The aim of the ASMH’s Atelier et Chantier d’insertion scheme, which is available in three different geographical sites, is to accompany, train and salarier more than 80 people a year, jobseekers, approved by Pôle Emploi in view of the cumulation of difficulties encountered, hampering access to the labour market and/or professional qualification. This operation will be part of a departmental dimension, in the cities of Dole, Champagnole and St Claude, thus taking into account the specificities and needs of the territories. The integration pathway is based on an individualised assessment co-built at local level with the various social partners in the territory. People can be guided by the social services of the Departmental Council of Jura, the CCAS, the social workers in the sector, Pole Emploi, the Mission Locale/June Space, CAP EMPLOI,...The enhanced support that will be offered will be based on a triptych: the socio-professional accompaniment, the team leader/technical supervisor and the partners, who put the participant’s project at the heart of their respective interventions. Each has a responsibility, and is the guarantor of the project in different but complementary areas of expertise, thus with the support of the beneficiary. The dynamics thus engaged will enable the beneficiary to be part of various successive and/or simultaneous actions aimed at enabling the beneficiary to achieve the socio-professional objectives jointly set at the time of his entry into the scheme, thereby promoting his professional integration. This support will focus on identifying barriers to employment, providing solutions to the problems identified, in particular by guiding and liaising with the bodies and partners responsible in various fields such as health, finance and budget control, housing, autonomy, administrative situation, employment and training/skilling. It is illusory to think that social and/or professional inclusion can be worked without taking into account the individual’s situation in a global way. Both physical and mental health, know-being, know-how, skills development are all levers that tend to make possible an integration pathway. The added value of the proposed scheme is to enable beneficiaries to acquire multiple skills enabling them to integrate the market sector or training in the best conditions, and for those furthest away from the labour market to stabilise and consolidate a social situation. Participants eligible for the proposed action in view of their difficulties in accessing employment and/or qualification will benefit from enhanced support for their future professional integration. As the first step in an integration pathway, participants will benefit from a part-time contract (26 hours per week) lasting from 6 months to 12 months in a fixed term contract of Insertion. Depending on the location, the economic activity supporting integration carried out under ordinary working conditions may vary: DOLE: green space, cleanliness/cleaning, storeroom SAINT CLAUDE: fripery, brac brick, cleaning of premises/cleanness, storage, collection of cartons CHAMPAGNOLE: cleanliness/cleaning, storage, ironing, grocery store The workstations offered to employees on the journey will be: * maintenance agent * driver * recovery and sorting agent * salesman/textile and food * ironing technician * maintenance agent for green areas These different activities are adapted to the public on the way; they are accessible without qualifications, for a female/man audience, young with no experience and senior. Le dispositif Atelier et Chantier d'insertion de l'ASMH, décliné sur 3 sites géographiques distincts a pour objectif d'accompagner, former et salarier plus de 80 personnes par an, demandeurs d'emploi, agrées par Pôle Emploi au vu du cumul de difficultés rencontrées, freins dans l'accès au marché du travail et/ou à la qualification professionnelle. Cette opération s'inscrira dans un dimension départementale, sur les villes de Dole, Champagnole et St Claude, permettant ainsi de prendre en considération les spécificités et besoins des territoires. Le Parcours d’insertion s’appuie sur une évaluation individualisée co- construite au niveau local avec les différents partenaires sociaux du territoire. Les personnes pourront être orientées par les services sociaux du Conseil Départemental du Jura, le CCAS, les assistantes sociales du secteur, Pole Emploi, la Mission Locale/Espace Jeune, CAP EMPLOI, ....L’accompagnement renforcé qui sera proposé reposera sur un triptyque : l’accompagnateur socioprofessionnel, le chef d'équipe/encadrant technique et les partenaires, qui place le projet du participant au cœur de leurs interventions respectives. Chacun a une responsabilité, et est garant du projet dans des domaines de compétences différents mais complémentaires et ce donc avec l’adhésion du bénéficiaire. La dynamique ainsi engagée permettra au bénéficiaire de s’inscrire dans différentes actions successives et/ou simultanées visant à lui permettre d’atteindre les objectifs socioprofessionnels conjointement fixés au moment de son entrée dans le dispositif, ceci favorisant son insertion professionnelle. Cet accompagnement s'attachera à identifier les freins à l’emploi, d’apporter des solutions aux problématiques repérées, notamment en orientant et en lien avec les organismes et partenaires compétents dans différents domaines tels que santé, financier et maîtrise du budget, logement, autonomie, situation administrative, emploi et formation/qualification. Il est illusoire de penser que l’inclusion sociale et/ou professionnelle peut être travaillée sans prendre en considération la situation de la personne de façon globale. La santé tant physique que psychique, les savoir- être, les savoir- faire, le développement de compétences sont autant de leviers qui tendent à rendre possible un parcours d’insertion. La plus- value du dispositif proposé est de permettre aux bénéficiaires d'acquérir des compétences multiples leur permettant d'intégrer dans les meilleures conditions le secteur marchand ou une formation, et pour les plus éloignés du marché du travail de stabiliser et consolider une situation sociale. Les participants éligibles à l'action proposée au vu de leurs difficultés à accéder à l'emploi et/ou à la qualification, bénéficieront d'un accompagnement renforcé favorisant leur future insertion professionnelle. 1ère marche /étape d'un parcours d'insertion, les participants bénéficieront d'un contrat de travail à temps partiel (26 heures hebdomadaires) d'une durée de 6 mois à 12 mois en Contrat à Durée Déterminée d’Insertion. Selon le site d'implantation, l'activité économique support d'insertion réalisée dans les conditions ordinaires de travail pourra varier : DOLE : espace vert, propreté/nettoyage, débarras SAINT CLAUDE : friperie, bric à brac, nettoyage de locaux /propreté, débarras, collecte de cartons CHAMPAGNOLE : propreté /nettoyage, débarras, repassage, épicerie solidaire Les postes de travail proposés aux salariés en parcours seront: * agent d’entretien * chauffeur * agent de valorisation et de tri * vendeur/ textile et alimentation * technicienne de repassage * agent d’entretien d’espaces verts Ces différentes activités sont adaptées au public en parcours; en effet, elles sont accessibles sans qualification, pour un public femme/homme, jeune sans expérience et senior. La diversité des supports de travail et l’encadrement proposé, permettront aux bénéficiaires de se confronter à des situations professionnelles, et ainsi d’acquérir et de développer des compétences et des aptitudes nécessaires à une intégration en entreprise : rigueur, ponctualité, adaptation, polyvalence, connaissances et respect de la réglementation… _._ L'ensemble des activités proposées favorisera le travail en équipe, la valorisation et le développement de savoir-être, compétences professionnelles de base, l'évaluation et l'acquisition de savoirs de base, le développement de compétences, d'aptitudes professionnelles, de savoir -faire. **L'opération proposée se traduira par un accompagnement renforcé socle, s'appuyant sur une méthodologie et une approche pédagogique commune et harmonisée quelque soit le site d'implantation géographique.
