Hlavným cieľom je zvýšenie atraktivity cyklistickej dopravy prostredníctvom budovania siete bezpečných cyklotrás a nadväzujúcej infraštruktúry v meste. Projekt zabezpečí riešenie funkčných prevádzkových vzťahov - doplnenie chýbajúcej infraštruktúry nemotorovej dopravy s cieľom vybudovať moderné komunikácie pre cyklistov v ťažiskovom priestore mesta Spišská Nová Ves.Účelom výstavby cykloradiály je úprava a rekonštrukcia komunikácií pre cyklistov v smere najviac využívanom, t. j. od centra mesta smerom na sídlisko Západ I.a obec Smižany a ich prepojenie na autobusovú a železničnú stanicu.
