    _**3- Principales actions (moyens proposés, livrables attendus, lien avec le plan financier) :**_ Dans le cadre de ces enjeux et de ces objectifs, les missions du DLA régional, dans le cadre de cette opération FSE, se décline en 3 actions : Au titre de la mission opérationnelle d'accompagnement représentant 60% de l'activité du dispositif : **a- Action 1 : l'accompagnement des structures de dimension régionale de l'ESS :** * **Accompagnement individuel** des structures d'utilité sociale sous forme d'ingénieries individuelles (4 à 6/an), en mobilisant un prestataire à partir d'un diagnostic établi par la chargée de mission DLA Régional et partagé par la structure bénéficiaire . Sur la base d'une démarche volontaire, la structure (réseau, association ou projet régional) interpelle le DLA Régional afin d'obtenir un accompagnement autour d'une ou plusieurs problématiques. La limite quantitative du nombre d'accompagnement se fait selon les disponibilités du fonds d'ingénierie. * **Accompagnement collectif** des structures d'utilité sociale sous forme d'ingénierie collective (1 à 2/an), en mobilisant un prestataire. Sur la base d'une sollicitation d'un collectif de structures ou d'un besoin repéré, le DLA Régional met en place une ingénierie en mobilisant un consultant à destination de plusieurs structures, autour d'une même problématique ou thématique. * **Informations départementalisées** : Une fois par an, le DLA Régional propose un même temps d'information dans chaque département (2/par département) afin d'aller au plus près des structures. Le plus souvent, il s'agit de thématiques d'actualité ou problématiques générales rencontrées par les structures. Livrables pour les 3 types d'accompagnement : cahier des charges / grille de sélection / convention / feuille d'émargement / rapport de fin de mission du prestataire daté et signé entre le 01/01/2015 et le 31/12/2016 ; les livrables comptables seront à fournir au bilan comme les livrables non comptables. Le porteur du projet prévoit 83 000 € de prestations de service pour cette action, soit entre 1000 et 1200 € TTC la journée d'accompagnement en fonction du type de prestataire. La durée moyenne est estimée pour : * un accompagnement individuel entre 4 à 10 jours, un accompagnement collectif 2 jours, * une séance d'information, 2 jours. **b- Action 2 : Démarche sectorielle et analyse des besoins territoriaux** Le DLA régional, dans ses missions de développement sectoriel et d'appui au pilotage, est amené à réaliser de l'accompagnement collectif par filière ou par secteur d'activité afin de favoriser l'émergence de structuration, de coopération et de modes de coopérations innovants. En cela, l'action se situe bien sur l'OS 1.8.3.1. Le DLA régional mobilisera un prestataire afin de mener une étude, précisément définie dans un cahier des charges. L'étude filière peut émerger suite à la remontée de besoins du territoire ou une volonté d'un collectif d'acteurs souhaitant structurer leurs activités. L'analyse des besoins territoriaux sera réalisée en interne, donc non valorisée finalement.
