    Le PLIE a vocation à accompagner un public cible résidant sur le territoire de la Roche Sur Yon Agglomération, et répondant aux critères suivants, définis par le protocole du PLIE : \- être Demandeurs d'Emploi de Longue Durée (DELD, plus de 12 mois dans les 18 derniers mois ou en chômage récurrent) \- OU bénéficier de minimas sociaux (selon les politiques d'insertion en cours) \- Ou avoir moins de 26 ans hors accompagnement par la Mission Locale \- OU habiter un des quartiers prioritaires de la politique de la Ville de La Roche sur Yon \- OU être en précarité d'emploi : personnes rencontrant des difficultés sociales et/ou professionnelles spécifiques (ex: personnes seules avec enfants, personnes en difficultés avec la langue française, personnes sous main de justice, sous protection internationale...). Ce public est orienté vers le PLIE via divers organismes orienteurs (Pôle Emploi, Mission Locale, Centres médico-sociaux, SIAE…). Après réception des orientations, le public est convié à une réunion d'information collective. Si la personne le souhaite, démarre alors le parcours individualisé et renforcé avec un référent de parcours. L'entrée au PLIE est effective dès le 1er entretien avec le référent de parcours, est formalisé par la signature d’un contrat d’engagement et est actée par un passage en commission de veille de parcours. La mise en oeuvre du parcours du participant PLIE se construit à travers des étapes de parcours : * préparation à l'emploi : permettant de travailler sur les freins à l'emploi à travers une mise en situation de travail adaptée, résoudre des difficultés d'accès à l'emploi, définir des pistes d'orientation professionnelle ou valider un projet professionnel par des temps de mise en situation de travail, * accompagnement vers l'emploi : permettant la montée en compétences à travers des accès à la formation qualifiante de droits commun, l'acquisition d'expériences professionnelles par des mises en situations professionnelles (contrat intérimaires, associations intermédiaires…) * animation de la Relation Entreprise : permettant de faciliter la mise en relation entre le participant PLIE et l'entreprise via des visites d'entreprises, des temps d'échanges avec les entreprises, des enquêtes métiers, des ateliers techniques de recherche d'emploi, des simulations d'entretien d'embauche... _Les objectifs du projet:_ L’opération "Animation du PLIE" vise à coordonner et à mettre en oeuvre le dispositif PLIE dans le respect des orientations définies par le protocole d’accord 2018-2021. Cette opération a pour objectifs d'une part, de faciliter la cohérence et la continuité des étapes de parcours de retour à l’emploi pour les participants du PLIE et, d'autre part, de favoriser la fluidité de ces parcours par un travail d'interface auprès de l'ensemble des acteurs (référents, partenaires et prestataires) du PLIE. _Les principales missions_ : Une équipe d’animation assure le suivi et l’animation des programmations du PLIE.
