The professionalisation of career referents has been constantly sought through the introduction of tools such as practice analysis or supervision groups. The PLIE is intended to support a target audience residing in the territory of Roche Sur Yon Agglomeration, through defined criteria: * long-term jobseekers (DELD over 12 months in the last 18 months) or in recurrent unemployment; * beneficiaries of the social minimums in force: employment-oriented RSA beneficiaries, ASS,... (according to current integration policies); * young people with difficulties in vocational integration who are not covered by CIVIS support with the Local Mission; * persons in precarious employment: persons with specific social and/or occupational difficulties and at risk of long-term unemployment and/or RSA registration. This public is directed to the PLIE service through various guiding bodies (Pôle Emploi, Mission Locale, Medical and Social Centres, etc.). The public is invited to a collective information meeting followed by an individual interview with a career counsellor. The latter prepares with the PLIE participant a contract of engagement which stipulates the start of the support, the objectives and the stages of the journey. The entrance to the PLIE is recorded by a journey watch commission. Depuis sa création en 1995, le PLIE a su s'adapter à l'évolution des besoins du territoire en matière d'insertion et de retour à l'emploi : \- par son expertise dans l'accompagnement reconnue comme globalement positive lors de l'évaluation du dispositif dans le précédent protocole (notamment, ces effets sur les parcours des participants); \- et, grâce à sa connaissance fine du territoire et de ses évolutions. Ce dernier a structuré son activité d'accompagnement avec la conception et de la mise en ½uvre d'un référentiel de parcours d'accès à l'emploi et d'un module d'accueil et d'évaluation préalable à l'entrée dans le PLIE. La professionnalisation des référents de parcours a constamment été recherché par la mise en place d'outils tels que les groupes d'analyse de pratiques ou de supervision. Le PLIE a vocation à accompagner un public-cible résidant sur le territoire de la Roche Sur Yon Agglomération, à travers des critères définis : * demandeurs d’emploi de longue durée (DELD de plus de 12 mois dans les 18 derniers mois) ou en chômage récurrent ; * bénéficiaires des minima sociaux en vigueur : bénéficiaires RSA orientés vers un parcours emploi, ASS, … (selon les politiques d’insertion actuelles) ; * jeunes en difficulté d’insertion professionnelle ne relevant pas d’un accompagnement dans le cadre du CIVIS avec la Mission Locale ; * personnes en précarité d’emploi : personnes rencontrant des difficultés sociales et/ou professionnelles spécifiques et présentant un risque de chômage de longue durée et/ou d’inscription RSA. Ce public est orienté auprès du service PLIE via divers organismes orienteurs (Pôle Emploi, Mission Locale, Centres médico-sociaux…). Le public est convié à une réunion d'information collective suivi d'un entretien individuel avec un conseiller-référent de parcours. Ce dernier élabore avec le participant PLIE un contrat d'engagement qui stipule le démarrage de l'accompagnement, les objectifs et les étapes du parcours. L'entrée au PLIE est actée par un passage en commission de veille de parcours. La mise en oeuvre du parcours du participant PLIE se construit à travers des étapes de parcours : * préparation à l'emploi (permettant de travailler sur les freins à l'emploi à travers une mise en situation de travail adaptée), ou bien des actions pour résoudre des difficultés d'accès à l'emploi, définir des pistes d'orientation professionnelle, ou bien valider un projet professionnel par des temps de mise en situation de travail, * accompagnement vers l'emploi (permettant la montée en compétences par la formation) à travers des accès à la formation qualifiante de droits commun, l'acquisition d'expériences professionnelles par des mises en situations professionnelles (contrat intérimaires, associations intermédiaires…) * animation de la Relation Entreprise (permettant de faciliter la mise en relation entre le participant PLIE et l'entreprise) via des visites d'entreprises, des temps d'échanges avec les entreprises sous forme de tables rondes..), des enquêtes métiers, des ateliers techniques de recherche d'emploi, des simulations d'entretien d'embauche... Dans le cadre de cette démarche, l'opération "Animation du dispositif PLIE" doit faciliter la mise en ½uvre de la cohérence et de la continuité des parcours de retour à l'emploi pour les participants de PLIE et favoriser la fluidité de ces parcours par un travail d'interface auprès des partenaires et prestataires du PLIE _Les objectifs du projet:_ Depuis sa création, sur le territoire de la Commune de La Roche sur yon, puis de l' Agglomération, le Plan Local pour l’Insertion et l’Emploi (PLIE) de La Roche-sur-Yon Agglomération a eu la capacité à mobiliser un ensemble de dispositifs et d’actions en faveur de l’insertion afin d’organiser des parcours individualisés vers l’emploi.
