The LIOP objective 9.1 aims to increase the capacity to manage the COVID-19 health crisis and the project contributes to the achievement of the specific objective of the programme by implementing measures identified and designed based on the concrete needs of the current epidemiological context. In this respect, the Applicant envisages making investments in relevant medical and protective equipment. The general objective of the project is to protect the health of the population in the context of the COVID-19 pandemic and to obtain timely and efficient reporting of the public health system in the SARS-CoV-2 crisis. The project fits the type A action according to the applicant’s guide – specific conditions related to the call and contributes to increasing the capacity of care and treatment of cases of infection with the new coronavirus, by equipping the Emergency Clinical Hospital "St. Pantelimon" with a range of medical equipment and equipment, medical and medical protection devices, specialised transport equipment, equipment for decontamination and triage support (but not limited to them), necessary for the treatment of patients affected by the new coronavirus and for the management of the emergency situation caused by the COVID-19 crisis. The Emergency Clinical Hospital “St.Pantelimon” is an institution of public interest, in the public domain of the state, in the administration and subordination of the Ministry of Health (under classification II plan according to Order No 323/2011 of the Minister of Health, amended by Order No 441/2015) providing both continuous hospitalisation and specialised outpatient services, day hospitalisation services or paraclinical services for a number of specialties. Taking into account the type and number of services provided, efforts were made to use the resources as calculated as possible, so that the Hospital copes with the flow of patients and the provision of infrastructure (new spaces to comply with epidemiological conditions) and equipment and accessories necessary for the management of COVID-19 patients were noted from the very beginning as clear needs. Thus, specific circuits have been created to correspond to the current epidemiological context. Taking into account all the information presented above, the project will contribute to the result indicator of the program (appropriate capacity to care and treat cases of infection with SARS-CoV-2/health crisis management) through the appropriate endowment of the Emergency Clinical Hospital "St. Pantelimon" taking into account the set of needs identified since the outbreak of the pandemic. The proposed indicator is qualitative: Before LIOP intervention: NO; After the LIOP intervention: YEAH, YEAH, YEAH. Taking into account the extraordinary financial pressure exerted on the institution by the pandemic phenomenon, the intervention capacity of the institution is currently (English)

    SPITALUL CLINIC DE URGENTA "SF.PANTELIMON"

    Obiectivul POIM 9.1 vizeaza cresterea capacitatii de gestionare a crizei sanitare COVID-19 iar proiectul contribuie la realizarea obiectivului specific al programului prin implementarea unor masuri identificate si proiectate in baza nevoilor concrete din contextul epidemiologic actual. In acest sens, Solicitantul are in vedere realizarea unor investitii in echipamente medicale si de protectie relevante. Obiectivul general al proiectului este de protejare a sanatatii populatiei in contextul pandemiei cauzate de COVID-19 si de obtinere a unui rapuns in timp util si eficient al sistemului medical public la criza provocata de SARS-CoV-2. Proiectul se incadreaza la actiunea de tip A conform ghidului solicitantului – conditii specifice aferent apelului si contribuie la cresterea capacitatii de ingrijire si tratament a cazurilor de infectie cu noul coronavirus, prin dotarea Spitalului Clinic de Urgenta “Sf. Pantelimon” cu o serie de echipamente si aparatura medicala, dispozitive medicale si de protectie medicala, echipamente pentru transport specializat, echipamente pentru decontaminare si suport triaj (dar fara sa se limiteze la acestea), necesare pentru tratamentul pacientilor afectati de noul coronavirus si pentru gestionarea situatiei de urgenta provocata de criza COVID-19. Spitalul Clinic de Urgenta “Sf.Pantelimon” este o institutie de interes public, in domeniul public al statului, in administrarea si subordinea Ministerului Sanatatii (incadrat la clasificarea II plan conform Ordinului Ministrului Sanatatii nr.323/2011, modificat prin ordinul nr. 441/2015) in care se acorda atat servicii de spitalizare continua cat si servicii ambulatorii de specialitate, servicii de spitalizare de zi sau servicii paraclinice pentru o serie de specialitati. Tinand cont de tipul si numarul de servicii furnizate, s-au facut eforturi pentru utilizarea cat mai calculata a resurselor, in asa fel incat Spitalul sa faca fata fluxului de pacienti iar asigurarea infrastructurii (a unor spatii noi care sa respecte conditiile epidemiologice) si a echipamentelor si accesoriilor necesare pentru gestionarea pacientilor afectati de COVID-19 s-au remarcat inca de la bun inceput ca fiind nevoi clare. Astfel, au fost create circuite specifice care sa corespunda contextului epidemiologic actual. Avand in vedere de toate informatiile prezentate mai sus, proiectul va contribui la indicatorul de rezultat al programului (capacitate adecvata de ingrijire si tratament a cazurilor de infectie cu virusul SARS-CoV-2/de gestionare a crizei sanitare) prin intermediul dotarii corespunzatoare a Spitalului Clinic de Urgenta “Sf. Pantelimon” tinand cont de setul de nevoi identificate din momentul declansarii pandemiei. Indicatorul propus este unul calitativ: Înainte de interventie POIM: NU; Ulterior interventiei POIM: DA. Tinand cont de presiunea financiara extraordinara exercitata asupra institutiei de catre fenomenul pandemic, capacitatea de interventie a institutiei este in prezent (Romanian)
