Article 59 of Regulation 1303/2013 of the European Parliament and of the Council states that EFSIs may support actions related to preparation, management, monitoring, development, information and communication, networking, complaint resolution and control and audit. The ERDF-ESF Basse-Normandie operational programme states that the managing authority is setting up an efficient management of European funds to strengthen the administrative capacity of the community. The Normandy Region therefore uses technical assistance appropriations to co-finance staff costs incurred in the management and management of European funds. The Normandy Region manages European funds as follows: — the Directorate for Europe and International manages the operational programmes;- the operational directorates process grant applications and make payments for the files. They are therefore more than 100 staff involved in the management of the ESF and IEJ ERDF funds in this decentralised audit trail. The two ERDF ESF IEJ operational programmes for Normandy are managed by the same staff and audit trail. On the other hand, the two OPs have not been merged and are therefore managed independently. L'article 59 du règlement 1303/2013 du Parlement européen et du Conseil indique que les FESI peuvent soutenir des actions relatives à la préparation, à la gestion, au suivi, à l'évolution, à l'information et à la communication, au réseautage, au règlement des plaintes ainsi qu'au contrôle et à l'audit. Le programme opérationnel FEDER-FSE Basse-Normandie indique que l'autorité de gestion met en place une gestion performante des crédits européens pour le renforcement des capacités administratives de la collectivité. La Région Normandie a donc recours aux crédits d'assistance technique pour cofinancer les frais de personnels engagés dans la gestion et le pilotage des fonds européens. La Région Normandie gère les crédits européens de la façon suivante: - la Direction Europe et international assure le pilotage des programmes opérationnels ;- les directions opérationnelles instruisent les demandes de subvention et procèdent aux paiements des dossiers. Ce sont donc plus de 100 agents concernés par la gestion des fonds FEDER FSE et IEJ dans cette piste d'audit décentralisée. Les deux programmes opérationnels FEDER FSE IEJ dont bénéficie la Normandie sont gérés par les mêmes agents et selon la même piste d'audit. En revanche, les deux PO n'ont pas été fusionnés et sont donc gérés de façon indépendante. C'est pour cela que le présent dossier ne concerne que les crédits d'assistance technique FEDER du PO Basse-Normandie 2014 2020. (French)
