In the strategy we defined the main objective of achieving the development of the region as a whole, making the region more attractive to the general public by investing in the main areas of interest, namely local infrastructure and the completion of public spaces, human resources and tourism. In order to achieve this objective successfully, it is essential, through sufficient operational, administrative and technical capacity of the LAG, to ensure the effective implementation of the CLLD strategy. The strategic objective will be achieved through the partial strategic objectives: 1. Ensuring the development of municipalities through the completion of local infrastructure, the modernisation and construction of public spaces and the reconstruction of municipal buildings,2. Development of human resources and social infrastructure,3. Increase the attractiveness of the area as a touristly interesting place of interest for visitors. The CLLD strategy is implemented through user projects for the purpose of this call. The selection of users is carried out by the LAG as the holder of the CLLD strategy under the conditions laid down in this call, the grant agreement and the methodological guidelines issued by the MA for IROP, in particular in accordance with the document ‘Implementation of the Community-Led Local Development Strategy under IROP conditions’. Contributions to the achievement of the IROP objectives through the specific objectives of Priority Axis 5 in terms of balance, substantive and logical integration of these objectives into the structure of the strategy and/or their complementarity and synergy: The subject of the project is the implementation of CLLD strategy through user projects focused on activities A1, B2, C1 and F2. Activity A1: The territories of the civic association ‘Microregion Hurbanovo’ are characterised by insufficient labour capacity. The objective of this measure is to increase employment within the region, increase the competitiveness of small and new entrepreneurs and increase the share of products and services at regional level. Community-led local development contributes to thematic objective No 9 ‘Promoting social inclusion, combating poverty and any discrimination’. Support is oriented towards the labour market in the local context, focusing on the development and growth of sustainable jobs, regardless of sector or sector, including green technologies. Activity B2: The audit of transport infrastructure and the quality of municipal roads and pavements revealed the unsatisfactory state of the road network, pavements, footbridges and bridges in the micro-region. Poor condition and absence of paths in some municipalities reduce the safety of pedestrians who use roads instead of pavements. Support is oriented towards creating the preconditions for urban-rural relations in support of public infrastructure and public services. These are the links between urban and rural environments resulting from the transport of goods, transfers to and from work, educational services, health services, water and waste management, economic transactions, access to natural resources, as well as from culture and recreational activities. Activity C1: The aim of this activity is to contribute to the improvement of social and community services in the territory, the completion or reconstruction of social and community facilities. An audit of land resources has identified shortcomings in civic facilities that reduce the attractiveness of municipalities and do not create the right conditions for the stay of young people and families in the micro-region. The aim is also to improve the area of social and community services within the Association’s territory. Activity F2: The aim of this activity is to improve water status through the establishment of joint sewerage systems and WWTP in the LAG’s territory. The aim is to reduce pollution of the rural environment by completing and improving water and waste management infrastructure. The analysis of the territory shows that municipalities are insufficiently equipped with public sewerage and sewage treatment plants. All activities result from the needs of the territory, SWOT analysis and problem analysis and their implementation will achieve the planned objectives of the project. (English) | |||||||||||||||

V stratégii sme si definovali ako hlavný cieľ dosiahnutie rozvoja regiónu ako celku, spraviť región príťažlivejším pre širokú verejnosť, a to investíciami do hlavných záujmových oblastí, ktorými sú miestna infraštruktúra a dobudovanie verejných priestranstiev, ľudské zdroje a cestovný ruch. Pre úspešné naplnenie tohto cieľa je nevyhnutné, prostredníctvom dostatočnej prevádzkovej, administratívnej a technickej kapacity MAS zabezpečiť efektívnu implementáciu stratégie CLLD. Strategický cieľ sa dosiahne prostredníctvom parciálnych strategických cieľov: 1. Zabezpečenie rozvoja obcí prostredníctvom dobudovania miestnej infraštruktúry, modernizácie a vybudovania verejných priestranstiev a rekonštrukcie obecných budov,2. Rozvoj ľudských zdrojov a sociálnej infraštruktúry,3. Zvýšenie atraktivity územia ako turisticky zaujímavého miesta záujmu pre návštevníkov. Stratégia CLLD sa pre účely tejto výzvy realizuje prostredníctvom projektov užívateľov. Výber užívateľov vykonáva MAS ako nositeľ stratégie CLLD a to za podmienok upravených v tejto výzve, zmluve o poskytnutí NFP a metodických usmerneniach vydaných RO pre IROP najmä v súlade s dokumentom Implementácia stratégie miestneho rozvoja vedeného komunitou v podmienkach IROP. Prínosy k napĺňaniu cieľov IROP prostredníctvom špecifických cieľov Prioritnej osi 5 vzhľadom na vyváženosť, vecné a logické včlenenie týchto cieľov do štruktúry stratégie, príp. ich doplnkovosť a synergické pôsobenie: Predmetom projektu je implementovanie stratégie CLLD prostredníctvom projektov užívateľov zameraných na aktivity A1, B2, C1 a F2. Aktivita A1: Územia občianskeho združenia „Mikroregión Hurbanovo“ je charakteristické nedostatočnou kapacitou pracovných síl. Cieľom tohto opatrenia je zvyšovanie zamestnanosti v rámci regiónu, zvyšovanie konkurencieschopnosti malých a začínajúcich podnikateľov a zvyšovanie podielu výrobkov a služieb na regionálnej úrovni. Miestny rozvoj vedený komunitou prispieva k tematickému cieľu č. 9 Podpora sociálneho začlenenia, boj proti chudobe a akejkoľvek diskriminácie. Podpora je orientovaná na trh práce v miestnom kontexte, sústreďuje sa na rozvoj a rast udržateľných pracovných miest bez ohľadu na sektor alebo odvetvie vrátane oblasti zelených technológií. Aktivita B2: Audit dopravnej infraštruktúry a kvality obecných komunikácií a chodníkov odhalil nevyhovujúci stav cestnej siete, chodníkov, lávok a mostov v mikroregióne. Zlý stav a absencia chodníkov v niektorých obciach znižujú bezpečnosť chodcov, ktorí namiesto chodníkov využívajú cestné komunikácie. Podpora je orientovaná do vytvárania predpokladov pre riešenie vzťahov medzi mestom a vidiekom v oblasti podpory verejnej infraštruktúry a verejných služieb. Ide o prepojenia medzi mestským a vidieckym prostredím, ktoré vyplývajú z prepravy tovaru, presunov do a z práce, vzdelávacích služieb, zdravotných služieb, vodného a odpadového hospodárstva, hospodárskych transakcií, prístupu k prírodným zdrojom, ako aj z kultúry a rekreačných činností. Aktivita C1: Cieľom tejto aktivity je prispieť k zlepšeniu sociálnych a komunitných služieb na území, dobudovanie alebo rekonštrukcia sociálnych a komunitných zariadení. Audit zdrojov územia zistil nedostatky v občianskej vybavenosti znižujú atraktivitu obcí a nevytvárajú vhodné podmienky pre zotrvanie mladých ľudí a rodín v mikroregióne. Cieľom je aj skvalitniť oblasť sociálnych a komunitných služieb v rámci územia združenia. Aktivita F2: Cieľom tejto aktivity je zlepšenie stavu vôd prostredníctvom vybudovania spoločných kanalizačných systémov a ČOV na území MAS. Zámerom je znížiť mieru znečistenia vidieckeho prostredia prostredníctvom dobudovania a skvalitnenia infraštruktúry vodného a odpadového hospodárstva. Analýza územia poukazuje na nedostatočné vybavenie obcí verejnými kanalizáciami a čistiarňami odpadových vôd. Všetky aktivity vyplývajú z potrieb územia, SWOT analýzy a problémovej analýzy a ich realizáciu sa dosiahnu plánované ciele projektu. (Slovak)
