Saskaņā ar likuma “Par pašvaldībām” 15.panta pirmās daļas 6.punktu viena no pašvaldības autonomajām funkcijām ir veicināt iedzīvotāju veselīgu dzīvesveidu un sportu. No minētās funkcijas izriet ne tikai nodrošināt profesionālās ievirzes sporta izglītības programmu īstenošanu, bet arī attiecīgās infrastruktūras apsaimniekošanu un uzturēšanu.Projekta “Energoefektivitātes paaugstināšana stadiona "Daugava" ģērbtuvju ēkā Liepājā” (turpmāk tekstā – Projekts) mērķis ir samazināt primārās enerģijas patēriņu un pašvaldības izdevumus par siltumapgādi stadiona "Daugava" ģērbtuvju ēkai, Jūrmalas parks 3, Liepājā, paaugstinot tās energoefektivitāti. Liepājas pilsētas pašvaldībai (turpmāk tekstā – Pašvaldība) ir apstiprināta pašvaldības attīstības programma, kurā projekts ir pamatots un atspoguļots investīciju plānā. Attīstības programma ir saskaņota Reģionālajā attīstības koordinācijas padomē.Projekta ietvaros plānots pārbūvēt “Daugavas” stadiona administrācijas un sportistu ģērbtuvju ēku Jūrmalas parkā 3, Liepājā veicot: ?visas ēkas fasādes siltināšanu, nomainot logus un durvis, kā arī jumta segumu; ?iekštelpu pārplānojumu atbilstoši lietotāja vajadzībām, demontējot sienas un grīdas konstrukcijas, paredzot atbilstošu siltinājumu (t.sk. apsildāmās grīdas);?ēkas iekšējo inženiertīklu pārbūvi: ūdensapgādes, apkures sistēmas un elektroinstalācijas; ?automātiskā ugunsgrēka signalizācijas un zibens aizsardzības sistēmu uzstādīšanu;?jaunas kanalizācijas sistēmas un ventilācijas sistēmu izbūvi.No visām Projektā iekļautajām darbībām, kas sekmē 2016.gada 8.marta Ministru noteikumu Nr.152 10.1.apakšpunktā minēto iznākumu rādītāju sasniegšanu un ietver investīcijas Pašvaldības ēku energoefektivitātes paaugstināšanā saskaņā ar Pašvaldības programmā noteikto, atbalstāmas ir:?ēkas fasādes siltināšana, nomainot logus, durvis un jumta segumu; ?grīdas pārbūve, paredzot atbilstošu siltinājumu (t.sk. apsildāmās grīdas);?ēkas apkures sistēmas pārbūve; ?ventilācijas sistēmu izbūve,kas nodrošina ēkas energoefektivitāti un kas paredzēti ēkas energosertifikāta (Nr.BIS-ĒED-1-2017-548) pārskatā par ekonomiski pamatotiem energoefektivitāti uzlabojošiem pasākumiem, kuru īstenošanas izmaksas ir rentablas paredzamajā (plānotajā) kalpošanas laikā.Izstrādātais ēkas energosertifikāts (Nr.BIS-ĒED-1-2017-548), kas izstrādāts atbilstoši Ministru Kabineta 2013.gada 9.jūlija noteikumu Nr.383 “Noteikumi par ēku energosertifikāciju” 2. un 3.pielikumam, paredz, ka pēc Projekta īstenošanas tiks sasniegts būtisks primārās enerģijas gada patēriņa samazinājums - 92 637,69 kwh/gadā. Aprēķinātais siltumnīcefekta gāzu samazinājums (CO2 ekvivalents tonnās) pēc projekta īstenošanas – 23,25. Projektā netiek plānota atjaunojamo energoresursus izmantojošo siltumavotu uzstādīšana.Būvprojekts ir izstrādāts 2016.gadā. Projekta īstenošanas laikā, veicot būvdarbus, tiks nodrošināta būvdarbu būvuzraudzība un autoruzraudzība, kā arī Projekta publicitātes pasākumi.Projekta kopējās attiecināmās izmaksas ir 207 456,47 euro. Plānotais līdzfinansējums no ERAF – 176 338,00 euro, kas veido 85% no Projekta attiecināmām izmaksām.Projektu plānots īstenot 19 mēnešu laikā, uzsākot to 2017.gadā. (Latvian)

According to Section 15, Paragraph One, Clause 6 of the Law “On Local Governments”, one of the autonomous functions of the municipality is to promote healthy lifestyle and sport. The aim of the project “Increasing energy efficiency in the”Daugava“dressing room building in Liepaja” (hereinafter – the Project) is to reduce primary energy consumption and municipal expenditure on heating supply to the changing rooms of the stadium “Daugava”, Jūrmala Park 3, Liepaja, by increasing its energy efficiency. Liepaja City Municipality (hereinafter – the Municipality) has approved the municipal development programme, in which the project is justified and reflected in the investment plan. Within the framework of the project it is planned to rebuild the “Daugava” stadium’s administration and dressing rooms building for athletes in Jūrmala Park 3, Liepaja by: Insulation of all the facade of the building, replacing windows and doors, as well as roofing; Indoor replanning according to user’s needs, dismantling walls and floor structures, providing for adequate insulation (including heated floors);?Reconstruction of the building’s internal engineering networks: Water supply, heating systems and wiring; The installation of automatic fire alarm and lightning protection systems;?Construction of new sewerage system and ventilation systems.Of all the activities included in the project that contribute to the achievement of the output indicators referred to in Sub-paragraph 10.1 of the Cabinet Regulations of 8 March 2016 and include investments to improve the energy efficiency of municipal buildings in accordance with the Local Government Programme, support shall be given to:?Insulation of the building facade by replacing windows, doors and roofing; Reconstruction of the floor, providing for adequate insulation (including heated floors);?Reconstruction of the building heating system; Construction of ventilation systems that ensure the energy efficiency of the building and provided for in the report of the energy certificate of the building (Nr.BIS-ĒED-1-2017-548) on economically justifiable energy efficiency improvement measures, the implementation costs of which are cost-effective during the expected (planned) lifetime of the building. Estimated greenhouse gas reduction (CO2 equivalent in tonnes) after project implementation – 23.25. The project is not planned to install heat sources using renewable energy resources.The construction project was developed in 2016. During the implementation of the project, construction supervision and author supervision, as well as publicity measures, will be ensured.The total eligible costs of the project are EUR 207456,47. Planned co-financing from ERDF – EUR 176338,00, which represents 85 % of the project’s eligible costs.The project is planned to be implemented within 19 months, starting in 2017. (English)
