Programul Operational Regional 2014-2020 are ca obiectiv general creșterea competitivității economice și îmbunătățirea condițiilor de viață ale comunităților locale și regionale prin sprijinirea dezvoltării mediului de afaceri, a condițiilor infrastructurale și a serviciilor, care să asigure o dezvoltare sustenabilă a regiunilor, capabile să gestioneze în mod eficient resursele, să valorifice potențialul lor de inovare și de asimilare a progresului tehnologic. Scopul general al proiectului este acela de a avea un transport eficient și atrăgător, care să-i determine pe cetăţeni să renunţe la maşina personală şi să apeleze la transportul public, cât mai prietenos cu mediul. Totodată, la demararea proiectului, parcul auto al operatorului de transport conținea vehicule depășite moral, fizic și tehnologic, iar achiziția troleibuzelor contribuie și la eficientizarea economică a operatorului prin reducerea timpilor de imobilizare a vehiculelor pentru intervenţiile tehnice preventive şi corective. The Regional Operational Programme 2014-2020 has the general objective of increasing economic competitiveness and improving the living conditions of local and regional communities by supporting the development of the business environment, infrastructure conditions and services, ensuring the sustainable development of regions capable of managing resources efficiently, exploiting their potential for innovation and assimilation of technological progress. The overall goal of the project is to have an efficient and attractive transport that will make citizens give up their personal car and resort to public transport, as environmentally friendly as possible. At the same time, at the start of the project, the transport operator’s fleet contained obsolete vehicles morally, physically and technologically, and the acquisition of trolleybuses also contributes to the economic efficiency of the operator by reducing the immobilisation times of vehicles for preventive and corrective technical interventions.
