The functions of Burgas Municipality in its capacity as beneficiary under PO 1 of OPRG 2014-2020, city authority and intermediate body, predetermine the need to acquire new competences of experts from the municipal administration. This draft proposal responds to the need to strengthen and increase the administrative capacity of Burgas Municipality in implementing the strategy for sustainable urban development at local level. Despite the experience gained by the municipal administration in the previous programming period, it is necessary to strengthen the acquired administrative and technical skills and complement the acquired knowledge of the employees in the municipality who are involved in planning, managing and implementing measures in the urban environment to achieve the objectives of sustainable and integrated urban development. The delegated rights of Burgas Municipality to perform functions of Intermediate Unit determine the need to acquire new competences and increase the expertise of the municipal administration employees engaged as evaluators and/or assistant assessors in order to ensure the necessary capacity to administer the evaluation committees and evaluate the submitted project proposals under Priority Axis 1 of the OPRD. The main objective of this project proposal is to improve the administrative capacity of the municipality to implement the Investment Programme of Burgas Municipality under Priority Axis 1 “Sustainable and Integrated Urban Development” of OPRG 2014-2020. Target groups:- Experts from the team, which administers and implements the Investment Programme of the Municipality of Burgas; — The experts in the Intermediate Body; — Experts included in the evaluation committees; — Experts from the municipal administration who participate in initiatives of the Urban Development Network; — Experts from municipal administration who participate in training and exchange of experience and good practices. Функциите на Община Бургас в качеството й на бенефициент по ПО 1 на ОПРР 2014-2020, градска власт и междинно звено, предопределят нуждата от придобиване на нови компетенции на експертите от общинската администрация. Настоящото проектопредложение отговоря на потребността от укрепване и повишаване на административния капацитет на Община Бургас при изпълнение на стратегията за устойчиво градско развитие на местно ниво. Въпреки натрупания опит на общинската администрация през предходния програмен период е необходимо да се подсилят придобитите административни и технически умения и допълнят натрупаните познанията на служителите в общината, които участват в планиране, управление и прилагане на мерки в градска среда за постигане на целите на устойчиво и интегрирано градско развитие. Делегираните права на Община Бургас да изпълнява функции на Междинно звено предопределят нуждата от придобиване на нови компетенции и повишаване на експертизата на служителите от общинската администрация, ангажирани като оценители и/или помощник-оценители за да се осигури необходимия капацитет за администриране на оценителните комисии и оценка на подадените проектни предложения по приоритетна ос 1 на ОПРР. Основната цел на настоящото проектно предложение е подобряване на административния капацитет на общината за изпълнение на Инвестиционната програма на Община Бургас по Приоритетна ос 1 „Устойчиво и интегрирано градско развитие“ на ОПРР 2014-2020. Целеви групи:- Експертите от екипа, който администрира и изпълнява Инвестиционната програма на Община Бургас; - Експертите в състава на Междинното звено; - Експертите, включени в оценителните комисии; - Експерти от общинската администрация, които участват в инициативи на Мрежата за градско развитие; - Експерти от общинска администрация, които участват в обучения и обмен на опит и добри практики.
