_This project is not aimed directly at participants._ Its main objective is to create a local network of different actors fighting early school leaving, to federate energy (PSAD) to find solutions. The PSAD referent carries out his mission within the platform. The project aims to better take account of stalling phenomena by creating a local territorial unit (PSAD), which meets in the framework of meetings/technical committees (COTECH), in order to develop individualised solutions tailored to the needs of young dropouts. They consist mainly of the Local Mission, the IOC, the MLDS. The main objective is to monitor the care of young people in the early stages (actual situation, pathways, proposals that can be made...), the distribution of young people to be taken care of, proposals for joint actions... Depending on the number of partners concerned, the profile of the dropouts or the joint project, these technical (or operational) committees can be organised thematically or on the different municipalities. In addition, in the framework of institutional meetings (basin and regional steering committees), the PSAD focal point is asked to prepare elements for the assessment of the action among the members of the coordination platform. These bodies meet once a year. They are not intended to refer to the individual situations of each young person in a stall situation, but to address the following points: \- qualitative and quantitative reviews (number of dropouts, support, solutions offered to young people, actions carried out by each partner, etc.); \- documentary watch on the evolution of texts and devices; \- analysis of local needs and perspectives; \- mutual knowledge of the different actors, field of competence of each (MLDS, FOQUALE, CIO...). The frequency of these steering committees is once a year for the regional COPIL and the local COPIL (borough). **Role AND MEETINGS OF THE PSAD** The referent’s activity is mainly devoted to coordinating the identification, monitoring and care of the young person identified in a stall situation. The identification of young dropouts is carried out on the basis of lists provided by the S.I.E.I (via the RIO SUIVI application) twice a year, as well as by reporting actors throughout the year (schools, M.L., D.A.A.F., P.J.J., Defense, C.F.A.A., M.F.R, community actors, etc.). Following the identification, the referent coordinates the taking of contact, the verification of the situation and the support of young people throughout their care, by all the actors, including those of the Regional Public Service for Guidance and Rehabilitation, including in the event of a break in the young person’s career. The implementation of these tasks shall include: 1. The development of an expanded network of relevant local actors and a partnership animation of the platform in order to mobilise at the right level each of the actors who need it. This is based on regular exchanges, in particular through the organisation and/or participation in partnership meetings of a different nature, the role of which is specified below. 2. Management and Intelligence of the RIO Application Follow-up: assignments and transfers for the processing of S.I.E.I lists, the status of contact and follow-up for each reported young person until an insertion solution has been found. 3. The impetus and co-development of actions useful to improve the results of the Platform: shared tools (directory of actors, youth monitoring dashboard, mapping of actors/devices/solutions, procedures, etc.), specific actions for young dropouts (workshop, event, etc.). 4. Regular reports and reviews for the follow-up of the activities and results of the platform **ROLE AND MISSIONS OF THE MEETINGS OF THE SPAD** Partnership meetings consist of bi- or multilateral meetings, technical sector meetings, basin and regional steering committees, inter-PSAD meetings: * Bi- or multilateral meetings, organised according to demand and needs, allow for the development and maintenance of collaborative work. _Ce projet ne s’adresse pas directement à des participants._ Il a pour principal objectif de créer un réseau local de différents intervenants luttant contre le décrochage scolaire, de fédérer des énergies (Plateforme de suivi et d’appui aux décrocheurs (PSAD) afin de trouver des solutions. Le référent de la PSAD exerce sa mission au sein de la plateforme. Le projet vise à une meilleure prise en compte des phénomènes de décrochage par la création d’une cellule locale à l’échelle territoriale (PSAD), qui se réunit dans le cadre de réunions/comités techniques (cotech), afin de faire émerger des solutions individualisées adaptées aux besoins des jeunes décrocheurs. Elles regroupent principalement la Mission Locale, le CIO, la MLDS. Le principal objectif est centré sur le suivi de la prise en charge du jeune en situation de décrochage (situation réelle, parcours, propositions pouvant être faites…), la répartition des jeunes à prendre en charge, les propositions d’actions communes… Selon le nombre de partenaires concernés, le profil des décrocheurs ou le projet commun, ces comités techniques (ou opérationnelles) peuvent être organisées de manière thématique ou sur les différentes communes. Par ailleurs, dans le cadre réunions institutionnelles (comités de pilotage par bassin et régional), le référent de la PSAD est amené à préparer des éléments de bilan de l’action auprès des membres de la plateforme de coordination. Ces instances se réunissent une fois par an. Elles n’ont pas pour objectif d’évoquer les situations individuelles de chaque jeune en situation de décrochage, mais d’aborder les points suivants : \- bilans qualitatifs et quantitatifs (nombre de décrocheurs, prises en charge, solutions proposées aux jeunes, les actions menées par chaque partenaire...) ; \- veille documentaire sur l’évolution des textes et des dispositifs ; \- analyse des besoins et perspectives locales ; \- connaissance mutuelle des différents acteurs, champ de compétences de chacun (MLDS, FOQUALE, CIO…). La fréquence de ces comités de pilotage est d’une fois par an pour le COPIL régional et le COPIL local (arrondissement). **ROLE ET MISSIONS DU REFERENT PSAD** L'activité du référent est principalement consacrée à la coordination du repérage, du suivi et de la prise en charge du jeune repéré en situation de décrochage. Le repérage des jeunes décrocheurs s’effectue sur la base des listes pourvues par le S.I.E.I (via l’application RIO SUIVI) deux fois par an, ainsi que par le signalement d’acteurs tout au long de l’année (établissements scolaires, M.L, D.A.A.F, P.J.J., Défense, C.F.A, M.F.R, acteurs de proximité ...). Suite au repérage, le référent coordonne la prise de contact, la vérification de situation et l’accompagnement des jeunes tout au long de leur prise en charge, par l'ensemble des acteurs dont ceux du Service Public Régional de l'Orientation et de la remédiation compris en cas de rupture du parcours du jeune. La mise en œuvre de ces missions comprend : 1. Le développement d’un réseau élargi d’acteurs locaux pertinents et d’une animation partenariale de la plateforme en vue de mobiliser au bon niveau chacun des acteurs qui le nécessitent. Ceci repose sur des échanges réguliers, notamment à travers l’organisation et/ou la participation à des réunions partenariales de nature différente, dont le rôle est précisé ci-dessous. 2. La gestion et le renseignement de l’application RIO Suivi : affectations et transferts pour le traitement des listes S.I.E.I, état de la prise de contact et du suivi pour chaque jeune signalé jusqu’à ce qu’il ait trouvé une solution d’insertion. 3. L’impulsion et la co-élaboration d’actions utiles à l’amélioration des résultats de la plate-forme : outils partagés (annuaire des acteurs, tableau de bord de suivi des jeunes, cartographie des acteurs/dispositifs/solutions, procédures…), actions spécifiques en faveur de jeunes décrocheurs (atelier, événement…). 4. La réalisation de comptes rendus et bilans réguliers pour le suivi de l’activité et des résultats de la plate-forme **ROLE ET MISSIONS DES REUNIONS DE LA PSAD** Les réunions partenariales se composent de réunions bi- ou multilatérales, réunions techniques de secteur, comités de pilotage par bassin et régional, réunions inter-PSAD : * Les réunions bi- ou multilatérales, organisées selon la demande et les besoins, permettent de développer et entretenir un travail collaboratif. Elles favorisent la circulation d’informations entre les partenaires sur le fonctionnement de la plate-forme et le traitement des dossiers des jeunes, ou encore pour la mise à jour des données sur la situation et le suivi des jeunes décrocheurs sur les bases de données des acteurs (SIECLE pour l’Education Nationale, I-Milo pour les ML…).
