Operation of the territory’s partnership network: the actors of social inclusion, integration through the economy and businesses. \- **individualisation**: not all participants have the same life situations and therefore not the same needs. \- **support towards employment, monitoring and retention in employment**: training of the person in job search techniques, job search, positioning on offers by reference, mobilisation of the measures necessary to lift the barriers to employment (TRE, Coaching, Orientation), preparation of company integration and follow-up after taking up a job for 6 months in connection with business relations managers. \- **Organisation, coordination, follow-up** with enterprises, training organisations, social inclusion institutions, PLIE partners. Prior to the implementation of the participant’s integration pathway, three steps are necessary: collective information, a reception phase and an integration commission. 1) Collective information: each month, the Newfoundland Territory reference organises collective information describing the scheme, the mission of the unique path reference, and the ESF’s financial contribution to future participants. 2) The reception phase: following the collective information, the referer receives the person in an individual interview in order to make the socio-professional diagnosis and validate his commitment to the device by signing the contract of employment which marks the beginning of his accompaniment. (3) The Validation Commission shall: organised each month by A.DE.L.E (support structure of the PLIE des Graves) the validation commission endorses the integrations made by the referer. As soon as the contract of engagement is signed, the implementation of the journey and its various stages begins. The referer develops with the participant, a career pathway, proposes the means to enable him to carry out his career. It ensures close follow-up in order to be able to intervene quickly in the event of a journey accident or where the solution implemented, the actual needs of the participant and his ability to assume it are inadequate. It systematically analyses job and training offers in order to identify those that are in line with people’s profile and abilities. It proposes and submits the applications of the participants to the PLIE relations officers and to the staff member on the inclusion clause. Finally, it accompanies the participant on employment and facilitates his integration into the company through regular contacts with the participant and, if necessary, with the company in collaboration with those responsible for business relations.     L'opération "Référent PLIE pour les participants plus de 25 ans notamment résident sur le quartier Terres Neuves" ne comporte qu’une action qui consiste à mettre en oeuvre un accompagnement individuel et renforcé pour chaque participant par un référent unique de parcours. Cet accompagnement a pour but d'amener les participants à un emploi durable ou à une formation longue qualifiante en proposant des étapes de parcours adaptés à la situation des participants. Cet accompagnement prend en compte la globalité de la personne. Pour se faire, la référente s'appuiera sur les principes de l'INSUP sur la notion d'accompagnement basés sur : \- **Une dynamique permanente** : recherche d'emploi, de formation, participation à des prestations. L'exploitation du réseau partenarial du territoire : les acteurs de l'insertion sociale, de l'insertion par l'économie et les entreprises. \- **L'individualisation** : tous les participants n'ont pas les mêmes situations de vie et donc pas les mêmes besoins. \- **L'accompagnement vers l'emploi, le suivi et le maintien dans l'emploi** : formation de la personne aux techniques de recherche d'emploi, recherche d'emploi, positionnement sur des offres par la référente, mobilisation des actions nécessaires à la levée des freins à l'emploi (TRE, Coaching, Orientation), préparation de l'intégration en entreprise et suivi après la prise de poste pendant 6 mois en lien avec les chargés de relation entreprises. \- **L'organisation, la coordination, le suivi** avec les entreprises, les organismes de formation, les institutionnels de l'insertion sociale, les partenaires du PLIE. Avant la mise en oeuvre du parcours d'insertion du participant, trois étapes sont nécessaires : une information collective, une phase d'accueil et une commission d'intégration. 1) L'information collective : chaque mois, la référente du territoire des Terres Neuves organise une information collective présentant le dispositif, la mission du référent unique de parcours, la participation financière du FSE aux futurs participants. 2) La phase d'accueil : suite à l'information collective, la référente reçoit la personne en entretien individuel afin de faire le diagnostic socioprofessionnel et de valider son engagement dans le dispositif par la signature du contrat d'engagement qui marque le début de son accompagnement. 3) La commission de validation : organisée chaque mois par A.DE.L.E (structure support du PLIE des Graves) la commission de validation entérine les intégrations réalisées par la référente. Dès la signature du contrat d'engagement, la mise en oeuvre du parcours et de ses différentes étapes démarre. La référente élabore avec le participant, un parcours d'insertion professionnel, lui propose des moyens lui permettant de réaliser son parcours. Elle assure un suivi rapproché afin de pouvoir intervenir rapidement en cas d'accident de parcours ou d'inadéquation entre la solution mise en oeuvre, les besoins réels du participant et sa capacité à l'assumer. Elle analyse systématiquement les offres d'emploi et de formation afin de repérer celles qui sont en adéquation avec le profil et les capacités des personnes. Elle propose et argumente la candidature des participants aux chargés de relation entreprise du PLIE et à la chargé de mission clause d'insertion. Et enfin, elle accompagne le participant sur l'emploi et facilite son intégration dans l'entreprise par des contacts réguliers avec le participant et si besoin avec l'entreprise en collaboration avec les chargés de relations entreprise.
