General objective: Increase the accessibility of rural and urban areas located close to the TEN-T corridor (Constanţa – Tulcea – Brăila – Galati) by upgrading the county road route DJ222B, Baia – Ceamurlia de Sus. By its geographical location, Tulcea County is located in the south-eastern part of Romania, bordered to the west and north by the Danube, and to the east by the Black Sea, it is a peripheral area with a high degree of isolation. The project proposed for funding is a priority for achieving the objectives envisaged by Tulcea County’s Integrated Sustainable Development Strategy for 2014-2020, the Regional Development Plan 2014-2020 (list of priority projects linked to the General Master Plan for Transport) and in line with the National Regional Development Strategy. The South East region at the confluence of ancient historical regions is an ancient hearth of history and civilisation. Testimony are the Getic, Roman, Greek and Byzantine fortresses, monuments and archaeological sites, as well as the monasteries and buildings with special ethnographic value, spread throughout the region. Due to the environmental conditions and the physico-geographical position, the South-East Region has a very diverse natural capital, which includes the Black Sea, mountains, plains, major hydrographic networks, wetlands and one of Europe’s largest delta systems (Danube Delta). The natural resources of the county are arable land, vineyards, pastures that allow various crop crops, livestock farming, waters and ponds for fishing and hunting, forests for hunting, leisure, environmental protection, mineral resources for building stone such as granite, then quartzite and limestone, and last but not least the stretches of the Danube Delta for tourism potential. From the perspective of the riches of the basement, Tulcea county stands out for the granite in Măcinului Mountains, limestone in Dobrogei Podis, iron ore, copper pyrites, complex lead and zinc sulfides, quartz, granite, marble and limestone varieties, kaolin, baritine from Tulcea hills. In addition, Dobrogea has been identified as an area with a high wind energy potential, which contributes significantly to Romania’s obligations in the field of renewable energies and the reduction of greenhouse gas emissions. In this context, sustainable economic development by improving transport infrastructure, expanding and improving access to public utilities, preserving the environment and adapting to climate change, as well as developing tourism and adjacent services, is a priority of sustainable development for our county, this activity can lead to balanced and homogeneous development of all areas of the county and reduce disparities between them.     Obiectiv general: Creșterea gradului de accesibilitate a zonelor rurale si urbane situate în proximitatea coridorului TEN-T (Constanţa - Tulcea - Brăila -Galați) prin modernizarea traseului de drum județean DJ222B, Baia – Ceamurlia de Sus. Prin poziţionarea sa geografică, judeţul Tulcea este situat în partea de sud-est a României, mărginit la vest şi nord de Dunăre, iar la est de Marea Neagră, constituie o zonă periferică cu un grad de izolare ridicat. Proiectul propus spre finanţare reprezintă o prioritate pentru atingerea obiectivelor avute în vedere prin Strategia integrată de dezvoltare durabilă a judeţului Tulcea pe perioada 2014-2020, Planul de Dezvoltare Regională 2014-2020 (listă proiecte prioritizate corelate cu Master Plan General de Transport) şi în concordanţă cu Strategia Naţională de Dezvoltare Regională. Regiunea Sud- Est aflată la confluenţa vechilor regiuni istorice, este o străveche vatră de istorie si civilizaţie. Mărturie stau cetăţile getice, romane, grecesti si bizantine, monumentele si siturile arheologice, precum si lacasurile mănăstiresti si construcţiile cu valoare etnografică deosebită, răspandite in intreaga regiune. Datorită condiţiilor de mediu si poziţiei fizico-geografice, Regiunea Sud - Est are un capital natural deosebit de divers, care include Marea Neagră, munţi, campii, reţele hidrografice majore, zone umede si unul din cele mai vaste sisteme de deltă ale Europei (Delta Dunării). Resursele naturale ale judeţului sunt terenurile arabile, viile, păşunile care permit diverse culturi vegetale, creşterea animalelor, apele si bălţile pentru pescuit şi vânătoare, pădurile pentru vânătoare, agrement, protecţia mediului, resursele minerale pentru piatra de construcţii cum este granitul, apoi cuarţita şi calcarul şi nu în ultimul rând întinderile Deltei Dunării pentru potenţialul turistic. Din perspectiva bogăţiilor subsolului, județul Tulcea se remarcă prin granitul din Munţii Măcinului, piatra de var în Podisul Dobrogei, minereu de fier, pirita de cupru, sulfuri complexe de plumb si zinc, cuarţ, granit, marmură si varietăţi de piatră de var, caolin, baritină din dealurile Tulcei. Pe lângă acestea, Dobrogea a fost identificată ca fiind o zona cu un potențial energetic eolian ridicat, fapt care contribuie semnificativ la realizarea obligațiilor României în domeniul energiilor regenerabile și în domeniul reducerii emisiilor de gaze cu efect de seră. În acest context, dezvoltarea economică sustenabilă prin imbunătătirea infrastructurii de transport, extinderea şi îmbunătăţirea accesului la serviciile de utilităţi publice, conservarea mediului și adaptarea la schimbarile climatice, precum și dezvoltarea turismului și serviciilor adiacente, reprezintă o prioritate de dezvoltare durabilă pentru judeţul nostru, această activitate putând duce la dezvoltarea echilibrată şi omogenă a tuturor zonelor județului şi la reducerea disparităţilor dintre acestea.
