We will take into account the results of the project carried out in 2015 and 2016 to adjust the actions in 2017. _A- a comprehensive and reinforced support towards autonomy and employment_ 2 types of public are specifically targeted: 1/The young people furthest from the labour market with the proposal of an action to offer enhanced overall support, 3 advisers will be dedicated to organise this support, close to the place of life of young people on our 3 largest antennas. 1 advisor will be dedicated to the support of young dropouts, in close connection with the Platform for early school leaving. 1 advisor will be dedicated specifically to the accompaniment of young people with disabilities with weekly permanences in the antennas and 1 counsellor will be dedicated to the support of young people in hand of justice in close connection with the Penitentiary Service of Insertion and Probation, with weekly permanences within the Maison d’Arrêt. The accompaniment will mix regular individual interviews and collective workshops. Services will also be provided by some of our partners to consolidate support, particularly on the self-esteem, mobility and access to health rights aspects. **We will comply with the terms and conditions set out in the order based on free and undistorted competition. In the procedure to be implemented:** **-insert our purchase of services (specifications and selection procedures) on the Local Mission website,** **-target at least 3 service providers to whom we will send a request for the purchase of services in Recommended with Accused of Receipt, all the documents will be attached to the administrative file,** **-apply the selection procedures for the choice of the service provider, the elements will be attached to the file.**-contracting** **On the selection procedures, we have chosen to involve some technical partners (DIRECCTE, PLIE...) to share an opinion.** **To date, we have not made any purchase of services. We will work quickly to define the content and specifications of these services for implementation as of September 2015. We will of course keep all the documents defining these benefits.** 2/Youth employable with a validated professional project or initial professional experience. The proposed enhanced support will be much more targeted on regular employment workshops (letter of application, preparation for interviews, prospecting workshop, company visit, participation in forums, behaviours and know-being, etc.) which can also rely on the specific intervention of the sponsors. 5 advisers will be dedicated to this component, one of which will work closely with the training organisations in the territory to identify early school leavers without a situation in order to begin the support dynamic as soon as possible. One of these advisors will work more specifically with the public graduated Bac et +, a little more autonomous, in order to stimulate a dynamic in the philosophy of job search circles (spontaneous applicants, rally employment...). Mission Locale pour l'emploi des jeunes dans le Douaisis

Le projet vise à proposer un accompagnement global et renforcé vers l'autonomie et l'emploi des jeunes NEET accompagnés par la Mission Locale, des actions pour favoriser l'insertion professionnelle et un accompagnement pour le soutien et la sécurisation des embauches. Nous tiendrons compte des résultats du projet conduit en 2015 et 2016 pour ajuster les actions en 2017. _A- Un accompagnement global et renforcé vers l'autonomie et l'emploi_ 2 typologies de public sont plus particulièrement visées à savoir : 1/ Les jeunes les plus éloignés du marché du travail avec la proposition d'une action visant à offrir un accompagnement global renforcé, 3 conseillers seront dédiés pour organiser cet accompagnement, à proximité du lieu de vie des jeunes sur nos 3 plus grosses antennes. 1 conseiller sera lui dédié à l'accompagnement des jeunes décrocheurs, en lien étroit avec la Plateforme décrochage scolaire. 1 conseiller sera dédié spécifiquement à l'accompagnement des jeunes porteurs de handicap avec des permanences hebdomadaires dans les antennes et 1 conseiller sera dédié à l'accompagnement des jeunes sous main de justice en lien étroit avec le Service Pénitentiaire d'Insertion et de Probation, avec des permanences hebdomadaires au sein de la Maison d'Arrêt. L'accompagnement mixera des entretiens individuels réguliers et des ateliers collectifs. Des prestations seront aussi assurées par certains de nos partenaires pour consolider l'accompagnement notamment sur le volet estime de soi, mobilité et accès aux droits de santé. **Nous respecterons les modalités prévues à l’ordonnance basée sur la concurrence libre et non faussée. Dans la procédure à mettre en ½uvre :** **-inscrire notre achat de prestations (cahier des charges et modalités de sélection) sur le site de la Mission Locale,** **-cibler au moins 3 prestataires à qui nous adresserons en Recommandé avec Accusé de Réception une sollicitation d’achat de prestations, l’ensemble des pièces sera joint au dossier administratif,** **-appliquer les modalités de sélection pour le choix du prestataire, les éléments seront joints au dossier.** **-conventionnement** **Sur les modalités de sélection, nous avons choisi d’associer quelques partenaires techniques (DIRECCTE, PLIE …) pour partager un avis.** **A ce jour, nous n’avons procédé à aucun achat de prestations. Nous travaillerons rapidement à la définition du contenu et cahier des charges de ces prestations pour une mise en ½uvre à compter de septembre 2015. Nous conserverons bien entendu tous les documents de définition de ces prestations.** 2/Les jeunes employables avec un projet professionnel validé ou une première expérience professionnelle. L'accompagnement renforcé proposé sera beaucoup plus ciblé sur des ateliers emploi réguliers (lettre de candidature, préparation aux entretiens, atelier prospection, visite d'entreprises, participation aux forums, comportements et savoir-être...) qui pourront aussi s'appuyer sur l'intervention ponctuelle des parrains. 5 conseillers seront dédiés à ce volet dont un travaillera de manière étroite avec les organismes de formation qualifiants du territoire pour un repérage précoce des sortants de formation sans situation afin de débuter la dynamique d'accompagnement au plus tôt. Un de ces conseillers travaillera plus spécifiquement avec le public diplômé Bac et +, un peu plus autonome, afin d'impulser une dynamique dans la philosophie des cercles de recherche d'emploi (candidatures spontanées, rallye emploi...). L'ensemble de ces conseillers s'appuiera notamment sur des outils d'animation communs et sur les mises en situation professionnelle. **_Vous trouverez en documents joints le schéma explicatif des 3 parcours proposés avec le contenu type prévisionnel._** **_L’accompagnement global renforcé vise un public éloigné de l’emploi pour lequel tout un accompagnement global de remobilisation, définition du projet professionnel, accès aux droits …est nécessaire._** **_L’accompagnement vers l’emploi cible lui les jeunes « employables » avec un projet professionnel validé, et vise principalement à apporter aux jeunes des outils et une mise en démarches actives vers l’entreprise._** **La plus value attendue repose sur l’impact de la fréquence des contacts avec les jeunes. Ces contacts se feront par le biais d’entretiens individuels très réguliers mais aussi par la mobilisation importante d’entretiens collectifs, ateliers, avec une démarche innovante favorisant la dynamique du jeune dans l’accompagnement.** _B- Des actions pour favoriser l'insertion professionnelle_ 1/ 2 conseillers seront dédiés à la mise en relation directe entre jeunes et employeurs : prospection régulière des employeurs du territoire, suivi des jeunes lors des permanences relation entreprises organisées dans toutes nos antennes et l'accompagnement des jeunes vers les périodes en milieu professionnel. 2/ 1 conseiller sera dédié à l'accompagnement vers l'alternance pour les jeunes NEET : atelier d (French)
