To date, however, the East Local Mission is not labeled Grouping of Creators, as it is necessary to justify a year of activity in order to be eligible for the label. The role of the East Local Mission is to act as an accompanying operator. As such, we are also involved in the pedagogical model of the TPE Creative University Diploma. The support operator that is the Local Mission East intervenes in each of the 4 phases of the operation: awareness raising, emergence, training (partly, alongside the University of Réunion and the Management Shop), and also on the post-training phase.     **_Présentation du groupement de créateur:_** Le groupement de créateur s'adresse à des jeunes qui ont un projet de création d'activité quel qu'en soit la nature, dès lors qu'il correspond à une visée professionnelle : lancer une association, créer son propre emploi, une entreprise, organiser un événement, etc. La finalité du dispositif est l’accompagnement des personnes déscolarisées, éloignées de l’emploi, qui n'ont pas ou peu de qualification ou qui sont issus des quartiers prioritaires. L’accompagnement du Groupement de créateurs, a pour objectif d’accompagner les jeunes pour qui la création d’activités semble être un objectif impossible à atteindre. L’accompagnement du groupement de créateurs, est centré sur l’individu, sur son potentiel et sur sa capacité à entreprendre et à réussir, cela quel que soit son niveau de qualification. . La Mission Locale Est est adhérente de l'Agence Nationale du Groupement de Créateurs. A ce jour, la Mission Locale Est n'est cependant pas labellisée Groupement de Créateurs, car il faut justifier d'un an d'activité afin de pouvoir prétendre au label. Toutefois, nous suivons rigoureusement le cahier des charges du groupement de créateurs, et la conseillère référente du Groupement de créateurs a été formée par l'ANGC. Elle bénéficie par ailleurs régulièrement de temps d'échanges avec l'ANGC soit lors de visioconférence ou lors d'ateliers de mutualisation. L'originalité de la démarche repose sur le présupposé que tout individu a des idées et des potentialités, parfois cachées, qui peuvent se révéler dans la réalisation d'un projet personnel ou professionnel. A travers une création d'activité, les personnes acquièrent plus vite de nouvelles compétences et accèdent plus rapidement à l'emploi. **_Elle consiste à un accompagnement individualisé rendant le porteur auteur et acteur de son projet, et s’appuye sur une pédagogie adaptée à travers trois phases_** : Phase d'émergence Phase de formation, le DU Entrepreneur TPE Phase post formation En amont de ces 3 phases : une phase de sensibilisation Trois types d'acteurs mettent en synergie le groupement de créateur : acteur du champ social (la Mission Locale), acteurs de la sphère de l'économie et un acteur de la formation: \- Un Opérateur d'Accompagnement (OA), dont le métier est l'accompagnement à l'insertion sociale et professionnelle (la MLE) \- Un Opérateur pour le Diplôme Universitaire Entrepreneur Très Petites Entreprises . \- Un Opérateur Technique de Création d'Activité (OTCA), qui a une expertise technique dans l'accompagnement à la création d'activité. Le rôle de la Mission Locale Est est d’intervenir comme opérateur d’accompagnement. A ce titre, nous intervenons également, dans la maquette pédagogique du Diplôme Universitaire Créateur TPE. L’opérateur d’accompagnement qu’est la Mission Locale Est intervient sur chacune des 4 phases de l’opération : la sensibilisation, l’émergence, la formation (partiellement, aux côtés de l’Université de la Réunion et de la Boutique de Gestion), et également sur la phase post formation. Le Groupement de Créateurs en s'associant a un organisme de formation pouvant être l'Université offrira aux jeunes quelque soit leur niveau de diplôme (sans diplôme, niveau V, etc.) la possibilité d'acquérir une certification intitulée « Diplôme Universitaire Entrepreneur TPE ». Tous les intervenants parties prenantes des actions de sensibilisation et des phases d'émergence et de formation sont tenus de respecter les valeurs de la Charte des Groupements de Créateurs, en adoptant une posture professionnelle (décrite ci-dessous) favorisant : un accompagnement conçu comme une relation d'aide fondée sur l'empathie, l'écoute inconditionnelle, la congruence, l'ajustement et l'adaptation de l'accompagnement à la singularité de chacun, accueilli en tant que personne, la non directivité et l'écoute active. **Les actions de sensibilisation en amont - La phase de sensibilisation : 100 jeunes** Il s'agit pour la MLE grâce à l'opératrice de l'accompagnement de : \- Mettre en œuvre des actions de promotion et d'information auprès des acteurs du territoire qui peuvent agir comme relais auprès des publics visés, \- Organiser des moments et lieux de rencontre collectifs à destination des publics visés, \- Offrir à toute personne qui le souhaite, sans considération de son niveau de qualification et du stade d'avancement de son idée ou projet, la possibilité d'un entretien individuel avec un professionnel, lui permettant : .d'exprimer son envie / intention de créer, son idée ou son projet, et d'en discuter en étant écoutée et considérée, .d'être informée, de manière personnalisée, sur l'accompagnement que peut lui proposer le Groupement de Créateurs.
