During the first appointment, the advisor analyses the relevance of the professional project, the motivation of the participant and decides whether to take care of the person’s follow-up. If a favourable opinion is issued, it is shared with the local manager. In order to enable the PLIE animation team to manage online and flow requests, requests for entries and requests for outputs of the PLIE of any kind, an internal software has been developed, this software has been operational since 13 January 2020 in support of the PLIE and is called TITOO 3. If a favourable opinion is given during the first reception interview, the advisor completes the participant’s record in TITOO 3 and makes a reasoned application for entry into the PLIE so that the participant can be included in his portfolio. The counsellor sends all the relevant and mandatory documents to validate the entry into the PLIE via the participant’s binder. The antenna’s proximity manager receives new PLIE input requests to the feed and analyses the relevance of the requests and validates them or issues an argumented refusal. A computer stream transmits, over the water, the requests for entries after validation or refusal by the local manager to the Statistics Department who controls all the documents relating to the participant’s entry.     L'un des principaux objectifs de l'action est l'accompagnement de 80 participants en file active par la Conseillère en Insertion Professionnelle. L'orientation vers les antennes est réalisée via un réseau de prescripteurs (référents RSA, la MDIE de Flandres, les Conseillers Pôle Emploi, UTPAS, Structures d'Insertion, Elus, Départements d'Entreprendre Ensemble, Forum comme DK JOB et les Association du territoire). L'orientation en PLIE peut également résulter d'une démarche individuelle de la personne soit en se présentant directement à l'accueil de l'antenne de proximité, soit lors de son inscription sur le site d'EEDK.FR ou suite à un article paru dans le journal municipal ou suite à la présentation de l'action sur le site Internet de la ville. Lors du premier rendez - vous, la conseillère analyse la pertinence du projet professionnel, la motivation du participant et décide si elle prend en charge le suivi de la personne. Si un avis favorable est émis, celui ci est partagé avec le manager de proximité. Afin que l'équipe d'animation du PLIE puisse gérer en ligne et au flux, les demandes d'entrées et les demandes de sorties du PLIE de quelques nature qu'elles puissent être, un logiciel interne a été développé, celui - ci est opérationnel depuis le 13 janvier 2020 en accompagnement du PLIE et se nomme TITOO 3. Si un avis favorable est émis lors du premier entretien de1er accueil, la conseillère remplit la fiche du participant dans TITOO 3 et fait une demande d'entrée en PLIE argumentée afin de pouvoir intégrer le participant dans son portefeuille. La conseillère transmet toutes les pièces relatives et obligatoires pour valider l'entrée en PLIE via le cartable du participant. Le manager de proximité de l'antenne reçoit les nouvelles demandes d'entrées en parcours PLIE au flux et analyse la pertinence des demandes et les valident ou émet un refus argumenté. Un flux informatique transmet, au fil de l'eau, les demandes d'entrées après la validation ou le refus du manager de proximité au Département Statistiques qui contrôle l'intégralité des pièces relatives à l'entrée du participant. Ce Département, valide ou refuse (en cas de pièces manquantes ou non conformes à celles demandées) les demandes d'entrées. La Conseillère PLIE et le manager de proximité sont informés simultanément du résultat concernant le traitement administratif effectué par le Département Statistiques. Ce nouveau système de fonctionnement permet de démarrer l'accompagnement rapidement. La conseillère PLIE continue de voir mensuellement son manager afin de faire le point sur les différentes requêtes liées à l'accompagnement de ses participants. **Pour les années 2020 et 2021, le partenariat avec le Pôle Emploi sera maintenu**. En effet, les Conseillers de l'agence Pôle Emploi de Gravelines peuvent orienter des demandeurs d'emploi à l'antenne de proximité du PLIE ou interpeller soit par mail ou téléphone la Conseillère PLIE. Le public pourra être également positionné par le RGP, les Assistantes Sociales, les différents départements du PLIE, le Conseil Général, la Conseillère PLIE pour les participants reçus au flux et les Structures d'Insertion recrutant des participants en CDDI. Le public pourra également se faire connaître via le site internet "EEDK" et procéder à son inscription en ligne pour bénéficier d'un accompagnement en antenne du PLIE ou se rendre directement à l'accueil de l'antenne. Lors des différentes réunions d'Accompagnement PLIE mises en place par les différents départements du PLIE de Dunkerque et notamment lors des Points Individuels Antenne, la conseillère PLIE fait état de la situation des participants reçus en premier accueil et explique les actions ou étapes qui seront mises en place pour les participants qu'elle a choisi d'accompagner. Ces réunions ont lieu une fois par mois et l'objectif de ce temps de travail est de porter un regard sur la qualité de l'accompagnement mais également de faire un point sur les différents objectifs de la convention comme le nombre d'entretiens réalisés, le nombre d'étapes..... Le public sera accompagné au sein du Centre Communal d'Action Sociale, antenne de proximité du PLIE du Dunkerquois. Le public profitera du matériel mis à disposition à savoir trois ordinateurs avec accès à Internet, le fonds documentaire, le téléphone.... De plus, les participants auront à leur disposition les différents services du Centre Communal d'Action Sociale (aide sociale, logement....).
