Le PLIE du TCO a pour objectif l’accès à l’emploi durable des personnes exclues du marché du travail. Il se caractérise par un accompagnement renforcé, en lien avec un environnement partenarial cohérent permettant la prise en compte globale de la personne et la mise en place d’étapes de parcours multiples, coordonnés par un référent de parcours unique. La durée de l’accompagnement est adaptée à la personne, appelée « Bénéficiaire », et se poursuit durant les six premiers mois d’accès à l’emploi durable. Le PLIE dispose d’une connaissance fine des personnes accompagnées et est à même de mieux répondre aux besoins de candidats des entreprises. L'action PLIE se décompose en plusieurs activités. Elles portent sur: * L'animation, la gestion et l'évaluation du dispositif. * L'accompagnement des publics (demandeurs d’emploi de longue durée, bénéficiaires des minima sociaux, jeunes peu ou pas qualifiés et éloignés de l’emploi, personnes ayant une reconnaissance de travailleurs handicapés, demandeurs d’emploi âgés de plus de 50 ans, et de manière plus générale : à toute personne, rencontrant des difficultés, et pour qui le recours aux moyens mis ordinairement à la disposition du public est insuffisant ou inadapté). * Le financement du poste d'encadrant technique sur des ACI (ateliers chantiers d'insertion) répartis sur le territoire afin de permettre aux personnes les plus éloignées de l'emploi de bénéficier d'une étape de parcours leur permettant de travailler principalement les savoir être nécessaire à l'emploi, les savoir-faire ainsi que de les accompagner dans le règlement de leurs problématiques sociales et professionnelles freinant leur insertion durable. * Le développement de l'employabilité et de l'emploi des bénéficiaires par le biais de financement d'actions. * Le développement de la démarche d'intégration de la clause sociale dans les marchés publics du territoire. * Le financement des logiciels de gestion « ABC Viesion », outil d’analyse et de contrôle permettant la gestion et le suivi des parcours individualisés des participants du PLIE et de l'adhésion à Alliance Ville Emploi (AVE), permettant une veille documentaire. D'autres activités sont également développées sur le territoire en faveur des bénéficiaires du PLIE (ESS, GPECT, ...). (French)

The objective of the TCO PLIE is to provide access to sustainable employment for those excluded from the labour market. It is characterised by enhanced support, linked to a coherent partnership environment allowing the person to be taken into account globally and the setting up of multiple stages, coordinated by a single course reference. The duration of the support is adapted to the person, called “beneficiary”, and continues during the first six months of access to sustainable employment. The PLIE has a thorough knowledge of the accompanying people and is able to better meet the needs of business candidates. The PLIE action is broken down into several activities. They shall cover: * Animation, management and evaluation of the device. * Support for the public (long-term job seekers, beneficiaries of social minimums, young people with little or no qualifications and distance from employment, persons with recognition of disabled workers, jobseekers over 50 years of age, and more generally: to any person, experiencing difficulties, and for whom the use of means ordinarily made available to the public is insufficient or inadequate). * The financing of the position of technical supervisor on ACIs (workshops for integration) spread over the territory in order to enable people furthest from employment to benefit from a stage of their journey enabling them to work mainly the knowledge needed for employment, know-how and to assist them in the resolution of their social and professional problems hindering their sustainable integration. * The development of the employability and employment of beneficiaries through the financing of actions. * The development of the approach to the integration of the social clause in the public procurement of the territory. * The financing of management software “ABC ViEsion”, an analysis and control tool allowing the management and monitoring of the individualised paths of the participants of the PLIE and membership of Alliance Ville Emploi (AVE), allowing a documentary watch. Other activities are also being developed on the territory in favour of PLIE beneficiaries (ESS, GPECT, etc.). (English)
