The France Active PACA offer consists of two actions consisting of common business phases enriched by specific tasks depending on the nature of the project (individual or collective) and the stage of development (creation, development, restructuring): Actions: —An action to support people by financing the creators and creators of Very Small Enterprises in a job-seeking situation. —An action to support structures through the financing of enterprises located in the field of the Social, Solidarity and Responsible Economy. The business phases: 1/Reception of project promoters 2/Qualification and analysis of applications (Expertise) 3/Financing (banking, financial engineering, commitment, implementation) 4/Monitoring (post creation, post-financing, support for structures in difficulty, restructuring). For the action to support people. Welcome, expertise and support towards bank financing guaranteed priority audiences of public policies wishing to set up their business. The aim is to provide these groups with a guarantee from the Social Cohesion Fund (FAG or FGIF) while limiting or even avoiding any personal guarantees. For the support action for structures. France ACTIVE PACA develops a specific methodology for financial support for social, solidarity and responsible economic structures. Indeed, the structures that ask us for a loan are often in situations of fragility such that setting up the loan requires prior work to consolidate the structure. And whatever their status. However, France Active PACA’s main concern is to enable the structures that use it to find a certain degree of sustainability and even a real development capacity, which is the first condition for creating and maintaining employment. Achieving the highest possible rate of reimbursement is both the consequence and the cause of the sustainability of the scheme. Thus, when a structure asks us for a loan when it has not been able to balance its accounts for several years, we first support it in an analysis of its economic model so that it regains economic and financial balance. As long as this condition is not met, FRANCE ACTIVE PACA cannot grant it a loan because it would have little chance of being repaid and would not allow the structure to solve its substantive problems and even risk putting its survival into question. This can lead us to work on its organisation, business strategy, governance, or any other aspect that has a direct or indirect impact on the consolidation of the structure. In addition, we find that most structures have a very short-term vision of their business and do not have a clear strategy: in order to establish medium-term loans, it is necessary to accompany them in advance on a reflection on their medium-term strategy. France ACTIVE PACA organises the monitoring of the structures after having financed them and is sometimes required to accompany these structures over time when they encounter difficulties or need advice. Finally, in order to increase the quality of the prescription of its partners, FRANCE ACTIVE PACA provides them with technical training modules. For the action to support people the project consists of: Welcome, expertise and support towards bank financing guaranteed priority audiences of public policies wishing to set up their business. The aim is to ensure that social cohesion funds are guaranteed by these groups, while limiting or even avoiding any personal guarantees. Thanks to the support of the European Social Fund, FRANCE ACTIVE PACA can support a larger number of project promoters. This makes it possible to have a more significant impact on the local economy and thus makes it possible to sustain more jobs in the PACA Region. European funding also allows a more ‘fragile’ audience to be supported by the additional financial resources mobilised. (English) | |||||||||||||||

(French)
