The level of administrative capacity and material and technical assurance are determining factors for the quality of projects and ensuring high levels of absorption of financial resources from EU structural instruments. This project is aimed at supporting the Contracting Authority and aims at improving the processes of management of the activities carried out by NRIC and ensuring transparency of the activities related to the preparation, implementation and operation of railway infrastructure projects built with funds from the European funds. The organisation of the main document handling processes will support high requirements for reliable use and management of information. Direct support of the technical capacity of the Client can be achieved by optimising the registration, indexing and storage of the archive and its introduction in electronic format. This can be achieved with the implementation of the following activities:- Supply, implementation, training and maintenance of software for electronic archive and physical archive management software;- Supply, installation and commissioning of basic equipment;- Design, delivery, installation and commissioning of additional equipment. Нивото на административния капацитет и материално-техническата осигуреност са определящи фактори за качеството на проектите и обезпечаването на високи нива на усвояване на финансови ресурси от структурните инструменти на ЕС. Настоящият проект е насочен към подкрепа на Възложителя и цели подобряване на процесите по управление на дейностите, изпълнявани от НКЖИ и осигуряване на прозрачност на дейностите по подготовка, изпълнение и експлоатация на проектите за железопътна инфраструктура, изградени със средства от Европейските фондове. Организацията на основните процеси на работа с документите ще подпомогне високите изисквания за надеждното използване и управление на информацията. В тази връзка са обособени помещения, за които е необходимо да бъде доставено основно и допълнително оборудване.Директното подпомагане на техническия капацитет на Възложителя може да се постигне чрез оптимизиране на регистрирането, индексирането и съхранението на архива и въвеждането му в електронен формат. Това може да бъде постигнато с изпълнението на следните дейности:- Доставка, внедряване, обучение и поддръжка на софтуер за електронен архив и софтуер за управление на физически архив;- Доставка, монтаж и въвеждане в експлоатация на основно оборудване;- Проектиране, доставка, монтаж и въвеждане в експлоатация на допълнително оборудване.Дата на стартиране на изпълнението на проекта – 01.12.2016 г.
