    Obiectivul general al proiectului vizeaza dezvoltarea durabila a turismului si, implicit, cresterea numarului mediu de salariati in statiunea turistica si balenoclimaterica Neptun-Olimp. Proiectul include investitii in reabilitarea si modernizarea infrastructurii rutiere si pietonale pe strazile Scriitorilor, Delta, Garii, Crinului, Plopilor, Scolii, Aleea Steaguri, Vilele Speciale, Faleza Neptun din statiunea Neptun Olimp precum si investitii in modernizarea sistemului de iluminat public rutier si pietonal, amenjare piste de biciclisti si spatii verzi pe strazile modernizate. Strazile reabilitate si modernizare in cadrul proiectui sunt incluse intr-o retea rutiera de strazi urbane functionale ce asigura buna conectivitate a statiunii la reteaua TEN T Comprehensive reprezentata de drumul european E87. Legatura se realizeaza prin DN 39B, DN 39C si DN39D care se intersecteaza cu E87 (DN39). Muncipiul Mangalia si toate statiunile aferente, inclusiv statiunea Neptun-Olimp, sunt definite in legislatia nationala in vigoare atat ca statiuni turistice, conform HG 852/2008 (pentru aprobarea normelor şi criteriilor de atestare a staţiunilor turistice), cu modificările şi completările ulterioare cat si ca statiuni balneoclimatice, conform HG1016/2011 cu modificarile si completarile utlerioare (privind acordarea statutului de statiune balneara & balneoclimaterica pentru unele localitati si areale care dispun de factori naturali de cura). Neptun – Olimp este una din statiunile cunoscute la nivel national dar si international atat pentru factorii curativi balneo-climaterici cat si ca locatie turistica ce dispune de atractii naturale speciale, descrise generic prin Marea Neagra, plajele cu o configuratie deosebita, izvoarele sulfuroase, Lacul Neptun, padurea Comorova, Rezervatia Stejarii Brumarii, etc. Astfel, turismul reprezinta un fenomen extrem de important pentru progresul economic si social al zonei, abordata atat din perspectiva locala cat si judeteana si regionala (regiunea Sud – Est, regiunea Dunarii, regiunea transfrontaliera Romania –Bulgaria). Proiectul de fata, prin obiectivele si activitatile pe care le propune contribuie in mod direct la cresterea gradului de atractivitate turistica a statiunii intrucat genereaza confort si siguranta urbana, dar si o buna accesibilitate si conectivitate cu reteaua europeana TEN –T, facilitand astfel mobilitatea persoanelor si marfurilor. Din acceasta perspectiva devine evident faptul ca proiectul ale implicatii directe asupra stimularii circulatiei turistice determinand astfel cresterea eficientei si competitivitatii economice a statiunii Neptun- Olimp prin aportul de valoare adaugata inserat la nivelul mediului de afaceri cu activitate in turism si servicii conexe acestuia. Un mediu de afaceri dinamic intr-o statiune turistica si balneoclimatica cum este Neptun – Olimp genereaza competitivitate economica si o piata a fortei de munca flexibila si in crestere.     The general objective of the project is the sustainable development of tourism and, implicitly, the increase of the average number of employees in the tourist resort and balenoclimateric Neptun-Olimp. The project includes investments in the rehabilitation and modernisation of road and pedestrian infrastructure on the streets of Writers, Delta, Railway Stations, Crinului, Plopilor, School, Flag Alley, Special Villas, Neptune Faleza in Neptun Olimp resort, as well as investments in the modernisation of the public road and pedestrian lighting system, the threat of cyclist tracks and green spaces on the modernised streets. The rehabilitated and modernised streets within the project are included in a road network of functional urban streets that ensure good connectivity of the resort to the TEN T Comprehensive network represented by the European road E87. The connection is made through DN 39B, DN 39C and DN39D which intersect with E87 (DN39). Mangalia labor and all related resorts, including Neptun-Olimp resort, are defined in the national legislation in force both as tourist resorts, according to GD 852/2008 (for the approval of the norms and criteria for the attestation of tourist resorts), with subsequent amendments and additions, as well as as balneoclimatic resorts, according to HG1016/2011 with the useful modifications and additions (on granting the status of spa ∓ balneoclimaterica for some localities and areas that have natural cure factors). Neptun – Olimp is one of the resorts known at national but also international level for both spa and climate curative factors and as a tourist location that has special natural attractions, generically described by the Black Sea, beaches with a special configuration, sulphurous springs, Neptun Lake, Comorova forest, Stejarii Brumarii Reserve, etc. Thus, tourism represents an extremely important phenomenon for the economic and social progress of the area, approached both from the local and regional perspective (South-East region, Danube region, Romania-Bulgaria cross-border region). This project, through its objectives and activities, directly contributes to increasing the tourist attractiveness of the resort as it generates comfort and urban safety, but also a good accessibility and connectivity with the TEN-T European network, thus facilitating the mobility of people and goods. From this perspective it becomes clear that the project of direct implications on the stimulation of tourist traffic thus increasing the economic efficiency and competitiveness of Neptun-Olymp resort by adding value added to the business environment with activity in tourism and related services. A dynamic business environment in a tourist and spa resort such as Neptun – Olimp generates economic competitiveness and a flexible and growing labor market.
