L'Etat, la CDC et le CLAP MP ont signé en 2014 une convention triennale afin de soutenir la mise en place par le CLAP MP de son projet d'activité de DLA sur le terrritoire de la métropole toulousaine à destination des structures associatives mais aussi agissant dans le secteur de l'ESS, développant des activités d'utilité sociale créatrices d'emplois et souhaitant consolider leurs activités et perreniser leurs emplois. La structure porteuse du DLA, CLAP MP accueille et oriente ces structures d'utilité sociale (associations, structures de l'IAE, coopératives...), réalise avec elles un diagnostic partagé de leur situation, et met en place et évalue des actions d'accompagnement auprès de ces structures. **Le FSE est sollicité** **uniquement** **sur les actions d'accompagnement.** L'accompagnement est réalisé par un prestataire externe. Ces prestataires sont selectionnés pour réaliser des missions de conseil et d'appui technique sur la base de leur expertise et de leur connaissance sur le fonctionnement des structures d'utilité sociale.
