Led by the elected representatives of the municipalities that are members of the UNI-EST association, the PLIE allows to articulate and coordinate the implementation of public policies and optimises interventions in favour of the public in socio-professional inclusion in its territory. Within Unit East, PLIE’s missions are conducted at local and inter-communal level. At the inter-communal level, the coordination of the territories makes it possible to bring the interventions into line with the overall strategy of the PLIE. It allows the exchange of practices and the emergence of projects on a wider scale than the municipal perimeter. At the local level, each territory is coordinated by a combination between a PLIE Project Manager and a PLIE Path Facilitator and are divided into two main components: **The coordination of local and inter-communal employment/integration policies** * Development of a shared diagnosis followed by an intervention strategy defined with the local elected representative responsible for this theme * Research of complementarity and articulation with common law (e.g. Employment Pole) and specific measures (city policy, RSA...) * Anticipation of economic changes to promote matching offer/demand * Development of experimental actions and/or aid for the setting up of new actions * Definition of the relevant scale of intervention between local and inter-communal levels * Optimisation of the use of public funding to enable the development of a public supply of services also means the development of a public service offer and cohesive service. * quantitative monitoring of course (see next paragraph) * but also qualitative: regular points with operators, steering committee etc. The Project Manager Plie is therefore a privileged partner in the territory for the field of employment and integration.     Piloté par les élus des communes adhérentes à l'association UNI-EST, le PLIE permet d'articuler et de coordonner la mise en œuvre des politiques publiques et optimise les interventions en faveur du public en inclusion socioprofessionnelle sur son territoire. Au sein d'Uni Est, les missions du PLIE sont conduites au niveau local et intercommunal. Au niveau intercommunal, la coordination des territoires permet la mise en cohérence des interventions avec la stratégie globale du PLIE. Elle permet l'échange de pratiques et l'émergence de projets à une échelle plus large que le périmètre communal. Au niveau local, chaque territoire est coordonné par un binôme entre un Chef de Projet PLIE et un Animateur de Parcours PLIE et se déclinent en deux volets principaux : **La coordination des politiques emploi/insertion locales et intercommunales** * Élaboration d'un diagnostic partagé puis d'une stratégie d'intervention définie avec l'élu local délégué à cette thématique * Recherche de complémentarité et d'articulation avec le droit commun (Pole Emploi, par exemple) et les dispositifs spécifiques (politique de la ville, RSA …) * Anticipation des mutations économiques pour favoriser le rapprochement offre/demande * Développement d'actions expérimentales et / ou aide au montage d'actions nouvelles * Définition de l'échelle pertinente d'intervention entre échelon local et intercommunal * Optimisation de l'utilisation des financements publics pour permettre le développement d'une offre de service cohérente et en adéquation avec les besoins des publics * Coordination de l'intervention sur les clauses d'insertion et développement du lien entreprise L'animation signifie également le suivi des actions financées dans le cadre du PLIE : * suivi quantitatif bien évidemment (cf. § suivant) * mais également qualitatif : points réguliers avec les opérateurs, comité de pilotage etc. Le Chef de Projet Plie est donc un interlocuteur privilégié sur le territoire pour le champ de l'emploi et de l'insertion. De par sa mission globale de coordination locale, le chef de projet permet de mettre en oeuvre l'animation du **Plan** pour l'insertion et l'Emploi qui dépasse le dispositif opérationnel décliné dans l'appel à projet FSE de la Métropole **L'animation des parcours Plie** * Vérification de l'éligibilité des publics au dispositif PLIE cofinancé par du fonds social européen (FSE), * Validation et gestion des enveloppes locales d'aides individuelles (mobilité, formation) * Suivi, veille et analyse des parcours (analyse des parcours longs et/ou peu dynamiques et recherche de solutions), à partir de l'outil de suivi sur le logiciel ABC * Saisie des étapes de parcours et réalisation d'états de situation à 6 et 12 mois, dont le suivi des files actives, qui permettent un suivi rapproché de l'action et donc d'effectuer les ajustements éventuellement nécessaires * Relais d'information /communication (informations collectives, offres d'emploi, formations,…) auprès des partenaires du territoire. Cet appui de proximité favorise une meilleure appropriation des outils PLIE et plus largement des actions mobilisables ainsi qu'une meilleure diffusion des offres d'emploi, de formation * Gestion administrative des documents liés aux parcours PLIE * Appui aux opérateurs dans l'utilisation de Ma Démarche FSE pour la saisie des participants aux actions cofinancées par du FSE * Appui aux opérateurs dans la mise en place sur cette année 2017 du logiciel ABC, notamment pour la saisie des parcours Ce suivi rapproché des accompagnements permet de mettre en place un observatoire précis des publics participants aux opérations conventionnées. Il rend possible, entre autres, une fine connaissance des freins rencontrés et des manques en terme de réponse locale comme intercommunale. Bien évidemment ce suivi permet également de s'assurer du respect des cahiers des charge et donc de la bonne utilisation des fonds publics. L'animation du PLIE se décline à travers différentes instances : * Le comité de pilotage intercommunal du PLIE co-présidé par l'Etat, composé des membres du Conseil d'Administration d'Uni-Est et des partenaires institutionnels. * Le Comité Local composé des services de la ville concernée, de l'Etat, de la Métropole, de Pole Emploi, du CCAS, et de tout autre partenaire financeur. Cette instance a pour objectif la définition de la stratégie locale et donne un avis d'opportunité sur les actions proposées par les porteurs de projets. * Le Comité des opérateurs : partage de diagnostics sur les problématiques rencontrées, émergence d'actions nouvelles et innovantes.
