The project contains a summary of the actions to be considered both within the framework of the departmental strategy and in the context of co-financing by the ESF or the National Strategy in order to identify and propose to elected representatives relevant and complementary options in the integration actions carried out by the Department. It will also analyse the testing of the orientation platforms of the new RSA beneficiaries and promote their deployment throughout the Department in connection with the coordination post of these platforms created in the summer of 2020. The project will also analyse the experiment carried out from April 2020 on the cumulation of the RSA with seasonal activity in order to assess its impact on priority audiences in the context of the resumption of professional activity and on the economic sectors in tension for seasonal activities. It will also participate in the analysis and overall monitoring of all integration projects financed under the ESF. As part of a public contract, he will, in conjunction with the Directorate for Public Procurement, prepare the technical specifications for three studies in 2020, participate in the selection of successful candidates by producing technical opinions on the proposals received, ensure the implementation of the studies, the timetables for intervention in relation to the service providers and the stakeholders concerned. It will participate in the implementation of the addendum for 2020 to the agreement to support the National Poverty Reduction Strategy, the follow-up of actions and the implementation report 2019. It will initiate and monitor the establishment of thematic working groups for the renewal of the ITP, in conjunction with the signatory partners. It will ensure, in the long term, a summary of the work resulting from the studies on the situation of the BRSAs present in the scheme for more than 4 years, on the levels of social integration towards occupational integration and on the work of the working groups for the renewal of the ITP, so that a new ITP can be proposed and signed in 2021, including the proposals that are feasible, calendarizable and financing, including the speech and opinions of the BRSAs. In view of the health crisis Covid19, coordination will ensure that the measures and methods of implementation are adapted to the situation in real time. The orientation of the beneficiaries of the RSA had two characteristics unsuitable for the integration dynamic sought by the Department and negotiated within the framework of the SNLP. The lead times and the start of the accompaniment were too long. Moreover, the administrative study of the known situation proved to be non-participatory by excluding the BRSA from the procedure. At the end of 2019, an experiment was carried out on an orientation platform bringing together professionals from the social fields (CD40 and CAF social referents) and professionals (advisers Pôleemploi) in the territory of Dax. In view of the results and the satisfaction of both stakeholders and professionals, 2020 saw the start of deployment in other territories and the recruitment of a coordinator from July 2020 to manage, monitor, deploy and maintain partnerships under this action. Le projet comporte une synthèse des actions à envisager tant dans le cadre de la stratégie départementale que dans celui de cofinancements par le FSE ou la Stratégie Nationale pour déterminer et proposer aux élus des options pertinentes et complémentaires dans les actions d'insertion portées le Département. Il s'agira aussi d'analyser l'expérimentation des plateformes d'orientation des nouveaux bénéficiaires du RSA et de favoriser leur déploiement sur tout le territoire du Département en lien avec le poste de coordination de ces plateformes créé à l'été 2020. Le projet analysera aussi l'expérience menée à partir d'avril 2020 sur le cumul du RSA avec une activité saisonnière afin d'évaluer son impact sur les publics prioritaires dans le cadre de la reprise d'une activité professionnelle et sur les secteurs économiques en tension pour des activités saisonnières. Il participera aussi à l'analyse et au suivi global de tous les projets d'insertion financés dans le cadre du FSE. Dans le cadre d'une commande publique, il assurera, en lien avec la Direction de la commande publique, la préparation des cahiers des charges techniques pour trois études en 2020, participera à la sélection des candidats retenus par la réalisation d'avis techniques sur les propositions reçues, assurera la mise en place des études, les calendriers d'intervention en lien avec les prestataires et les acteurs concernés. Il participera à la réalisation de l'avenant pour 2020 de la convention d'appui à la Stratégie Nationale de Lutte contre la pauvreté, au suivi des actions et au rapport d'exécution 2019. Il initiera et suivra la mise en place de groupes de travail thématiques pour le renouvellement du PTI, en lien avec les partenaires signataires. Il assurera, à terme,la réalisation d'une synthèse des travaux issus des études sur la situation des BRSA présents dans le dispositif depuis plus de 4 ans, sur les paliers de l'insertion sociale vers l'insertion professionnelle et sur les travaux des groupes de travail pour le renouvellement du PTI afin que puisse être proposé et signé en 2021 un nouveau PTI incluant les propositions réalisables, calendarisables et finançables issues de ces démarches et incluant la parole et les avis des BRSA. Au regard de la crise sanitaire Covid19 la coordination veillera sur toute la durée à l'adaptation des mesures et modalités de mise en œuvre à la situation en temps réel. L'orientation des bénéficiaires du RSA présentait deux caractéristiques impropres à la dynamique d'insertion recherchée par le Département et négociée dans le cadre de la SNLP. Les délais d'orientation et de début d'accompagnement étaient trop longs. Par ailleurs, l'étude administrative de la situation connue s'avérait non participative en excluant le BRSA de la procédure. Fin 2019, une expérimentation de plateforme d'orientation réunissant des professionnels des champs sociaux (référents sociaux CD40 et CAF) et professionnels (conseillers Pôle emploi) a été menée sur le territoire de Dax. Au vu des résultats et de la satisfaction tant des intéressés que des professionnels, l'année 2020 a vu le début du déploiement sur d'autres territoire et le recrutement à partir de juillet 2020 d'une coordinatrice pour assurer le pilotage, le suivi, le déploiement et le maintien des partenariats dans le cadre de cette action.
