Projekta mērķis ir izveidot dienas aprūpes centru personām ar garīga rakstura traucējumiem,kā arī nodrošināt sociālās rehabilitācijas pakalpojumus bērniem ar funkcionāliem traucējumiem. Dienas aprūpes centrā personām ar garīga rakstura traucējumiem būs pieejami šādi pakalpojumi: 1.Fizioterapijas un mūzikas, kustību terapija; 2. Drāmas terapija; 3. Logopēdijas pakalpojumi; 4. Ergoterapija; 5. Mākslas terapija; 6. Smilšu terapija; 7. Mācību virtuve; 8. Aušanas darbnīca; 9. Šūšanas darbnīca; 10.Dažādu prasmju darbnīca; 11. Atpūtas un klusuma telpa; 12.Pieejams atbalsta personāls dienas pavadīšanai dienas centrā, sociālo prasmju apgūšana. Sociālās rehabilitācijas centrā bērniem ar funkcionāliem traucējumiem būs pieejami šādi pakalpojumi: 1.Fizioterapijas un mūzikas, kustību terapija; 2. Drāmas terapija; 3. Logopēdijas pakalpojumi; 4. Mākslas terapija; 5. Smilšu terapija; 6.Bērnu pieskatīšanas pakalpojums; 7.Montessori nodarbības un sensorā telpa; 8.ABA terapija; 9.Ergoterapija; 10. Atpūtas un klusuma telpa; 11. Pieejams atbalsta personāls dienas pavadīšanai dienas centrā, sociālo prasmju apgūšana. Bērniem ar funkcionāliem traucējumiem tiks izveidots sociālās rehabilitācijas centrs, bet personām ar garīga rakstura traucējumiem – dienas aprūpes centrs. Dienas aprūpes centru un sociālās rehabilitācijas centru paredzēts izveidot trīs gadu laikā (35 mēneši) no vienošanās noslēgšanas brīža ar Centrālo finanšu un līguma aģentūru (šobrīd prognozējams, ka projektu ir paredzēts īstenot no 2019.gada IV. ceturkšņa līdz 2022.gada III. ceturksnim), jo projektā ir jāveic gan projektēšanas darbi, gan būvniecība, gan telpu iekārtošana un personālas piesaiste. Dienas aprūpes centru un sociālās rehabilitācijas centru paredzēts būvēt kā jaunu ēku blakus esošajai Krimuldas novada domes ēkai ar adresi Raganā, Krimuldas novadā, Parka ielā 1. Projekts ir iekļauts kā atbalstāmā darbība infrastruktūras attīstībai Rīgas plānošanas reģiona deinstitucionalizācijas plānā 2017-2020.gadam, piesaistot Eiropas reģionālās attīstības finansējumu, un nodrošinot sabiedrībā balstītus sociālos pakalpojumus Eiropas Sociālā fonda projekta “Deinstitucionalizācija un sociālie pakalpojumi personām ar invaliditāti un bērniem” (Nr.9.2.2.1.15/1/002) mērķa grupām. Projekta ietvaros sasniedzami šādi rādītāji: 1.Dienas aprūpes centru un sociālās rehabilitācijas centrā pieejami sabiedrībā balstīti sociālie pakalpojumi 15 bērniem ar funkcionāliem traucējumiem, 1 vieta. 2. Dienas aprūpes centru un sociālās rehabilitācijas centrā pieejami sabiedrībā balstīti sociālie pakalpojumi 26 personām ar garīga rakstura traucējumiem, 18 vietas. Projektam pieejamais kopējais attiecināmais finansējums ir 474 462,09 euro, tai skaitā ERAF finansējums 403 292.78 euro, kā arī pašvaldības finansējums 53 376.98 euro. Lai īstenotu projektu, pēc vienošanās par projekta īstenošanu noslēgšanas “Dienas aprūpes centrs personām ar garīga rakstura traucējumiem un pakalpojumi bērniem ar funkcionāliem traucējumiem Krimuldas novadā” Krimuldas novada pašvaldība pieprasīs avansu pilnā apjomā (90% no projektam piešķirtā Eiropas Reģionālās attīstības fonda un valsts budžeta dotācijas pašvaldībai līdzfinansējuma kopsummas) atbilstoši Ministru kabineta 2016.gada 20.decembra noteikumu Nr.871 “Darbības programmas “Izaugsme un nodarbinātība” 9.3.1.specifiskā atbalsta mērķa “Attīstīt pakalpojumu infrastruktūru bērnu aprūpei ģimeniskā vidē un personu ar invaliditāti neatkarīgai dzīvei un integrācijai sabiedrībā” 9.3.1.1.pasākuma “Pakalpojumu infrastruktūras attīstība deinstitucionalizācijas plānu īstenošanai” pirmās un otrās projektu iesniegumu atlases kārtas īstenošanas noteikumi” 37.punktā noteiktajam. Tāpat Krimuldas novada pašvaldība ņems kredītu Valsts kasē projekta “Dienas aprūpes centrs personām ar garīga rakstura traucējumiem un pakalpojumi bērniem ar funkcionāliem traucējumiem Krimuldas novadā” ietvaros paredzētiem būvdarbiem ar Valsts kases noteikto kredītprocentu likmi pēc publiskā iepirkuma veikšanas atbilstoši kārtībai, kas noteikta Ministru kabineta 2008.gada 25.marta noteikumos Nr.196 “Noteikumi par pašvaldību aizņēmumiem un galvojumiem”. Krimuldas novada pašvaldībai būs nepieciešams aizņēmums Valsts kasē mērķa īstenošanai arī gadījumā, ja izmaksas palielināsies. (Latvian)

The following services will be available in the day care centre for persons with mental disabilities: 1. Physiotherapy and music, movement therapy; 2. Drama therapy 3. Logopaedic services; 4. Ergotherapy; 5. Art therapy; 6. Sand therapy; 7. A tutoring kitchen; 8. Weaving workshop; 9. Sewing workshop; 10.Different Skills Workshop; 11. A lounge and quiet room; 12.Available support staff to spend the day in the day center, acquiring social skills. The following services will be available at the Social Rehabilitation Centre for children with functional disorders: 1. Physiotherapy and music, movement therapy; 2. Drama therapy 3. Logopaedic services; 4. Art therapy; 5. Sand therapy; 6. Child care service; 7.Montessors classes and sensor space; 8ABA therapy; 9. Ergotherapy; 10. A lounge and quiet room; 11. Support staff are available to spend the day in the day center, acquiring social skills. For children with functional disorders a social rehabilitation centre will be established, and for persons with mental disabilities – a day care centre. The day care centre and social rehabilitation centre is planned to be established within three years (35 months) from the date of conclusion of the agreement with the Central Finance and Contract Agency (at present it is expected that the project is to be implemented from quarter IV.2019 to quarter III of 2022) because the project has to be designed, construction, furnishing of premises and attraction of personnel. The Day Care Centre and Social Rehabilitation Centre is to be built as a new building for the nearby Krimulda municipality council building with address in Ragana, Krimulda district, Parka Street 1. The project is included as a supported activity for infrastructure development in the deinstitutionalisation plan of Riga planning region 2017-2020, attracting European regional development funding and providing community-based social services for target groups of the European Social Fund project “deinstitutionalisation and social services for persons with disabilities and children” (No.9.2.2.1.15/1/002). The following indicators can be achieved within the project: 1.Day Care Centre and Social Rehabilitation Centre offers community-based social services for 15 children with functional disorders, 1 place. 2. The Day Care Centre and Social Rehabilitation Centre offers social services based in society for 26 persons with mental disabilities, 18 places. The total eligible funding available for the project is EUR 474462,09, including ERDF funding EUR 403292.78, as well as municipal funding EUR 53376.98. In order to implement the project, after the conclusion of the agreement “Daily care centre for persons with mental disabilities and services for children with functional disorders in Krimulda County” Krimulda Municipality will request an advance in full amount (90 % of the total amount of co-financing of the European Regional Development Fund and state budget grant allocated to the project) in accordance with the Cabinet of Ministers Regulation of 20 December 2016 No.871 “Operation programme”Growth and Employment“for the implementation of the specific objective of”Developing in the Environment of the Environment Infrastructure for the Development of Infrastructure in Stakeholders“in Para 9 of the Regulation No.871”Operation Programme “Growth and Employment” for the implementation of the specific objective “Development in the environment of infrastructure for the development of independent infrastructure in the community”. Krimulda Municipality will also accept a loan from the State Treasury for construction works with the interest rate set by the State Treasury after public procurement in accordance with the procedure laid down in Cabinet Regulations of 25 March 2008 No 196 “Regulations Regarding Local Government Loans and Guarantees” within the framework of the project “Day Care Centre for Persons with mental disabilities and services for children with functional disorders in Krimulda County”. Krimulda municipality will need a loan to the State Treasury to achieve the goal also in case costs increase. (English)
