Obiectivul general al proiectului este creșterea capacității ONG-urilor de a formula, monitoriza și evalua politici publice în domeniul lucrului cu tinerii, atât prin propunerea unor standarde de calitate în lucrul cu tinerii, cât și prin instruirea membrilor, personalului și voluntarilor organizațiilor de tineret în vederea participării active la dezvoltarea și îmbunătățirea politicilor de tineret. Asfel, obiectivul general formulat contribuie direct la atingerea obiectivului cererii de proiecte, prin creșterea capacității ONG-urilor de a formula politici publice alternative, într-un domeniu transversal de politică publică, cu numeroase legături cu politicile prioritare din cadrul SCAP: educație, ocupare, sănătate. Obiectivul general formulat contribuie direct la atingerea obiectivului specific al POCA în cadrul caruia s-a lansat cererea de proiecte la care răspunde prezenta propunere, respectiv: „Dezvoltarea și introducerea de sisteme și standarde comune în administrația publică ce optimizează procesele decizionale orientate catre cetateni și mediul de afaceri in concordanta cu SCAP”. Proiectul va genera trei rezultate interconectate. Pe de o parte un set de standarde de calitate pentru activitatile de lucru cu tinerii, care vor fi acceptate de Ministerul Tineretului si Sportului si care pot deveni o reglementare general aplicabila pentru centrele de tineret publice sau private si lucratorii de tineret angajati in sistemul public sau in organizatii neguvernamentale. Un al doilea rezultat al proiectului va fi un instrument educational care sa pregateasca lucratorii de tineret, reprezentatii ONGurilor si autortatilor sa isi creasca calitatea muncii in ceea ce priveste formularea , monitorizarea si evaluarea politicilor publice, prin intermediul unor formari online. Nu in ultimul rand proiectul va sustine si formarea directa a unui numar de lucratori de tineret care vor putea sa aplice de la inceput standardele in munca lor, dar si sa monitorizeze si sa evalueze calitatea activitatilor de lucru cu tinerii in munca altora, inclusiv a lucratorilor de tineret din sistemul public. Trebuie sublinat ca obiectivul general al proiectului - concentrat pe dezvoltarea unei politici publice alternative si a capacitatii de implementare a acestei politici - contribuie la intarirea mai multor domenii prioritare pentru consolidarea administratiei si reforma serviciilor publice din Romania, deoarece politica de tineret este transversala. Asadar proiectul va include elemente de politică educationala, elemente de politică in domeniul sanatatii, elemente de politica in domeniile ocupare si asistenta sociala, elemente de digitalizare a serviciilor publice. The general objective of the project is to increase the capacity of NGOs to formulate, monitor and evaluate public policies in the field of youth work, both by proposing quality standards in working with young people, as well as by training members, staff and volunteers of youth organisations to actively participate in the development and improvement of youth policies. The overall objective thus contributes directly to the objective of the call for projects by increasing the capacity of NGOs to formulate alternative public policies, in a cross-cutting public policy area, with many links to the CAPS priority policies: education, employment, health. The general objective formulated contributes directly to achieving the specific objective of the POCA under which the call for projects to which this proposal responds, namely: “Development and introduction of common systems and standards in public administration that optimise decision-making processes oriented towards citizens and business environment in accordance with SCAP”. The project will generate three interlinked results. On the one hand, a set of quality standards for youth work activities, which will be accepted by the Ministry of Youth and Sport and which can become a generally applicable regulation for public or private youth centers and youth workers employed in the public system or in non-governmental organisations. A second result of the project will be an educational tool that prepares youth workers, representatives of NGOs and authorities to increase the quality of their work in terms of formulation, monitoring and evaluation of public policies, through online trainings. Last but not least, the project will support the direct training of a number of youth workers who will be able to apply the standards in their work from the beginning, but also to monitor and evaluate the quality of work activities with young people in the work of others, including youth workers in the public system. It should be emphasised that the overall objective of the project – focused on the development of an alternative public policy and the capacity to implement this policy – contributes to strengthening several priority areas for the consolidation of the administration and the reform of public services in Romania, as youth policy is cross-cutting. Therefore, the project will include elements of educational policy, health policy elements, policy elements in the fields of employment and social assistance, elements of digitalisation of public services.
