People are put in contact with common rights partners: Cluster Employment, Local Mission, Sector Social Workers, Common Rights Organisations (CAF, CPAM, CCAS...). The AVENIR Association’s socio-professional network is regularly activated and made aware of the difficulties. This network promotes occupational integration through traineeships, jobs and/or alternating contracts. Throughout the support, the association remains in constant contact with a SPIP correspondent. The latter ensures to the persons placed what falls within his or her usual institutional competence. A SPIP/AVENIR partnership is set up to monitor these missions. An assessment is carried out with the person at the end of the measure, and for the steps to be pursued autonomously. Enhanced support focused on positive integration solutions reduces the main risk factors for recidivism, prepares for removals from detention, and avoids isolation factors by providing a structuring and reassuring framework. In this respect, the future contributes to the development of the principle of individualisation of penalties, defined in the context of the criminal reform. AVENIR propose une « palette » globale de modalités innovantes d’accompagnement individuel et collectif de personnes placées sous main de justice, en lien avec la réforme pénale et la doctrine d’intervention du Fonds Interministériel de Prévention de la Délinquance : Ces actions s’inscrivent dans le cadre des crédits du Fonds Interministériel de Prévention de la Délinquance et de la Radicalisation (FIPDR), permettant la mise en œuvre des mesures du plan d'action contre la radicalisation et le terrorisme décidé par le Gouvernement en 2016, et des orientations prioritaires de la stratégie nationale de prévention de la délinquance 2013-2017. * Accompagnement éducatif, social et professionnel de personnes placées sous main de justice, en aménagement de peine en placement extérieur : _Prise en charge globale de la personne placée (collective et individuelle), et mise en place d’un parcours d'insertion progressif et évolutif, avec des objectifs intermédiaires à atteindre : remise en activités professionnelles (chantier école métiers de l’environnement et du bâtiment), orientation vers le droit commun pour l'accès aux droits administratifs et sociaux, aux soins, définition et validation d’un projet professionnel, accès à l’emploi ou à la formation, reprise des liens familiaux.._ * Accompagnement individuel, social et professionnel renforcé de personnes en Placement sous surveillance électronique : _Mise en place d'un accompagnement personnalisé renforcé de personnes sous bracelets électroniques pour accéder à l'insertion professionnelle. Accompagnement centré sur la définition d’objectifs et la mise en place d’un parcours individualisé progressif. La personne participe à l’élaboration de son projet et en devient ainsi actrice. Les objectifs principaux sont l’employabilité, le développement de l’autonomie, l’insertion socioprofessionnelle, et ainsi la prévention de la récidive et la lutte contre la délinquance._ * Accompagnement socioprofessionnel personnalisé de personnes détenues au Centre Pénitentiaire de Riom au sein du quartier de semi-liberté : _Accompagner des personnes détenues sous le régime de la semi-liberté, dans le cadre de la préparation à la sortie, ou évolutif vers un aménagement de peine (placement extérieur, placement sous surveillance électronique). Animer un parcours global de réinsertion. Prise en charge collective et individuelle, par le biais de modules définis en fonction des freins repérés en matière de droits sociaux et administratifs, d'insertion sociale, médicale, locative et professionnelle._ Le public est le public placé sous main de justice, détenu ou libre (= ayant une peine à exécuter selon l’article 723-15 du Code de Procédure Pénale), éligible à une demande d’aménagement de peine. L’action repose sur la définition d’un projet personnel (social et professionnel) réaliste et réalisable, l’identification et la levée des freins liés à l’insertion, l’orientation vers les dispositifs de droit commun (santé, social…). L’objectif est de bâtir avec chaque personne accueillie un projet individuel qui prend en compte les freins et problèmes existants (de santé, de famille, professionnels) afin de trouver une solution positive et réaliste en fin de peine : emploi, formation, soins, logement. L’accompagnement consiste en la mise en place d’un parcours progressif et évolutif avec des objectifs intermédiaires à atteindre : reprise des liens familiaux, définition et validation d’un projet professionnel, accès à l’emploi ou à la formation. Les personnes sont mises en relation avec les partenaires de droits commun : Pôle Emploi, Mission locale, travailleurs sociaux de secteur, organismes de droits communs (CAF, CPAM, CCAS…). Le réseau socioprofessionnel de l’Association AVENIR est activé régulièrement et sensibilisé aux publics en difficulté. Ce réseau favorise l’insertion professionnelle par le biais de stages, d’emplois et/ou de contrats en alternance. Tout au long de la prise en charge, l’association demeure en contact permanent avec un correspondant SPIP. Ce dernier assure auprès des personnes placées ce qui relève de ses compétences habituelles en établissement. Un partenariat SPIP / AVENIR est mis en place pour le suivi de ces missions. Un bilan est réalisé avec la personne à la fin de sa mesure, et pour les démarches à poursuivre de manière autonome. Un accompagnement renforcé axé sur des solutions positives d’insertion permet de réduire les principaux facteurs de risque de récidive, de préparer les sorties de détention, et d'éviter les facteurs d'isolement en proposant un cadre structurant et rassurant. AVENIR participe à ce titre au développement du principe d'individualisation des peines, définie dans le cadre de la réforme pénale.
