The individualised support of the “PLIE members” is carried out for the period 2015-2017 by the integration and employment advisers of the so-called Reference structures: the Boutique Club Emploi and the Insertion Space. New partnerships with associations in the territory of Gennevilliers are being finalised in order to understand the target audiences of the 2014-2020 programming: women victims of violence and without fixed homes in particular.This new reference will be described in the Public Support dossier. Members are contractually engaged in the scheme, and without limitation of duration. However, a review of the situations is envisaged after 24 months of presence in the scheme, without necessarily leading to an exit finding (strategic choice of the Steering Committee of the Gennevilliers PLIE). According to the PLIE Memorandum of Understanding, the public covered by the Local Plan for Inclusion and Employment, i.e.: priority is given to people who are permanently excluded from the labour market and, more broadly, to all target audiences under Axis 3 of the ESF National Operational Programme for Employment and Inclusion 2014-2020 (ESF PON) entitled ‘Fighting poverty and promoting inclusion’. The target audience must, as a matter of principle, encounter difficulties in accessing employment and be part of an approach to employment integration. It must meet the following criteria: * Jobseekers registered or not in the Employment Department, * beneficiaries of social minima (RSA, ASS...) * Job seekers under 26 years of age eligible for the local mission and who have been out of the school system for more than one year up to a maximum of 25 % * Primo applicants, * gennevillois who have obtained a residence permit but without prior registration in the Employment Pole, * Disabled workers, * Seniors over 45, * and in general any person permanently excluded from the labour market (e.g. women in return to employment after raising their children), inactive and unemployed registered or not registered at Pôle Emploi * Residents of neighbourhoods resulting from the City Policy * Low levels of qualification will be high priority but qualified or graduate public, whose obstacles to returning to work are multiple will not be excluded. * PLIE participants must be domiciled or accommodated in the city of Gennevilliers. By way of exception, the entry of a person who does not have all of the above criteria may be examined by the ad hoc body, if the relevance of supporting by the PLIE is demonstrated by the prescriber. The support of the PLIE is only understood if there is a real path logic for the person. Mis en place à l'initiative de la Ville de Gennevilliers, le PLIE de Gennevilliers est porté par l'association Gennevilliers Insertion. Les objectifs et l'organisation du PLIE font l'objet d'un Protocole d'accord renouvelé depuis 2007 et signé par la Ville de Gennevilliers, l'Etat, le Conseil Général des Hauts-de-Seine et le Conseil Régional d'Ile-de-France. Le Protocole 2015-2017, validé en comité de pilotage du PLIE, est en cours de signature,faisant suite au Protocole 2007-2011. Le PLIE vise à l'insertion professionnelle durable des publics repérés comme les plus fragiles sur le territoire. L'accompagnement individualisé des « adhérents PLIE » est réalisé pour la période 2015-2017, par les conseillers insertion et emploi des structures dites Référentes : la Boutique Club Emploi et l'Espace Insertion. De nouveaux partenariats avec des associations du territoire de Gennevilliers, sont en cours de finalisation, pour permettre d'appréhender les publics cibles de la programmation 2014-2020: femmes victimes de violence et sans domicile fixe notamment.Cette nouvelle référence sera décrite dans le dossier Accompagnement des publics. Les adhérents sont engagés contractuellement dans le dispositif, et sans limitation de durée. Un réexamen des situations est cependant envisagé au bout de 24 mois de présence dans le dispositif, sans que cela aboutisse nécessairement à un constat de sortie ( choix stratégique du Comité de pilotage du PLIE de Gennevilliers). Selon le Protocole d'Accord du PLIE, les publics visés par le Plan local pour l'insertion et l’emploi, soit: en priorité aux personnes durablement exclues du marché du travail et plus globalement à l’ensemble des publics visés au titre de l’axe 3 du programme opérationnel national FSE pour l'emploi et l'inclusion en métropole pour la période 2014 - 2020 (PON FSE) intitulé « lutter contre la pauvreté et promouvoir l’inclusion ». Le public cible doit, par principe, rencontrer des difficultés d’accès à l’emploi et s’inscrire dans une démarche d’insertion professionnelle. Il doit répondre aux critères suivants : * Demandeurs d’emploi inscrits ou non au Pôle Emploi, * Bénéficiaires de minimas sociaux (RSA, ASS…) * Demandeurs d’emploi de moins de 26 ans éligibles à la Mission locale et sortis du système scolaire depuis plus d’un an dans la limite de 25% * Primo demandeurs, * Gennevillois ayant obtenu un titre de séjour mais sans antériorité d’inscription à Pôle Emploi, * Travailleurs handicapés, * Seniors de plus de 45 ans, * Et de manière générale toute personne exclue durablement du marché de l’emploi (ex : femmes en retour à l’emploi après avoir élevé leurs enfants), inactifs et chômeurs inscrits ou non à Pôle Emploi * Résidants des quartiers issus de la Politique de la Ville * Les bas niveaux de qualification seront largement prioritaires mais les publics qualifiés ou diplômés, dont les freins de retour à l’emploi sont multiples ne seront pas exclus. * Les participants du PLIE devront être domiciliés ou hébergés sur la ville de Gennevilliers.. Par exception, l’entrée d’une personne n’ayant pas tous les critères cités ci- dessus, pourra être examinée par l’instance ad hoc, si la pertinence d’accompagnement par le PLIE est démontrée par le prescripteur. L’accompagnement du PLIE ne s’entend que s’il existe une vraie logique de parcours pour la personne. Les bénéficiaires du PLIE seront en priorité des demandeurs d'emploi de longue durée résidant dans la commune dont le niveau de formation sera égal ou inférieur au niveau V. Le plan sera attentif aux personnes de niveau IV de formation générale ne disposant pas d’une maîtrise professionnelle suffisante pour occuper un emploi ainsi qu’aux personnes en situation de handicap, aux migrants et aux séniors. Ils appartiendront prioritairement aux catégories suivantes : • Demandeurs d'emploi de longue durée au chômage depuis un an et plus, • Allocataires et bénéficiaires de minima sociaux • Migrants, Personnes handicapées. Les différentes actions menées dans ce cadre sont les suivantes : 1 - Élaboration et suivi de la programmation annuelle et pluriannuelle du PLIE 2 - Coordination des financements européens FSE en lien avec l'Association pour la Gestion Mutualisée des Fonds Européens des Hauts-de-Seine (GMFE 92), et appui aux opérateurs de la programmation du PLIE. 3 - Coordination opérationnelle des parcours des adhérents du PLIE, suivi des opérateurs, de l'exécution de la programmation, animation des Bureaux opérationnels validant les entrées et sorties du Plan. 4 - Gestion de l'association Gennevilliers Insertion structure porteuse du PLIE 5- Représentation auprès des réseaux départementaux, régionaux et nationaux (French)
