Ideea proiectului a pornit de la prioritatile stabilite de Romania prin Acordul de Parteneriat 2014-2020, prin care urmarim la nivel global diminuarea discrepantelor de dezvoltare economica si sociala intre Romania si statele membre, la care ne dorim sa asiguram si diminuarea disparitatilor intre teritoriile Romaniaie, intre zona rurala si urbana. Acest deziderat se va realiza prin furnizarea de masuri eficiente celor aflati in risc de saracie si excluziune sociala, risc in care se afla 20% din populatia totala a Romaniei. Programul Operational Capital Uman 2014-2020 raspunde acestor nevoi prin Obiectivul specific 5.2. Reducerea numărului de persoane aflate în risc de sărăcie sau excluziune socială din comunitățile marginalizate din zona rurală și orașe cu o populație de până la 20.000 locuitori prin implementarea de măsuri/ operațiuni integrate în contextul mecanismului de DLRC, oferind posibilitatea implementarii de masuri integrate, pachet de servicii din domeniul social, ocupare si interventie directa in desegregare/nediscriminare. Proiectul se adreseaza teritoriului aferent GAL Mara-Gutai, care are in coponenta 14 UAT,, adresandu-ne astfel la 14 comunități marginalizate aflate în risc de sărăcie şi excluziune socială din care 13 rural si 1 urban sub 20.000 locuitori din Regiunea Nord Vest (judetul Maramures). Urmarind prevederile acestui obiectiv, ne-am propus pentru proiect urmatorul OBIECTIV GENERAL: cresterea calitatii vietii pentru 260 persoane aflate in risc de saracie si excluziune sociala din teritoriul GAL Mara-Gutai, din care 10% persoane de etnie roma, prin furnizarea unei interventii integrate orientate in 3 domenii strategice: social, ocupare, desegregare/nediscriminare. Ne adresam unui teritoriu in care locuiesc 43682 persoane, din care cel mai mare UAT fiind orasul Cavnic (singurul oras din teritoriul GAL), cu 4976 persoane. Persoanele de etnie roma sunt sub 2% dar acestea se afla in saracie absoluta, prezentand riscul cel mai mare de saracie si excluziune sociala. Este un teritoriu care prezinta caracteristicile unei populatii imbatranite, cu peste 17% varstnici (pragul statistic de populatie imbatranita este 12%). Adultii apti de munca sunt plecati in numar mare in strainatate la munca, lasand copii in grija unor varstnici care au ei insisi nevoie de sprijin. Copii cresc cu complexe de inferioritate, participa in general doar la invatamantul gimnazial, nu continua nici macar invatamantul obligatoriu, se afla intr-un context de segregare, de discriminare contextuala. Astfel ca propunem pentru proiect un grup tinta de 260 persoane aflate in risc de saracie si excluziune sociala, o pondere realista pentru a asigura identificarea beneficiarilor pentru activitatile proiectului, si semnificativ pentru a genera schimbare la nivel de comunitate marginalizata, in conformitate cu GS CS 5.2. The idea of the project started from the priorities set by Romania through the Partnership Agreement 2014-2020, through which we aim at global level to reduce disparities in economic and social development between Romania and the Member States, at which we want to ensure and reduce disparities between the territories of Romania, between rural and urban areas. This will be achieved by providing effective measures to those at risk of poverty and social exclusion, in which there are 20 % of the total population of Romania. The Human Capital Operational Programme 2014-2020 responds to these needs through Specific Objective 5.2. Reducing the number of people at risk of poverty or social exclusion from marginalised communities in rural areas and cities with a population of up to 20,000 inhabitants by implementing integrated measures/operations in the context of CLLD mechanism, offering the possibility of implementing integrated measures, social services package, employment and direct intervention in desegregation/non-discrimination. The project addresses the territory of the Mara-Gutai LAG, which has 14 ATUs, addressing 14 marginalised communities at risk of poverty and social exclusion, of which 13 rural and 1 urban less than 20,000 inhabitants in North West Region (Maramures county). Following the provisions of this objective, we proposed for the project the following GENERAL OBIECTIV: increasing the quality of life for 260 people at risk of poverty and social exclusion in the territory of the Mara-Gutai LAG, of which 10 % Roma people, by providing an integrated intervention targeted in 3 strategic areas: social, employment, desegregation/non-discrimination. We address a territory where 43682 people live, of which the largest ATU is the city of Cavnic (the only city in the LAG territory), with 4976 persons. Roma people are less than 2 % but they are in absolute poverty, posing the highest risk of poverty and social exclusion. It is a territory that shows the characteristics of an ageing population, with more than 17 % elderly (statistical threshold of aging population is 12 %). Fit for work adults are gone abroad to work, leaving children in the care of older people who themselves need support. Children grow up with inferiority complexes, generally participate only in secondary education, not even continue compulsory education, are in a context of segregation, contextual discrimination. Thus, we propose for the project a target group of 260 people at risk of poverty and social exclusion, a realistic weight to ensure the identification of beneficiaries for the project activities, and significant to generate change at marginalised community level, in accordance with GS CS 5.2.
