Dementia is a progressive degenerative disease of the nervous system that damages the intellectual, mental and physical abilities of the sick and makes him unable to take care of himself. It mainly affects people over the age of 60 and is becoming more and more important due to the increase in human life expectancy and the current trend of ageing in recent years. The exceptional medico-social importance of this condition is the result of both the high morbidity and the progressive loss of autonomy of the sick, as well as from the specifics of the necessary care, requiring exceptional health, moral and financial costs. Currently, social services for elderly people with dementia are not provided on the territory of the municipality of Varna as delegated by the state or local activities. For this reason, residents of Varna are accommodated in institutions on the territory of another region. The number of people seeking accommodation in social services of the resident type is 49 and puts the district of Varna first in the country, according to the analytical report of the SAA for 2017. Again there, the lack of an inclusive social and built environment, the insufficient number of community-based social services for adults and the lack of support from close and relatives have been identified as key factors influencing the quality of life and the opportunities for social inclusion of people with different forms of dementia. In this context, this project has been developed for the construction of social infrastructure, offering facilities and modern opportunities for realisation of the services “Day Centre for Support of Persons with Different Forms of Dementia and their Families” and “Centre for Care of Persons with Different Forms of Dementia”. The project idea is improving the quality of life of people with dementia, assisting their relatives in caring, preventing institutionalisation and unnecessary hospitalisation, as well as providing subsequent hospitalisation measures. Деменцията е прогресивно дегенеративно заболяване на нервната система, което поврежда интелектуалните, психическите и физическите способности на болния и го прави неспособен да се грижи сам за себе си. Засяга предимно хора на възраст над 60 години и придобива все по-големи мащаби и значимост, поради нарастването на продължителността на човешкия живот и актуалната през последните години тенденция към застаряване на населението. Изключителната медико-социална значимост на това състояние е резултат както от високата заболеваемост и прогресивната загуба на автономията на болните, така и от спецификата на необходимите грижи, изискващи изключителни здравни, морални и финансови разходи. Към настоящия момент на територията на община Варна не се предоставят социални услуги за възрастни хора с деменция като делегирани от държавата или местни дейности. По тази причина жители на Варна са настанявани в институции на територията на друга област. Броят на желаещите настаняване в социални услуги от резидентен тип е 49 и поставя област Варна на първо място в страната, по данни от аналитичния доклад на АСП за 2017 год. Отново там, липсата на приобщаваща социална и архитектурна среда, недостатъчния брой социални услуги в общността за пълнолетни лица и липсата на подкрепа от близки и роднини са посочени като основни фактори, влияещи върху качеството на живот и възможностите за социално включване на хора с различни форми на деменция. В този контекст е разработен настоящия проект за изграждане на социална инфрастуктура, предлагаща удобства и съвременни възможности за реализиране на услугите „Дневен център за подкрепа на лица с различна форма на деменция и техните семейства“ и „Център за грижа за лица с различна форма на деменция“. Проектната идея е подобряване качеството на живот на хората с деменция, подпомагане на техните роднини в полагането на грижи, превенция на институционализирането и на излишната хоспитализация, както и осигуряване на последващи хоспитализацията мерки.
