The project is to guarantee mediation aimed at public tranquillity on the Little Earth, currently provided by 16 inter-communal mediators working for the future and whose contracts are due to expire in July 2019. All aged between 23 and 26 years old and living in Petite Terre in different neighbourhoods, serving for 3 years, they have been able to benefit from numerous quality training, provided by different bodies, and are now perfectly identified by the local population, associations and institutions. They carry out their missions in connection with the CISPD of Petite Terre within the Directorate of Policy of the City and Social Cohesion by setting up walking maraudes, cycling interventions, a systematic presence at the exits of secondary schools... They work in 4 rotating groups of 4 mediators, from Monday to Friday, from 6:15 am to 9:00 pm throughout the territory of Petite Terre and sometimes intervene on weekends and public holidays depending on the needs of the news. Their approach is primarily aimed at identifying and supporting young audiences, who are in difficulty and often plagued by delinquency. Trained in many fields, they are now able to provide medico-social support on the problems of addictions, sexuality and behaviour at risk, academic success, citizenship and citizenship... Initiators of projects responding to specific needs, the mediators set up educational activities for young people out of school from Petite Terre in a civic school called “Tama Ya Messo” and located in the priority district of the Vigie. Genuine resources for the territory, their action has become indispensable for maintaining the social link, facilitating the relationship between institutions, the State security forces and the population. Sources of many information and information sometimes worrying, they collect important data for some judicial investigations and can mobilise law enforcement when situations require it. In a caring approach, they participate in the day-to-day dissemination of prevention messages to the population and, more specifically, to the youngest. They support the most vulnerable groups on a daily basis and thus contribute to their integration. Inter-communal mediators are individually equipped with workwear (polos floqués, shoes, caps, rainwear) and benefit from various individual or collective endowment tools (tactical lamps, telephones, Bicycles All Terrains, administrative supplies, computer equipment). Different acquisitions of consumables are also carried out as part of the implementation of their projects and activities (examples: notebook and free for the school of civics, snacks for public awareness meetings...). Le projet consiste à garantir la médiation visant à la tranquillité publique sur la Petite Terre, actuellement assurée par 16 médiateurs intercommunaux en emploi d'avenir et dont les contrats arrivent à terme en juillet 2019. Tous âgés de 23 à 26 ans et résidants en Petite Terre dans différents quartiers, en poste depuis 3 ans, ils ont pu bénéficier de nombreuses formations de qualité, dispensées par différents organismes, et sont désormais parfaitement identifiés par la population, les associations et les institutions locales. Ils exercent leurs missions en lien avec le CISPD de Petite Terre au sein de la Direction de la Politique de la Ville et de la Cohésion Sociale en mettant en place des maraudes pédestres, des interventions à vélo, une présence systématique aux sorties de cours des établissements scolaires du second degré... Ils travaillent en 4 groupes tournants de 4 médiateurs, du Lundi au Vendredi, de 6h15 à 21h00 sur l'ensemble du territoire de Petite Terre et interviennent parfois les week-end et jours fériés en fonction des nécessités de l'actualité. Leur démarche vise avant tout à identifier et accompagner les publics jeunes, en difficultés et souvent en proie à la délinquance. Formés sur de nombreux domaines, ils sont désormais capables de dispenser des accompagnements médico-sociaux sur les problématiques des addictions, de la sexualité et des conduites à risques, de la réussite scolaire, de la citoyenneté et du civisme... Initiateurs de projets répondant à des besoins précis, les médiateurs mettent en place des activités éducatives à destination des jeunes déscolarisés de Petite Terre au sein d'une école du civisme nommée "Tama Ya Messo" et implantée dans le quartier prioritaire de la Vigie. Véritables ressources pour le territoire, leur action est devenue indispensable pour le maintien du lien social, faciliter la relation entre les institutions, les forces de sécurité de l'Etat et la population. Sources de nombreux renseignements et informations parfois préoccupantes, ils permettent de collecter des données importantes pour certaines enquêtes judiciaires et savent mobiliser les forces de l'ordre quand les situations le nécessitent. Dans une démarche bienveillante, ils participent à la diffusion quotidienne de messages de prévention à l'égard de la population et plus spécifiquement des plus jeunes. Ils accompagnent au quotidien les publics les plus vulnérables et contribuent ainsi à leur insertion. Les médiateurs intercommunaux sont équipés individuellement de tenues de travail (polos floqués, chaussures, casquettes, vêtements de pluie) et bénéficient de différents outils individuels ou collectifs en dotation (lampes tactiques, téléphones, Vélos Tous Terrains, fournitures administratives, matériels informatiques). Différentes acquisitions de consommables sont également réalisées dans le cadre de la mise en œuvre de leurs projets et activités (exemples : cahier et libres pour l'école du civisme, collations pour les réunions publiques de sensibilisation...). Il est envisagé de leur fournir des talkiewalkies afin de faciliter leur travail de terrain. Nous sollicitons l'avance de 20% relatif au lancement dudit projet. (French)
