The ILOS project will be implemented in accordance with the 3D principles and the horizontal principles of Sustainable Development and Equality between Men and Women and Non-discrimination. The main aim of the project is to establish and support the work of the ILOS. Other objectives include: strengthening local activism, promoting community development, reducing anti-social behaviour, maintaining public order and the standard quality of the environment in the localities where the inhabitants of CLLD live. The project will be implemented in the village Petrovce nad Laborcom and will be aimed at members and residents of MRK and employees of state administration and self-government working with MRC. There are currently 1020 inhabitants of which 330 members of the Roma community live in the village, which is almost 32 % of the total population of the municipality. The unemployment rate in the municipality is 21 %. Part of MRK lives in the settlement and part is scattered in the village. In the CLLD, unemployment is close to 100 %, resulting in the poor social situation of its members.Measurable indicators of the project sú:Počet of staff providing assistance services – 4Number of employees from the CLLD providing assistance services – 4The project is in line with the global objective of the OPHR – “Promoting the development of human resources, lifelong learning and their full integration into the labour market to improve their social situation” and in line with Priority Axis 5. Projekt MOPS bude realizovaný v súlade s princípmi 3D a v súlade s horizontálnymi princípmi Udržateľný rozvoj a Rovnosť mužov a žien a Nediskriminácia. Hlavným zámerom projektu je vytvorenie a podpora činnosti MOPS. Medzi ďalšie ciele patria: posilnenie miestneho aktivizmu, podpora komunitného rozvoja, zníženie páchania protispoločenských konaní, udržiavanie verejného poriadku a štandardnej kvality životného prostredia v lokalitách, v ktorých žijú obyvatelia MRK. Projekt sa bude realizovať v obci Petrovce nad Laborcom a bude zameraný na príslušníkov a obyvateľov MRK i zamestnancov štátnej správy a samosprávy pracujúcich s MRK. V súčasnosti žije v obci 1020 obyvateľov z toho 330 príslušníkov rómskej komunity, čo je takmer 32 % podiel z celkového počtu obyvateľov obce. Miera nezamestnanosti v obci je 21 %. Časť MRK žije v osade a časť je rozptýlená v obci. V MRK je takmer 100% nezamestnanosť, z čoho vyplýva zlá sociálna situácia jej členov.Merateľnými ukazovateľmi projektu sú :Počet zamestnancov poskytujúcich asistenčné služby - 4Počet zamestnancov z MRK poskytujúcich asistenčné služby - 4Projekt je v súlade s globálnym cieľom OPĽZ - „Podporiť rozvoj ľudských zdrojov, celoživotného učenia a ich plnohodnotného začlenenia sa na trh práce na zlepšenie ich sociálnej situácie“ a v súlade s prioritnou osou 5. Integrácia marginalizovaných rómskych komunít. Svojim zameraním projekt prispieva k Investičnej priorite 5.1 Sociálno-ekonomická integrácia marginalizovaných komunít, ako sú Rómovia a svojími aktivitami k naplneniu Špecifického cieľa 5.1.2 Zvýšiť finančnú gramotnosť, zamestnateľnosť a zamestnanosť marginalizovaných komunít, predovšetkým Rómov.
