He develops the pathway of integration according to the person’s professional project, his strengths and his barriers to employment. The referent provides technical and pedagogical support to the beneficiary to enable him/her to access employment by placing him in an individual pathway. He is positioned as a driver of the career pathway alongside the beneficiary. The referent devotes approximately 2/3 of his time to accompanying the PLIE public and 1/3 to specific tasks related to the PLIE. The referent manages exclusively the support of the PLIE public, within the framework of quantitative monitoring and placement objectives set by the PLIE.     Le protocole du PLIE intercommunal prévoit la mise en place d’une opération d’accompagnement vers l’emploi pour les participants du PLIE. Le public composé des bénéficiaires du RSA est orienté majoritairement par les conseillers en insertion socio-professionnelle du Service RSA de Pantin et par les partenaires locaux (Pôle Emploi, Maisons de Quartier...) Chaque bénéficiaire est accueilli par le référent qui établit un diagnostic avec la personne et étudie l'opportunité d'un suivi individualisé dans le cadre du PLIE. Le référent informe la personne des conditions de son accompagnement et s'assure de son accord. Il soumet la demande d'entrée dans le PLIE en commission technique. Si celle-ci est validée, le suivi de la personne est contractualisé par un acte d'engagement. Le conseiller définit avec la personne l'objectif final de l'accompagnement et définit les moyens à mettre en oeuvre pour atteindre cet objectif. Il élabore le parcours d'insertion en fonction du projet professionnel de la personne, de ses atouts et de ses freins à l'emploi. Le référent fournit un appui technique et pédagogique au bénéficiaire pour lui permettre d’accéder à l’emploi en l’inscrivant dans une logique de parcours individuel. Il se positionne comme un pilote du parcours d’insertion professionnelle au côté du bénéficiaire. Le référent consacre environ les 2/3 de son temps à un accompagnement du public PLIE et 1/3 à des missions particulières liées au PLIE. Le référent gère exclusivement l’accompagnement du public PLIE, dans le cadre d’objectifs quantitatifs de suivi et de placement fixés par le PLIE.
