    Proiectul propus vizeaza promovarea unei investitii in domeniul energiei curate si a eficientei energetice in vederea asigurarii contributiei la obiectivele Strategiei Europa 2020. Obiectivul general este cresterea puterii instalate de producere a energiei termice si electrice din resurse regenerabile mai putin exploatate, respectiv biomasa, in comuna Lunca Ilvei, contribuind astfel la realizarea indicatorului de rezultat si la tinta prevazuta in POIM, 2S53. Productia bruta de energie primara din surse regenerabile mai putin utilizate in cazul proiectului propus este de 101 tep/an, astfel creste ponderea pe care o are energia regenerabila in totalul consumului de energie primara. Calculul a fost facut in baza formulei de conversie a energiei, 1MWh = 0,086 tep. Investitia are ca rezultat o capacitate noua de productie de energie in cogenerare, prin modernizarea sistemului de producere si distribuire a energiei termice existent (centrale termice individuale si retea termica pentru consumatorii cresa si sala de sport), alaturi de adaugarea componentei de producere a energiei electrice, contribuind astfel la obiectivele specifice ale POIM si ale axei prioritare 6. In urma proiectului in comuna se va trece de la producerea individuala a energiei termice la nivelul fiecarei cladiri, la producerea intr-o singura unitate din care se transporta si se distribuie catre toate cladirile (un singur utilizator - comuna, cu mai multe cladiri consumator). Ca urmare a implementarii proiectului se vor obtine urmatoarele rezultate: 1. o unitate de producere a energiei termice si electrice in cogenerare din biomasa, cu putere instalata de 0,651 MW 2. o retea de transport si distributie a energiei produse de unitatea centralizata, in lungime totala de 740 m Indicatorii proiectului sunt: CO34 - reducerea gazelor cu efect de sera: scaderea anuala estimata a gazelor cu efect de sera este de 262,17 echivalent tone CO2 CO30 – capacitatea suplimentara de producere a energiei din surse regenerabile este 0,651 MW (0,586 MW termic + 0,065 MW electric) Noua capacitate de productie prevazuta in proiect va contribui cu 101 tep/an la tinta nationala stabilita prin PNAEER in ceea ce priveste productia bruta de energie primara din surse regenerabile mai putin exploatate, respectiv biomasa (indicator de program 2S53).     The proposed project aims to promote an investment in clean energy and energy efficiency in order to ensure the contribution to the objectives of the Europe 2020 strategy. The general objective is to increase the installed heat and electricity generation power from less exploited renewable resources, i.e. biomass, in Lunca Ilvei commune, thus contributing to the achievement of the result indicator and the target provided in LIOP, 2S53. Gross production of primary energy from renewable sources less used in the proposed project is 101 toe/year, thus increasing the share of renewable energy in total primary energy consumption. The calculation was based on the energy conversion formula, 1 MWh = 0.086 toe. The investment results in a new production capacity in cogeneration, by modernising the existing heat generation and distribution system (individual thermal power plants and thermal network for growing consumers and sports hall), along with the addition of the electricity production component, thus contributing to the specific objectives of LIOP and priority axis 6. Following the project in the commune will move from the individual production of thermal energy at the level of each building, to the production in one unit from which it is transported and distributed to all buildings (one user – common, with several consumer buildings). Following the implementation of the project, the following results will be obtained: 1. A unit for the production of heat and electricity in cogeneration from biomass, with installed capacity of 0.651 MW 2. A transmission and distribution network of energy produced by the centralised unit, with a total length of 740 m Project indicators are: CO34 – greenhouse gas reduction: the estimated annual decrease of greenhouse gases is 262.17 tonnes CO2 CO30 – the additional renewable energy production capacity is 0.651 MW (0.586 MW thermal + 0.065 MW electric). The new production capacity provided in the project will contribute 101 toe/year to the national target established by the NAPEER in terms of gross production of primary energy from less exploited renewable sources, i.e. biomass (programme indicator 2S53).
