The PSAD Representative, an employee of the Local Mission, carries out his/her mission within the local platform as part of a job sheet. _** Description of the missions of the PSAD referent:**_ \- Ensure the processing of the RIO list. This Interministerial Information and Exchange System, allows the Local Mission to access the contact details of those who have left their initial training courses prematurely. \- Cross the RIO list with MLE information system data to verify known/unknown status of the MLE. This work will have to be done with each update of the RIO list, i.e. approximately 4 times a year. \- Trace a status of anomalies to be transmitted to the issuing authority of the list \- For young people unknown, contact young people by telephone and/or mail in the case where telephone contact is not possible. \- For unknown young people who cannot be reached by telephone and mail, put in place an action plan to establish contact and for tracing, including at least: * communication activities with partners, families and young people * various partnership actions with partners working with young people. \- Participate in the platform to combat early school leaving. On this occasion, the Referent will have to present the work carried out by the MLE towards young “discoverers”. It is also an opportunity to present the actions developed with the partners in the fight against “stall”. The referee will have to bring statistical data to these meetings and set out individual situations. \- Work closely with the Platform’s partners, at ancillary meetings, to: * Establish contact with young “out-outs”, including those reported as unknown in the RIO list. * Collect the lists of young “out-outs” provided by the partners by meeting with RIO and I Milo e * Conduct diagnostic interviews, then put young people in contact with the CIPs to ensure their support. * Find training places or job paths. * Develop specific actions. \- Collect from counsellors the difficulties encountered in following up dropouts (absence of appointments, refusal to integrate a device, etc.). \- Centralise all information on the support provided within the ELM. The referee sends this information to the platform meetings, as mentioned above, but also needs to carry out an analysis of the reasons for abandonment and the projects of young people in order to be able to make proposals at the partnership meetings and internally for the search for solutions. It must contribute to the achievement of positive outputs for the entire ELM. \- Ensure administrative and IT follow-up in collaboration with the Informatics Assistant, the Head of the Territorial Centre and the Administrative Manager. U \- Regular reporting to the Director The project aims to better take account of stalling phenomena through the creation of a Local Territorial Cell (PSAD), which meets in the framework of meetings/technical committees (COTECH), in order to develop individualised solutions tailored to the needs of young dropouts. They consist mainly of the Local Mission, the IOC, the MLDS. The main objective is to monitor the care of young people in a situation of dropout (actual situation, pathways, proposals that can be made...), the distribution of young people to be taken care of, proposals for joint actions... Moreover, given the characteristics of our territory, we can at certain times favour individual partnership meetings, on themes, in order to identify young people identified as RIO dropouts but who are unreachable, these technical (or operational) committees can be organised thematically, depending on the profiles of young people identified at a time t. Depending on the number of partners involved, the profile of the dropouts or the joint project, these technical (or operational) committees can be organised in a thematic way. The frequency of technical meetings, known as circle meetings, is on average 2 per year. In addition, in the framework of institutional meetings (e.g. basin and regional steering committees), the PSAD referent prepares an overview of the action it presents to the members of the coordination platform.     _Ce projet ne s’adresse pas directement à des participants._ Il a pour principal objectif de créer un réseau local de différents intervenants luttant contre le décrochage scolaire, de fédérer des énergies (Plateforme de suivi et d’appui aux décrocheurs (PSAD) afin de trouver des solutions. Le(la) référent(e) de la PSAD, salarié(e) de la Mission locale, exerce sa mission au sein de la plateforme locale dans le cadre d’une fiche de poste. _**Descriptif des missions du référent PSAD:**_ \- Assurer le traitement de la liste RIO. Ce Système d’Informations et d’Echanges Interministériel, permet à la Mission Locale d’accéder aux coordonnées des personnes qui ont quitté leurs cursus de formation initiale prématurément. \- Croiser la liste RIO avec les données du système d’information de la MLE afin de vérifier les statuts connus/ inconnus de la MLE. Ce travail devra se faire à chaque réactualisation de la liste RIO, soit environ 4 fois dans l’année. \- Tracer un état des anomalies à transmettre à l’autorité émettrice de la liste \- Pour les jeunes inconnus, contacter les jeunes par téléphone et/ou par courrier dans le cas ou le contact téléphonique est impossible. \- Pour les jeunes inconnus injoignables par téléphone et par courrier, mettre en place un plan d’action pour établir le contact et pour le repérage comprenant à minima: * des actions de communication auprès des partenaires, des familles et des jeunes * des actions partenariales diverses avec des partenaires travaillant en lien avec les jeunes. \- Participer à la plateforme de lutte contre le décrochage scolaire. A cette occasion, le Référent devra présenter le travail effectué par la MLE en direction des jeunes « décrocheurs ». C’est aussi l’occasion de présenter les actions élaborées avec les partenaires pour la lutte contre le « décrochage ». Le référent devra apporter à ces réunions des données statistiques et énoncer des situations individuelles. \- Travailler en étroite collaboration avec les partenaires de la plateforme, à l’occasion de rencontres annexes, pour : * Etablir le contact avec des jeunes « décrocheurs », notamment ceux signalés inconnus dans la liste RIO. * Recueillir les listes de jeunes « décrocheurs » fournies par les partenaires en croisant avec RIO et I Milo e * Réaliser des entretiens de diagnostic, puis mettre les jeunes en relation avec les CIP pour assurer leur accompagnement. * Trouver des places de formation ou des pistes d’emploi. * Elaborer des actions spécifiques. \- Recueillir auprès des conseillers les difficultés rencontrées sur le suivi des décrocheurs (absence aux rendez-vous, refus d’intégrer un dispositif, etc.). \- Centraliser l’ensemble des informations concernant les accompagnements réalisés au sein de la MLE. Le ou la référent(e) transmet ces informations lors des réunions de plateforme, comme citées ci-dessus, mais doit également effectuer un travail d’analyse sur les motifs d’abandon et les projets des jeunes afin de pouvoir être force de propositions lors des réunions partenariales et en interne pour la recherche de solutions. Il doit contribuer à la réalisation des sorties positives pour toute la MLE. \- Assurer le suivi administratif et informatique en collaboration avec l’Assistant Informatique, le Responsable du Pôle Territorial et le Responsable Administratif. U \- Assurer un reporting régulier à la Directrice Le projet vise à une meilleure prise en compte des phénomènes de décrochage par la création d’une cellule locale à l’échelle territoriale (PSAD), qui se réunit dans le cadre de réunions/comités techniques (cotech), afin de faire émerger des solutions individualisées adaptées aux besoins des jeunes décrocheurs. Elles regroupent principalement la Mission Locale, le CIO, la MLDS. Le principal objectif est centré sur le suivi de la prise en charge du jeune en situation de décrochage (situation réelle, parcours, propositions pouvant être faites…), la répartition des jeunes à prendre en charge, les propositions d’actions communes… Par ailleurs, compte tenu des caractéristiques de notre territoire, nous pourrons à certains moments privilégier les rencontres partenariales individuelles, sur des thématiques, afin d’une part de repérer des jeunes identifiés décrocheurs RIO mais qui sont injoignables, d’autre part de mettre en place des solutions de repérage innovantes, et d’autre part de faire émerger des solutions appropriées, en fonction des profils des jeunes repérés à un instant t. Selon le nombre de partenaires concernés, le profil des décrocheurs ou le projet commun, ces comités techniques (ou opérationnels) peuvent être organisés de manière thématique. La fréquence des réunions techniques, appelées réunion de cercle, est en moyenne de 2 par an.
