Le projet vise à faciliter l'insertion socio-professionnelle de cette population migrante allophone en situation précaire en favorisant la scolarisation des enfants et l'élévation de son niveau d'instruction. Elle se fixe pour objectif de garantir l'accès à l'école, au collège et au lycée de ces enfants et de les mener vers des parcours de réussite vers une insertion sociale et professionnelle et s'appuiera sur un travail de médiation auprès des familles. Outre les adultes issus de la communauté ROM, l’action cherchera à impliquer les personnels éducatifs et sociaux, ainsi que des institutions partenaires. L'action se déploiera selon quatre niveaux : * Création d'une mission de médiation bilingue parentale et scolaire * Actions éducatives familiales * Echanges interculturels * Développement des habitudes et des pratiques partenariales _Création d'une mission de médiation bilingue_ _parentale et_ _scolaire_ Le médiateur, recruté par le GIP Formavie, aura une triple mission : accompagner les familles dans toutes les démarches liées à l'école (inscriptions, transport, cantine, relation familles-école), tisser un lien étroit avec les établissements scolaires 1er et 2nd degré pour faciliter le dialogue et l'intercompréhension et accompagner les parents dans leur rôle éducatif en coordonnant et animant des actions éducatives familiales. Cette fonction de médiation qui n'existe pas dans le système scolaire actuel, à l'interface entre les familles et l'institution, est au cœur du projet. _Actions éducatives familiales_ Des actions pilotées par le CASNAV prendront la forme d'ateliers sur les terrains, en partie co-animés par le médiateur, des vacataires et des professionnels de la santé, du champ éducatif et social. \- Mobilisation des familles sur les terrains : rencontre individuelle pour expliquer les ateliers et susciter l’adhésion et la participation \- Atelier de soutien à la parentalité : temps d'information et d'échange sur les thématiques liées à l'éducation et à la scolarisation. \- Atelier Petite Enfance : activités pré-scolaires qui prépareront les familles à l’entrée à l’école des plus jeunes et sensibiliseront les parents aux attentes de l'institution. \- Atelier sociolinguistique : appui sociolinguistique destinés à favoriser la scolarisation et l'insertion sociale. Ces actions sont autant de moyens pour développer la disponibilité et la capacité des familles à mener leurs démarches d’insertion socio- professionnelle. _Echanges interculturels_ Il s'agit de lutter contre les discriminations en rapprochant des parents d'élèves d'horizons divers autour de différents projets artistiques et culturels communs et de valoriser la parole des parents migrants en brisant les stéréotypes. Exemple : un atelier d'écriture créative pourra être associé à un projet « arts visuels », explorant la dimension personnelle des souvenirs d'enfance et l'importance des liens familiaux pour mettre en lumière leur universalité ; les productions seraient valorisées à travers un dispositif scénique présenté dans un espace public. _Développement des habitudes et des pratiques partenariales_ Les partenaires locaux seront mobilisés grâce à la création d'un comité de pilotage composé de l'Education Nationale, des services de l'état, des collectivités territoriales, des associations partenaires et des représentants de la communauté rom migrante dans la perspective d'une collaboration plus efficace. L'ensemble de la démarche fera l'objet d'une analyse en continu, de type recherche-action, confiée à un spécialiste du public concerné. Il supervisera le projet et apportera son expertise. Il sera force de propositions et évaluera l'impact du projet tant sur les familles (insertion sociale, regard porté sur l'école, implication dans les ateliers, fréquentation scolaire des enfants) que sur l'institution scolaire. Ce regard sera croisé avec l'expertise du CASNAV, du GIP, de la DASEN (Direction des Services de l'Education Nationale), des corps d'inspection, afin d'évaluer les effets du projet en terme d’intégration des familles, de réduction et de prévention du décrochage scolaire. The project aims to facilitate the socio-professional integration of this migrant population of allophones in a precarious situation by promoting the schooling of children and raising their educational level. It aims to guarantee access to school, college and high school for these children and to lead them towards successful paths towards social and professional integration and will be based on mediation work with families. In addition to adults from the ROM community, the action will seek to involve educational and social staff, as well as partner institutions. The action will take place at four levels: * Creation of a bilingual parental and school mediation mission * Family educational activities * Intercultural exchanges * Development of partnership habits and practices _ Creation of a bilingual mediation mission_ _parental and _school_ The mediator, recruited by the GIP Formavie, will have a triple mission: support families in all school-related procedures (registration, transport, canteen, family-school relationship), establish a close connection with schools 1st and 2nd degree to facilitate dialogue and understanding and support parents in their educational role by coordinating and facilitating family educational activities. This mediation function, which does not exist in the current school system, at the interface between families and the institution, is at the heart of the project. _Family Educational Actions_ Actions led by CASNAV will take the form of workshops on the ground, partly co-hosted by the mediator, individual contractors and health, educational and social professionals. \- Mobilisation of families on the ground: one-on-one meeting to explain the workshops and engage and participate \- Parenthood Support Workshop: time for information and exchange on topics related to education and schooling. \- Workshop Small Childhood: pre-school activities that will prepare families for entry into school for the youngest and will raise parents’ awareness of the institution’s expectations. \- Sociolinguistic workshop: socio-linguistic support to promote schooling and social inclusion. These actions are all means to develop the availability and capacity of families to carry out their socio-occupational integration efforts. _Intercultural Exchanges_ The aim is to combat discrimination by bringing parents closer to pupils from different backgrounds around different artistic and cultural projects and to enhance the voice of migrant parents by breaking stereotypes. Example: a creative writing workshop may be associated with a “visual arts” project, exploring the personal dimension of childhood memories and the importance of family ties to highlight their universality; the productions would be valued through a stage device presented in a public space. _Development of partnership habits and practices_ Local partners will be mobilised through the creation of a steering committee composed of National Education, state services, local authorities, partner associations and representatives of the Roma migrant community with a view to more effective collaboration. The whole approach will be the subject of a continuous analysis, of an action-research type, entrusted to a specialist from the public concerned. He will supervise the project and bring his expertise. It will make proposals and evaluate the impact of the project on both families (social integration, schooling, involvement in workshops, attendance of children) and on the school institution. This view will be crossed with the expertise of CASNAV, GIP, Dasen (Direction des Services de l’Education Nationale), inspection bodies, in order to assess the effects of the project in terms of family integration, reduction and prevention of early school leaving.
