Il s'agit de proposer une collaboration basée sur la complémentarité des compétences (accompagnement social pour la levée des freins et accompagnement en entreprise pour l'accès et le maintien à l'emploi) entre la Mission Locale, les Pôles emploi, les PLIE, les dispositifs présents sur l'ensemble de ce territoire. _Territoire d'intervention :_ * Sur le territoire CCHD/CCPC : nous sommes déjà présents sur Annoeullin et Ostricourt, * Sur le territoire des WEPPES : lieu d'intervention possible en collaboration avec la Mission Locale et Pôle emploi sur Haubourdin et La Bassée, * Sur le territoire du SIVU : nous sommes toujours sur Faches Thumesnil et Seclin. Les principes d'actions : chacun doit trouver sa place dans l 'emploi. L'emploi n'est pas incompatible avec un projet d'insertion dans un parcours. Chaque participant, jeune et/ou adulte, qui veut prendre ou reprendre une activité le peut. Les politiques des entreprise sont souples: il existe des moyens pour intégrer les participants sans expérience ou qualification, par le biais de l 'alternance, de l'immersion, de l'emploi. _**La stratégie :**_ Développer et consolider le partenariat existant. C'est-à-dire, s'appuyer sur des organisations qui existent déjà. Par exemple, avec la Mission Locale, des rencontres régulières se font tant sur l'activité, que sur les modalités de collaborations.Les coordinateurs Mission Locale et la pilote de l'action JADE se rencontrent afin de faire le point sur le partenariat et l'orientation des publics, sur les situations qui nécessitent une articulation entre les acteurs et sur l'aspect quantitatif. Ces temps sont à maintenir dans le cadre de ce projet. Ces temps sont réalisés avec chaque partenaire (associations, Pôle emploi, etc....). De la même manière avec d'autres partenaires, des collaborations équivalentes existent déjà. Notre projet ne pourra que les consolider. D'autres part, l'animation territoriale portée par le PLIE a une organisation comprenant des commissions d'intégration de publics. C'est-à-dire que ces temps ont pour objectif de passer en revue des prescriptions faites par le territoire, des préconisations d'orientations. Ces temps pourront permettre de relayer des situations sur le projet JADE, si certaines demandes se trouvent non éligibles à certains dispositifs ou actions, et permettront de faire connaitre le projet JADE, et donc de systematiser les passerelles vers cette nouvelle action. Les entreprises : Partir des difficultés des employeurs à recruter et à stabiliser leur personnel. Les amener à interroger les causes de ces difficultés dans leurs pratiques. Leur proposer d'autres façons de faire, conciliant efficacité pour le public et pour l'entreprise. Les amener à modifier, si nécessaire, leur pratiques d'intégration d'un salarié et valoriser tout changement ou réflexion apportés par eux. Les engager dans une collaboration à moyen et long terme, construire un réseau d'entreprises. _**Pour les publics :**_ Toute personne à la recherche d'un emploi (inscrite ou non à Pôle emploi ou inactive) et/ou allocataire du RSA et/ou éloignée du marché du travail et/ou les jeunes peu ou pas qualifiés, et/ou les séniors et/ou les travailleurs handicapés et/ou le public issu des QPV et/ou les chômeurs en activité réduite. Partir de leur demande d'accéder à un emploi durable, à un statut fort, et non d'une évaluation de leur employabilité. Leur proposer des offres d'emploi, et/ou travailler sur des offres captées par eux. Leur donner si possible, le choix sur des propositions multiples et variées, ne pas limiter le champ des possibles. Proposer les offres du "jour", ne pas se limiter. Nous proposons et le public se positionne. Faire en sorte que les conditions de travail et d'intégration soient optimales. Cadrer les conditions de démarrages et de suivi. Eviter, tant que faire se peut, toute incertitude. Leur ménager une espace de liberté, pour leurs décisions et ne pas décider à leur place. _**Le cadre d'intervention :**_ * L'accueil : le participant est reçu par un consultant entreprise de l 'Office Intercommunal. Ils se mettent d'accord sur : l'offre de service, la collaboration, la nature des offres à proposer (CDD, CDI, contrat en alternance,contrat de professionnalisation, intérim), les mises en relation possibles (immersion, PMSMP), la nature du suivi avant et pendant l'emploi. * L'accompagnement : les publics sont reçus régulièrement pour se voir proposer des offres, leurs permettre de se positionner, évaluer les conditions d'intégration, visiter des entreprises, * La mise en relation avec l 'entreprise: un seul participant par poste est proposé à la fois Le poste est proposé de façon détaillée et factuelle (objectifs, tâches à effectuer, conditions de travail, horaires,.....) Le public a le choix d'accepter ou non l' offre. Le participant est présenté à l 'entreprise et accompagné par le consultant entreprise.
