**_OBJECTIVES OF ACTION:_** Identify NEETS in the territories, Bring young NEETS a decentralised community service offering to enable them to gain self-reliance and to allow access to the law and the labour market. Work on the local economic and socio-cultural fabric by mobilising these actors. The action calls for a new method of intervention in the territories, alternating between tracing, thematic workshops, and bilateral meetings. We will explore all the territories. The aim is to create a new employment dynamic in these territories. **_DESCRIPTION OF ACTION:_** **_Phase 1:_The identification of NEETS in the target territories:** The action will begin with the mobilisation of a local partnership tracing network, whose members will differ according to the resources of the territory (territorial communities, social services, associative network, National Education, cultural network, etc.). Tools mobilised: Establishment of a “resource commission” to work on the identification and its modalities. Making contact and meeting with partners, communicating with the public through flyers or postings, organising collective information meetings for participants.In parallel, work on the files of the Local Mission will be carried out: telephone reminders or mails to registered young people but without contact. **_Phase 2:_** **The support of NEETS in their territory (decentralised service offer):** **1st step:** individual diagnosis of the young person’s situation (brakes and resources of the young person). **2nd stage:** alternation of collective and individual meetings. Setting up a toolkit composed of the following themes: \- Knowledge of territoire:Objectifs: locate/use the services/know the employment opportunities of the territory to be able to position yourself \- Techniques Job search: Objectives: equip your job search: CV, cover letter, recruitment interview, use the internet in your job search (offer sites), access the hidden market, apply spontaneously. \- The professional project: Objective: work orientation taking into account tension occupations. \- Training devices: objective: know the training offer (including alternance), the different ways in which to position itself. \- Life quotidienne:santé, housing...Objectives: lift peripheral brakes, gain autonomy. \- Corporate codes and conduct: Objective: know company codes in order to adopt appropriate behaviour.     **_OBJECTIFS DE L'ACTION:_** Repérer les NEETS sur les territoires, Apporter aux jeunes NEETS une offre de service décentralisée de proximité pour leur permettre de gagner en autonomie et pour permettre un accès au droit et au marché du travail. Travailler sur le tissu économique et socio-culturel local en mobilisant ces acteurs. L'action fait appel à une méthode d'intervention nouvelle sur les territoires avec alternance entre du repérage, des ateliers thématiques, et des rencontres bilatérales. Nous allons explorer l'ensemble des territoires. L'objectif étant de créer une dynamique emploi nouvelle sur ces territoires. **_DESCRIPTIF DE L'ACTION:_** **_Phase 1 :_ Le repérage des NEETS sur les territoires cibles :** L'action débutera par un travail de mobilisation d'un réseau de repérage partenarial à l'échelle locale, dont les membres seront différents selon les ressources du territoire (collectivités territoriales, services sociaux, réseau associatif, Education Nationale, réseau culturel...). Outils mobilisés : Mise en place d'une "commission ressource" afin de travailler le repérage et ses modalités. Prise de contact et rencontre avec les partenaires, communication auprès du public à travers des flyers ou de l'affichage, organisation de réunions d'informations collectives à destination des participants.En parrallèle un travail sur les fichiers de la Mission Locale sera effectué: relances téléphoniques ou courriers auprès des jeunes inscrits mais sans contact. **_Phase 2 :_** **L'accompagnement des NEETS sur leur territoire (offre de service décentralisée):** **1ère étape:** diagnostic individuel de la situation du jeune (freins et ressources du jeune). **2ème étape:** alternance de rencontres collectives et individuelles. Mise à diposition d'une boîte à outils composée des thématiques suivantes: \- Connaissance du territoire:Objectifs: se repérer/utiliser les services/connaitre les opportunités d'emplois du territoire pour pouvoir se positionner \- Techniques Recherche d'Emploi: Objectifs: outiller sa recherche d'emploi: CV, lettre de motivation, l'entretien de recrutement, utiliser internet dans sa recherche d'emploi (sites d'offres), accéder au marché caché, candidater spontanément. \- Le projet professionnel: Objectif: travailler l'orientation en tenant compte des métiers en tension. \- Les dispositifs de formation: objectif: connaitre l'offre de formation (dont l'alternance), les différentes modalités pour pouvoir se positionner. \- Vie quotidienne:santé, logement...Objectifs: lever les freins périphériques, gagner en autonomie. \- Codes et conduites en entreprise: Objectif: connaitre les codes de l'entreprise afin d'adopter un comportement adapté. Travailler les savoir- être. \- Mobilité: Objectif: connaître les moyens de se déplacer et apprendre à les utiliser. \- Droit du travail: Objectif: connaitre les différents contrats de travail afin d'outiller le jeunes pour son entretien de recrutement, connaitre le cadre d'une relation employeur/salarié. \- Accompagnement des participants aux évènements ressources: forums... En parrallèle les membres de la "commission ressource" pourront être sollicités en appui pour explorer des solutions pour les jeunes NEETS. **_Phase 3 :_** **L'acquisition de compétences par l'expérience professionnelle :** Travailler cet axe passe par la rencontre avec les entreprises des territoires pour ensuite effectuer un travail d'analyse conjointe des compétences attendues. L'insertion professionnelle passe par cette connaissance fine des emplois accessibles aux jeunes NEETS. Un travail auprès des NEETS sur leurs compétences et celles attendues par les entreprises du territoire sera effectué ce qui amènera une réflexion sur la mobilité tant géographique que professionnelle et sur l'acquisition d'un portefeuille de compétences. _Outils mobilisés:_ \- Mise en relation sur les offres \- Mise en relation directe avec les employeurs: notamment avec les agences d'intérim, rencontres employeurs et/ou visites d'entreprise. \- Mise en place de situations aprenantes pour le jeune (acquisition de gestes ou de compétences professionnelles): recherche de ces situations par le conseiller et mise en lien avec le jeune:immersions en entreprise, participation à de l'évènementiel (sur des tâches d'accueil, de logistique/manutention, de restauration), situations de bénévolat... \- Travail autour de la saisonnalité: faciliter l'accés des jeunes aux métiers saisonniers sur le territoire et hors territoire. \- Travail auprès du jeune sur les retours d'expériences: mise en forme d'un portefeuille de compétences (French)
