Its tasks are precisely defined as follows (qualitatively and quantitatively): HOME, INSTRUCTION & VALIDATION o Hosting those guided by prescribers; O Develop a socio-professional diagnosis with the individual; O Assess the motivation of the participant; its ability to embark on an integration pathway and to integrate a job in the medium term within the framework of the conventional labour market; O Submit the application to validation committees which are only authorised to validate the entry into the PLIE. O In accordance with the Memorandum of Understanding (page 12), the aim is to ensure individualised and reinforced support for the participant in order to implement the steps defined, by: \- at least 2 physical interviews per month when the participant is between 2 stages of the journey; \- at least 1 contact per month when the participant is in the course stages (contact can be made with the participant or with the guardian of the host structure); O Participate in validation commissions and path committees to report on participants’ journey stages during dedicated times organised by the PLIE.     L’action consiste à l’accompagnement rapproché des bénéficiaires. MISSIONS DU REFERENT Le ou la référent(e) PLIE est chargé(e) de la mise en oeuvre globale de l’accompagnement renforcé et personnalisé de ses participants. Ses missions sont précisément définies comme suit (qualitativement et quantitativement). ACCUEIL, INSTRUCTION & VALIDATION o Accueillir les personnes orientées par les prescripteurs ; o Elaborer un diagnostic socioprofessionnel avec la personne ; o Evaluer la motivation du participant ; sa capacité à s'engager dans un parcours d'insertion et à intégrer à moyen terme un poste de travail dans le cadre du marché classique de l’emploi ; o Proposer la candidature lors des commissions de validation qui seules sont habilitées à valider l’entrée dans le PLIE.  MISE EN OEUVRE D’UN ACCOMPAGNEMENT RENFORCE o Conformément au protocole d’accord (page 12) il s’agit d’assurer un accompagnement individualisé et renforcé du participant afin de mettre en oeuvre les étapes définies, à raison de : \- au minimum 2 entretiens physiques par mois lorsque le participant est entre 2 étapes de parcours ; \- au minimum 1 contact par mois lorsque le participant est en étapes de parcours (contact pouvant être pris avec le participant ou avec le tuteur de la structure qui l’accueille) ; o Participer aux commissions de validation et aux comités des parcours pour rendre compte des étapes de parcours des participants lors des temps dédiés organisés par le PLIE.  CONSTRUCTION D’UN PARCOURS INDIVIDUALISE VERS L’EMPLOI, DANS UNE APPROCHE GLOBALE DE LA PERSONNE Définir les différentes étapes de parcours jusqu’à l’emploi durable avec le participant ; o En terme d’étapes de parcours, mobiliser et orienter les participants vers les actions et les prestations existantes du droit commun, et/ou de la programmation du PLIE (chantiers d’insertion, régies de quartiers, Club d’entreprises …) et des acteurs du territoire ; o Afin de traiter les éventuels freins et difficultés sociales du participant, s’appuyer sur l’ensemble des acteurs locaux compétents.  SUIVI DANS L’EMPLOI o Assurer le suivi du participant pendant les 6 mois suivant l’embauche ou l’entrée en formation qualifiante.  REFLEXION ET SUIVI AUTOUR DE LA PROGRAMMATION o Apporter sa contribution à : \- l'animation du réseau organisée par le PLIE et le suivi des actions avec les partenaires : participation aux réunions de coordination, commissions de coordination projet, comités de suivi des actions programmées, bilans. la représentation du PLIE ; le référent étant notamment « l’intermédiaire » entre le PLIE, sa structure porteuse et les différents acteurs du territoire. la réflexion sur l’appel à projet du PLIE (notamment autour des besoins du public).  SUIVI ADMINISTRATIF o Constituer et alimenter un dossier administratif par participant, contenant notamment : \- la fiche de prescription vers le PLIE (preuve de l’éligibilité de la personne), \- le contrat d’engagement, \- les feuilles d’émargement de l’ensemble des entretiens physiques ; \- l’attestation de formation et/ou le(s) contrat(s) de travail. les éléments prouvant la sortie positive du participant ; o Tenir à jour la base de données ABC VIeSION (ma démarche FSE) sur la partie état civil et administratif, sur toutes les étapes de parcours réalisées, sur tous les contacts effectués : entretien physique et téléphonique, courrier de relance, bilan à l’extérieur, travail sur dossier, comité de suivi, (le dossier informatique doit rendre compte de la réalité de l’accompagnement effectué et mettre en lumière la plus-value apportée par le PLIE) ; o La gestion administrative des actions programmées (bilan, tableau de bord…) ; o Indiquer à tous les participants la participation du FSE : toute publication ou communication relative à l’action devra faire mention du Fonds Social Européen  OBJECTIFS QUANTITATIFS o S’associer aux objectifs quantitatifs de sorties du PLIE en terme d’accès à l’emploi durable ou à la formation qualifiante longue conformément aux orientations du PLIE, qui prévoit de porter à 42% des sorties le taux d’accès à l’emploi durable et à 8% des sorties le taux d’accès à une formation qualifiante à l’issue d’un parcours dans le PLIE ; o Favoriser l’accès à l’emploi durable et stable ou à une formation qualifiante longue permettant l’insertion durable par une prospection d’offre d’emploi et/ou de formation ; o Assurer l’accompagnement de 60 personnes en file active en moyenne sur l’année civile, la file active minimum étant fixée à 50 personnes (French)
