Le "Chantier Jeunes 16-18 ans" s’adresse à 10 jeunes résidant sur « Pays de Montbéliard Agglomération » âgés de 16 à 18 ans (30 jeunes effectifs en 2016, en entrées sorties permanentes), . Ils ont en commun de conjuguer des difficultés personnelles, familiales, judiciaires et sociales qui ne permettent pas leur insertion dans la vie scolaire et professionnelle par les voies et mécanismes d'intégration classiques. A partir d’un bilan effectué en aval, le "Chantier Jeunes 16-18 ans" leur offre un espace temps dispensateur de lien social ainsi qu’un support d’expression par le biais des techniques relatives à l’entretien des espaces verts, en alternance avec des stages en entreprise. Des modules qualifiants, informatifs, culturels et sportifs sont également proposés aux stagiaires : modules de formation générale et d'insertion à la vie sociale, module informatique, module prévention et secourisme, bilan de santé, module recherche emploi et définition de projets professionnels; module entretien d'embauche, module mobilité, présentation au CFG (Certificat de Formation Générale), PSC1 (secourisme), Certification Internet, Code de la route, BSR,.... En parallèle, un suivi individualisé spécifique vise en permanence à adapter la construction d’un parcours qui prend en compte les notions de désirs, de capacités et compétences effectives du stagiaire ainsi que des possibilités autorisées par le marché du travail. Les stagiaires, au cours des années précédentes, étaient dans un cadre statutaire SIFA 1 « adapté », en « entrée - sortie » permanente, avec une prise en charge de trois mois renouvelable deux fois maximum (durée du parcours maxi de 9 mois), orientés exclusivement par IDEIS - Espace Jeunes du Pays de Montbéliard. Ce statut leur garantissait une rétribution de 130euros mensuels versée par la région. Par anticipation de l'arrêt du SIFA en 2017 (conséquence du nouveau schéma régional de formation), le chantier a été réenvisagé sur les bases d'un nouveau cadre statutaire: le PACEA, nouveau parcours d'accompagnement réservé au plus de 16 ans, porté par IDEIS Mission locale et dans lequel le "Chantier jeunes 16-18" garde toute sa pertinence en terme d'accompagnement individualisé car privilègiant la promotion individuelle et l'alternance avec le monde du travail. Les jeunes pris en charge perçoivent une allocation versée par IDEIS MIssion locale (environ 130 euros mensuels) et intègrent le "Chantier jeunes 16-18" dans le cadre d'une convention partenariale établie entre IDEIS et l'ASEANFC.Dans ce sens leur arrivée au chantier jeunes est contractualisée de manière tripartite, sur une période de 3 mois renouvelable 3 fois et formalisée par un contrat d'engagement signé au moment de l'intégration (12 mois maximum). The “Chantier Jeunes 16-18” is aimed at 10 young people living in “Pays de Montbéliard Agglomération” aged 16 to 18 (30 young people in 2016, permanent exits). They have in common to combine personal, family, judicial and social difficulties that do not allow them to be integrated into school and professional life through the traditional channels and mechanisms of integration. On the basis of an assessment carried out downstream, the “Singier Jeunes 16-18 years” offers them a space of time providing social connection as well as a medium of expression through techniques relating to the maintenance of green spaces, alternating with internships in the company. Qualifying, informative, cultural and sporting modules are also offered to trainees: general training and social integration modules, computer module, prevention and first aid module, health check-up, job search module and definition of professional projects; job interview module, mobility module, presentation to the CFG (General Training Certificate), PSC1 (saving), Internet certification, Highway Code, BSR,... At the same time, a specific individualised follow-up is constantly designed to adapt the construction of a pathway that takes into account the notions of the trainee’s desires, abilities and skills and the possibilities authorised by the labour market. The trainees, in previous years, were under a statutory framework SIFA 1 “adapted”, permanently “entry-exit”, with a three-month support, renewable twice maximum (up to 9 months), guided exclusively by IDEIS — Espace Jeunes du Pays de Montbéliard. This status guaranteed them a fee of EUR 130 per month paid by the region. In anticipation of the SIFA judgment in 2017 (consequence of the new regional training scheme), the site was redesigned on the basis of a new statutory framework: the PACEA, a new accompaniment course reserved for the over 16 years of age, carried by IDEIS Local Mission and in which the “Youth Singer 16-18” retains its relevance in terms of individualised accompaniment because it prioritises individual promotion and alternation with the world of work. The young people in charge receive an allowance paid by IDEIS MIssion local (approximately EUR 130 per month) and integrate the “Youth Worker 16-18” in the framework of a partnership agreement between IDEIS and ASEANFC. In this sense, their arrival at the youth site is contracted on a tripartite basis, over a period of 3 months renewable 3 times and formalised by an employment contract signed at the time of integration (12 months maximum).
