The project consists of the setting up of a digital platform for experimental insertion of a web-based solution via a public procurement procedure and its coordination and in-house animation by the services of the CD40. This tool will be automated, dynamic, scalable and secure and will help meet the challenges of the ITP in terms of supporting vulnerable or remote audiences (BRSA, job seekers, AHA beneficiaries, young people monitored by the local mission or specialised prevention, MNA, etc.) and supporting and developing the offer of integration (employment, traineeship, training, etc.) on the Department. The idea is that this target audience is an actor in its journey to employment by trying to bring it to autonomy. The users in question will therefore be able to register on their own from their home or a place of reception with an unrestricted internet connection, but the referents will be able to accompany them in this process if some encounter difficulties. The platform is open to any public residing in the Department. Access will be reserved for users and recruiters identified by creating an account through the completion of several elements such as surname, first name, municipality, date of birth, email address, etc. The web solution will be compatible in navigation for smartphones, tablets and computers. Candidates, as well as recruiters, will be able to register on their own from their computer, tablet or smartphone positions. The homepage should attract users’ interest in registering, e.g. displaying the number of online offers at the time the page is consulted. The platform will identify the status and profile of candidates (BRSA, local mission youth, job seekers,...) while keeping a simple and fast registration. The platform will consist of 3 different spaces/access: \- One for candidates \- The other for recruiters \- And the last for the administrator, i.e. the Landes Department The solution will meet the requirements of the e-administration with a triple objective of efficiency, security and mobility. As such, it must meet the criteria of: \- protection of the management and sharing of computer data internally and with partners with attention to personal data \- simplification and speed of procedures (instruction mandatment...) \- adaptability of the product to the needs of professionals \- accessibility of the information needed to the beneficiaries \- regulatory statistical monitoring and management control The service goes to a public contract covers the license and hosting of the platform, the posting and updating of the requested offers, the provision of the various desired spaces, the requests allowing simple and quick searches of offers and profiles as well as statistical analyses, support and technical assistance, without forgetting the scalable and corrective maintenance of the chosen solution, the Lando’s web site and this policy. On the other hand, the facilitation and coordination of the system will be carried out internally by the departments of the Landes Departmental Council. These tasks will mainly consist of maintaining the statistical dashboard and analysing the data, bringing the tool to life by adding information to the internal site, providing prospecting for the development of a departmental integration policy and possibly supporting referees with shortcomings in the use of the tool.     Le projet consiste en la mise en place d’une plateforme numérique d’insertion expérimentale de type solution web via une procédure de marché public ainsi que sa coordination et son animation en interne par les services du CD40. Cet outil sera automatisé, dynamique, évolutif et sécurisé et permettra de répondre aux enjeux du PTI en terme d’accompagnement des publics en fragilité ou éloignés de l’emploi (BRSA, demandeurs d’emplois, bénéficiaires de l’AAH, jeunes suivis par la mission locales ou la prévention spécialisée, MNA, etc.) et de soutien et développement de l’offre d’insertion (emploi, stage, formation, etc.) sur le Département. L'idée est que ce public cible soit acteur dans son parcours vers l'emploi en essayant de l'amener vers l'autonomie. Les usagers en question pourront donc s'inscrire seul depuis leur domicile ou un lieu d'accueil disposant d'une connexion internet sans contrainte mais les référents pourront les accompagner dans cette démarche si certains rencontrent des difficultés. La plateforme est ouverte à tout public résidant dans le Département. L’accès sera réservé aux usagers et recruteurs identifiés par la création d’un compte grâce à la complétude de plusieurs éléments tels nom, prénom, commune, date de naissance, adresse mail, etc. La solution web sera compatible en navigation pour les smartphones, tablettes et ordinateurs. Les candidats, ainsi que les recruteurs, pourront s’inscrire seuls depuis leurs postes informatiques, tablettes ou smartphones. La page d’accueil devra susciter l’intérêt des usagers à s’inscrire avec par exemple l’affichage du nombre d’offres en ligne à l’instant t de consultation de la page. La plateforme permettra d’identifier le statut et profil des candidats (BRSA, jeunes de la mission locale, Demandeurs d’emplois,...) tout en gardant une inscription simple et rapide. La plateforme sera composée de 3 espaces/accès différents : \- L’un réservé aux candidats \- L’autre pour les recruteurs \- Et le dernier pour l’administrateur, c’est-à-dire le Département des Landes La solution répondra aux exigences de l’eadministration avec un triple objectif d’efficacité, de sécurité et de mobilité. Elle doit répondre à ce titre aux critères de: \- protection de la gestion et du partage des données informatiques en interne et avec les partenaires avec une attention portée aux données personnelles \- simplification et la rapidité des procédures (instruction mandatement…) \- adaptabilité du produit aux besoins des professionnels \- accessibilité des informations nécessaires aux bénéficiaires \- suivi statistique réglementaire et le contrôle de gestion La prestation va un marché public couvre la licence et l’hébergement de la plateforme, la mise en ligne et l’actualisation des offres demandées, la mise à disposition des différents espaces souhaités, les requêtes permettant des recherches simples et rapides d’offres et de profils ainsi que des analyses statistiques, l’appui et assistance technique sans oublier la maintenance évolutive et corrective de la solution retenue et ce pour toute la durée du marché.De plus, cette plateforme devra pouvoir être personnalisée avec la charte graphique du Département des Landes (logo, couleurs, police) et être accessible via une URL du type https://plateforme-insertion- professionnelle.landes.fr, cette URL redirigeant ensuite vers l’adresse dédiée au Département des Landes sur la plateforme du prestataire. L'animation du dispositif ainsi que sa coordination seront par contre effectuées en interne par les propres services du Conseil départemental des Landes. Ces missions consisteront principalement à tenir le tableau de bord de statistiques et analyser les données, faire vivre l'outil en ajoutant des informations sur le site interne, assurer une prospection en vue de développer une politique d'insertion départementale et éventuellement soutenir les référents ayant des lacunes dans l'utilisation de l'outil.
