефициери са предвидени дейности за обмяна на опит, знания и най-добри практики на управленско и експертно ниво - Провеждане на кръгла маса и учебно посещение в Норвегия и Провеждане на кръгла маса в гр. Варна.Разработен е План за информираност и публичност съгласно изискванията на Ръководството за комуникация и дизайн по ФМ на ЕИП 2014-2021 г. и т. 2.3 от Анекс 3 на Регламента, който ще осигури ясна, подробна и изчерпателна информация относно двустранното сътрудничество между община Варна и Партньора по проекта, етапите и степента на изпълнение на проектните дейности и постигнатите резултати.С цел успешно изпълнение на проекта, гарантиране на ефективност и ефикасност при разходване на БФП и осигуряване на устойчивост на постигнатите резултати са предвидени дейности зa управление и за одит на проекта.В проектното предложение са интегрирани и при изпълнението му ще бъдат спазвани основните принципи и ценности в рамките на ЕИП 2014-2021 г., вкл. добро управление, устойчиво развитие, равенство между половете и недискриминация, нулева толерантност към корупцията.
