The 1st interview makes it possible to make a diagnosis of the person’s problems in order to adapt the accompaniment to the needs. At the same RV, a 1st Reciprocal Engagement Contract (CER) is established. It makes it possible to set objectives in agreement with the person and in view of the diagnosis. This REB is a first step in the person’s journey. It describes the realistic and attainable steps for the person. These may facilitate the lifting of social barriers but may also be oriented towards a professional approach. The commitment is co-lateral. The single referent is involved in realistic and adapted proposals. The objective of each REB has as its vision in the longer term the autonomy of the individual. In view of this new organisation for 2017, the first RV will be completed within 1 month of the person’s orientation by the CD Chair. This meets the requirements of the framing note and the PDI repository. Intermediate RVs serving as stage points are offered at each end of the RV and allow to adjust, propose and evaluate the progress of the steps. The referent ensures that the steps and actions provided for in the contract are carried out, which he knows how to adapt if necessary and makes every effort to enable the person to be quickly independent from the RSA system.The interviews take place in a closed office, dedicated to each adviser who welcomes the person. Accueil et accompagnement d'un public bénéficiaire du RSA orienté par le Conseil Départemental au travers du P I (Pole Insertion ) Pour 2017, afin de raccourcir le délai de démarrage de l'accompagnement, nous allons mettre en place un accueil collectif de 1er accueil (nouveaux entrants) avec une date pré définie pour chaque mois. Un courrier d'invitation à cette réunion d'information collective sera envoyé par la SAPP au bénéficiaire du RSA concerné. Si l'usager ne peut venir à cette réunion, nous maintenons à la marge les RV individuels avec le conseiller qui lui sera attitré. Cet accueil collectif a pour objectif également de transmettre un même niveau d'information (informations sur les droits et devoirs) à partir de diapositives présentées par powerpoint. , de créer une dynamique collective. Au terme de l' accueil collectif, un 1er RV individuel sera proposé aux personnes avec le conseiller affecté qui deviendra le référent unique et suivra la personne tout au long de son parcours. Le 1er entretien permet d'établir un diagnostic des problématiques de la personne afin d'adapter l'accompagnement en fonction des besoins. A ce même RV, un 1er contrat d'engagement réciproque (CER) est établi . Il permet d'arrêter les objectifs en accord avec la personne et au vu du diagnostic. Ce CER constitue une 1é étape dans le parcours de la personne. Il décrit les démarches réalistes et atteignables pour la personne. Celles-ci peuvent faciliter la levée des freins sociaux mais également elles peuvent être orientées vers une démarches à caractère professionnel. L'engagement est co latéral. Le référent unique s'implique dans des propositions réalistes et adaptées. L'objectif de chaque CER a pour vision à plus ou moins long terme l'autonomie de la personne. Compte tenu de cette nouvelle organisation pour 2017, le 1er RV sera réalisé dans le 1er mois après l’orientation de la personne par le Président du CD. Ceci répond aux exigences de la note de cadrage et du référentiel PDI. Des RV intermédiaires servant de points d'étape sont proposés à chaque fin de RV et permettent d'ajuster, de proposer et d'évaluer l'avancement des démarches, Le référent veillant à la réalisation des étapes et actions prévues au contrat qu’il sait ré adapter si besoin et met tout en oeuvre pour permettre à la personne une rapide autonomie au regard du dispositif RSA.Les entretiens se déroulent dans un bureau fermé, dédié à chaque conseiller qui accueille la personne. Le conseiller s’appuie sur l’offre d’insertion du territoire (outils mesures, actions)… afin de les mobiliser de façon spécifique et adaptée au moment opportun pour l’usager. Il s’appuie également sur un réseau de partenaires dont il connait leurs rôles et missions: Etant le garant et coordonnateur du parcours de la personne, il assure le lien entre les différents interlocuteurs sollicités afin d’en simplifier les étapes. Si besoin, il soumet à l’équipe pluridisciplinaire une réorientation vers un accompagnement plus adapté ou l’alerte en cas de non respect des obligations. Pour cela, il adapte son accompagnement au regard de **l’analyse sociologique et économique du territoire**. _En effet, la Vallée de la Drôme s’étend sur plus de 120 kms, se compose de 3 cantons. Le haut et le bas de la Vallée présentent des spécificités géographique, économique et sociale différentes._ _La SAPP sur le bas de la Vallée (Livron) accueille en grande majorité un public de niveau V et VI. Le marché économique de la grande périphérie livronnaise propose essentiellement des emplois en production industriels et/ou agro-alimentaires pour la plupart engendrant des horaires en rotation. Les transports en commun restent peu mobilisables pour ce type de poste._ _Le marché de l’habitat privé révèle un problème de logements indécents pour lequel il y a nécessité d’adapter notre accompagnement et soutenir les usagers dans leurs démarches._ _Le haut de la Vallée (de Crest jusque Die …) est la zone la plus rurale. Même si quelques entreprises sont présentes, ce secteur est sinistré, le potentiel d’emploi s’articule autour du secteur agricole et touristique, ceux-ci restant malgré tout saisonniers à caractère précaire. _ _Nous constatons qu’il s’agit d’un public dont la plupart a fait le choix d’un mode de vie (éloigné du rythme des agglomérations). Les zones géographiques les plus reculées n’offrant peu ou pas de transport._ _Nous adaptons l’accompagnement en prenant en compte ces particularités, accompagnement vers de la pluriactivité, vers une activité indépendante viable … _ _Sur l’ensemble du territoire, la situation de monoparentalité reste un élément important à prendre en compte qui sous-tend une complexité pour la garde d’enfants. Le public âgé de 55 ans et + en recherche d'emploi est également un élément à prendre en compte au regard de la difficulté à accéder à l'emploi et pourtant loin de tout dispositif de retraite.
