Cresterea accesului la servicii sociale si educative de calitate, pentru copiii de varsta ante-prescolara aflati in situatie de risc de parasire timpurie a scolii, cu accent pe copiii apartinand minoritatii roma. Obiectivul general al proiectului face parte integranta din prioritatea de investitie a Programului Operational Capital Uman, Axa prioritara 6 - Educatie si competente, Prioritatea de investitii – 10.i. Reducerea si prevenirea abandonului scolar timpuriu si promovarea accesului egal la invatamantul prescolar, primar si secundar de calitate, inclusiv la parcursuri de invatare formale, nonformale si informale pentru reintegrarea in educatie si formare, Obiectiv Specific 6.2. Cresterea participarii la invatamantul ante-prescolar si prescolar, in special a grupurilor cu risc de parăsire timpurie a scolii, cu accent pe copiii apatinand minoritatii roma si a celor din mediul rural. Prin obiectivul general, DAS isi propune sa asigure in cadrul acestui proiect cresterea accesului la servicii sociale specializate pentru cresterea, ingrijirea si educarea timpurie a copiilor cu varste cuprinse intre 0 si 2 ani, aflati in situatie de vulnerabilitate, respectiv in risc de parasire timpurie a scolii si risc de abandon familial, copii selectati de pe aria municipiului Piatra Neamt, cu precadere din zonele marginalizate. In acest mod, un numar total de 76 de copii, cu varsta anteprescolara, vor beneficia de servicii sociale specializate, intr-un centru de zi nou infiintat, amenajat si dotat la standarde europene, care sa permita grupului tinta, sa beneficieze de aceste servicii, in vederea imbunatatirii conditiei copilului in familie si unitatea de educatie, dar si a consilierii familiei din care acesta face parte, pentru pastrarea copilul in nucleul familial, iar ulterior prevenirea abandonului scolar. Prin dezvoltarea serviciilor educationale si sociale in cadrul centrului de zi nou infiintat, proiectul va atinge obiectivul specific al programului, respectiv imbunatatirea participarii copiilor la educatie de la o varsta timpurie, prin cresterea accesului la unitatile in care se ofera servicii de educatie timpurie. Scopul Proiectului: Scopul proiectului se desprinde, din nevoia concreta si reala, identificata la nivelul municipiului Piatra Neamt, de a creste accesul copiilor la educatie anteprescolara, prin crearea acelor masuri, actiuni si activitati de interventie pe acest grup vulnerabil, nevoie care se poate solutiona partial si treptat, in timp, prin interventia directa asupra acestor cazuri identificate la nivel local, cu rolul de a dezvolta servicii socio – educationale in cadrul centrului de zi nou infiintat. In acest sens, Directia de Asistenta Sociala a Municipiului Piatra Neamt inregistrand, la nivel local, un numar de cazuri concrete care se inscriu pe curba cazurilor sociale de acest fel, incearca sa vina in intampinarea acestei nevoi, respectiv sa intervina cu planuri si masuri de interventie pentru diminuarea fenomenului de abando (Romanian)

Increasing access to quality social and educational services for preschool children at risk of early school leaving, with a focus on children belonging to the Roma minority. The general objective of the project is an integral part of the investment priority of the Human Capital Operational Programme, Priority Axis 6 – Education and Competences, Investment Priority – 10.i. Reduction and prevention of early school leaving and promoting equal access to quality preschool, primary and secondary education, including formal, non-formal and informal learning pathways for reintegration into education and training, Specific Objective 6.2. Increasing participation in pre-school and preschool education, especially of groups at risk of early school leaving, with an emphasis on children awaiting Roma minority and rural children. Through the general objective, DAS aims to ensure within this project the increase of access to specialised social services for the growth, care and early education of children aged between 0 and 2 years old, who are in a situation of vulnerability, respectively at risk of early school leaving and the risk of family abandonment, children selected from the area of Piatra Neamt, with priority from marginalised areas. In this way, a total of 76 children with pre-preschool age will benefit from specialised social services, in a newly established day care center, equipped to European standards, to allow the target group to benefit from these services, in order to improve the child’s condition in the family and the educational unit, as well as the family counseling to which he belongs, for keeping the child in the family nucleus, and then preventing school abandonment. By developing educational and social services within the newly established day care center, the project will achieve the specific objective of the program, namely improving the participation of children in education from an early age, by increasing access to the units where early education services are offered. Project Purpose: The aim of the project is derived from the concrete and real need, identified at the level of Piatra Neamt, to increase children’s access to preschool education, by creating those measures, actions and intervention activities on this vulnerable group, which can be partially and gradually solved over time by direct intervention on these cases identified at local level, with the role of developing socio-educational services within the newly established day centre. In this respect, the Social Assistance Directorate of the Municipality of Piatra Neamt registering, at local level, a number of concrete cases that fall on the curve of social cases of this kind, tries to meet this need, namely to intervene with plans and intervention measures to reduce the phenomenon of abando (English)
