This accompaniment is part of the duration and overall consideration of the person. It is provided by individualised paths and continues during the first six months of access to sustainable employment. Thus, the PLIE has a thorough knowledge of the accompanying persons and is able to better meet the needs of business candidates. The PLIE contributes to the definition of a shared territorial intervention strategy, consistent with existing mechanisms and policies, and to the implementation of actions that contribute to the professional integration of the public. The La Roche-sur-Yon Agglomération PLIE brings together all the institutional actors and the socio-economic partners involved at the level of its territory comprising 15 municipalities. Its action, in particular the facilitation of the local network of partners and the business relationship, integrates, for better coordination, the ITP. The PLIE implements enhanced individual support allowing each person, as part of an individualised and reinforced pathway, to have a personalised diagnosis, support for the development of the professional project, help to remove barriers to employment, and support aimed at returning to employment in a comprehensive approach in order to avoid disruptions. An individualised pathway of professional integration with support provided by a path reference, is offered to each participant. This pathway consists of several stages of mobilisation, individualised development of training, jobs (in assisted contracts, temporary assignments or CDDs) and primarily job-search activities. These steps are articulated between them. Measures of a “social” nature can be mobilised (support for mobility, consideration of health and housing problems). Each step has one or more specific objectives. The referent guarantees the consistency of the pathway in the light of the employment objective. The objectives of this enhanced individual support are access to sustainable employment and/or obtaining a qualification or diploma at the end of qualifying training. ‘Sustainable employment’ means: * CDI (Indeterminate Duration Contract), including assisted contracts in the merchant sector, with a duration of 6 months or more. These contracts must represent at least a chosen weekly half-time, or * Contract (or cumulation of contracts) CDD (Determined Duration Contract) for a period equal to or greater than 6 months (i.e. 26 weeks) including contracts assisted by the merchant sector, within the last 9 months. These contracts must represent at least a chosen weekly half-time, or * alternating contract, of a duration of 6 months or more, * Cumulative assignments (excluding assignments concluded with temporary employment firms) over a period of 26 weeks (average weekly duration of 28 hours) in the last 9 months, or * Creation of one’s own activity for at least 6 months, excluding self-entrepreneurs, except in particular cases to be examined on a case-by-case basis by the Commission de Veille des Parcours du PLIE. ‘Obtaining a qualification or diploma following qualifying training’ means: * Issued on behalf of the State, or * Issued by a consular or private body, or * a certificate of professional qualification created by the social partners of a professional branch referred to in the National Register of Professional Certifications.     Le PLIE propose un accompagnement individualisé et renforcé des publics. Cette action s’adresse à des publics prioritaires : * demandeurs d’emploi de longue durée (DELD de plus de 12 mois dans les 18 derniers mois) ou en chômage récurrent * bénéficiaires des minima sociaux en vigueur : bénéficiaires RSA orientés vers un parcours emploi, ASS (selon les politiques d’insertion actuelles) * jeunes en difficulté d’insertion professionnelle ne relevant pas d’un accompagnement dans le cadre du CIVIS avec la Mission Locale * personnes en précarité d’emploi : personnes rencontrant des difficultés sociales et/ou professionnelles spécifiques et présentant un risque de chômage de longue durée et/ou d’inscription RSA. Cet accompagnement s’inscrit dans la durée et dans une prise en compte globale de la personne. Il est assuré par des référents de parcours individualisés et se poursuit durant les six premiers mois d’accès à l’emploi durable. Ainsi, le PLIE dispose d’une connaissance fine des personnes accompagnées et est à même de mieux répondre aux besoins de candidats des entreprises. Le PLIE contribue à la définition d'une stratégie d'intervention territoriale partagée, en cohérence avec les dispositifs et politiques existants ainsi qu’à la mise en oeuvre d'actions concourant à l'insertion professionnelle des publics. Le PLIE de La Roche-sur-Yon Agglomération associe, à l’échelle de son territoire regroupant 15 communes, l’ensemble des acteurs institutionnels et des partenaires socioéconomiques concernés. Son action, en particulier l’animation du réseau local des partenaires et la relation entreprise, intègre, pour une meilleure coordination, le PTI. Le PLIE met en oeuvre un accompagnement individuel renforcé permettant à chaque personne, dans le cadre d’un parcours individualisé et renforcé, d’avoir un diagnostic personnalisé, un accompagnement à l’élaboration du projet professionnel, une aide pour lever les freins à l’emploi, un accompagnement visant le retour à l’emploi dans une approche globale afin d’éviter les ruptures. Un parcours individualisé d’insertion professionnelle avec un accompagnement assuré par un référent de parcours, est proposé à chaque participant. Ce parcours est composé de plusieurs étapes de mobilisation, de développement individualisé de formations, d’emplois (en contrats aidés, en mission d’intérim ou en CDD) et prioritairement d’actions de recherche d’emploi. Ces étapes sont articulées entre elles. Des mesures de nature « sociale » peuvent être mobilisées (aide à la mobilité, prise en compte de problèmes de santé, de logement). Chaque étape a un ou plusieurs objectifs particuliers. Le référent est garant de la cohérence du parcours au vu de l’objectif emploi. Les objectifs visés par cet accompagnement individuel et renforcé sont l’accès à l’emploi durable et/ou l’obtention d’un titre ou d’un diplôme à l’issue d’une formation qualifiante. Sous « emploi durable », il est entendu : * CDI (Contrat à Durée Indéterminée), dont les contrats aidés du secteur marchand, avec une durée égale ou supérieure à 6 mois. Ces contrats devront représenter à minima un mi-temps hebdomadaire choisi, ou * Contrat (ou cumul de contrats) CDD (Contrat à Durée Déterminée) représentant une durée égale ou supérieure à 6 mois (soit 26 semaines) dont les contrats aidés du secteur marchand, dans les 9 derniers mois. Ces contrats devront représenter à minima un mi-temps hebdomadaire choisi, ou * Contrat en alternance, dont la durée est égale ou supérieure à 6 mois, * Cumul de missions en intérim (hors missions conclues avec les entreprises de travail temporaire d’insertion) sur une durée de 26 semaines (durée hebdomadaire moyenne de 28 heures) dans les 9 derniers mois, ou * Création de sa propre activité depuis au moins 6 mois à l’exclusion des autoentrepreneurs sauf cas particuliers à étudier au cas par cas par la Commission de Veille des Parcours du PLIE. Sous « l’obtention d’un titre ou d’un diplôme à l’issue d’une formation qualifiante » il est entendu : * Délivré au nom de l’Etat, ou * Délivré par un organisme consulaire ou privé, ou * D’un certificat de qualification professionnel créé par les partenaires sociaux d’une branche professionnelle visé au Registre National des Certifications Professionnelle.
