The overall objective of the project is to optimise the timely and efficient response capabilities of DGASPC Vâlcea to the COVID-19 crisis. Equipping residential social centers subordinated to DGASPC Vâlcea with personal protective equipment, within this Call for projects, financed by the Large Infrastructure Operational Programme, will strengthen the capacity of DGASPC Vâlcea to react in a timely and effective manner to the current health crisis, contributing to the achievement of the result indicator of program 2S132 – Appropriate care and treatment of cases of infection with SARS-CoV-2/health crisis management. LIOP result indicator 2S132- Appropriate capacity for care and treatment of cases of infection with SARS-CoV-2/health crisis management is a qualitative indicator: before the LIOP intervention: NO; After the LIOP intervention: YEAH, YEAH, YEAH. Given the increasing trend in the number of SARS-CoV-2 diseases, both among beneficiaries and among employees in residential social centers subordinated to the Directorate-General for Social Assistance and Child Protection Vâlcea (in June, 4 active cases, on 23 September – 128 active cases), as well as the decision that the beneficiaries (residents) receive medical care at the level of these centres in the event of registration of limited/unlimited outbreaks by positive cases at the level of residential social centers in Vâlcea County infection and the decision that the beneficiaries (Decision of the County Committee for Emergency Situations No. 17 of 09.07.2020) represent the improvement of the capacity of the VPC-related infections and the improvement of the resources of the RAS-2 infection crisis management and the need for healthcare management (Decision of the County Committee for Emergency Situations No. 17 of 09.07.2020), the improvement of the resources of the RAS-2 infection crisis and the improvement of the resources required for the management of the healthcare crisis with DGVVS from 09.07.2020. At the same time, the financial effort of Valcea County will also be supported by grants accessed through LIOP. Thus, the 708 beneficiaries and 826 employees from the residential centers of DGASPC Vâlcea will be able to benefit from personal protective equipment (masks, gloves, suits, botoses, visors, etc.), disposable objects (houses, bowls, tableware), disinfection and hygiene materials and triage objects (thermometers, pulse oximeters) that will ensure the conditions for preventing or limiting the spread of SARS-CoV-2 virus. Obiectivul general al proiectului constă în optimizarea capacitații de reacție in timp util si eficienta a DGASPC Vâlcea la criza COVID-19. Dotarea centrelor sociale rezidențiale din subordinea DGASPC Vâlcea cu echipamente de protecție individuala, în cadrul acestui Apel de proiecte, finanțat prin Programului Operațional Infrastructură Mare, va determina întărirea capacitații DGASPC Vâlcea de a reacționa în timp util si eficient la criza sanitara actuala, contribuind la îndeplinirea indicatorului de rezultat al programului 2S132 - Capacitate adecvata de îngrijire si tratament a cazurilor de infecție cu virusul SARS-CoV-2/de gestionare a crizei sanitare. Indicatorul de rezultat al POIM 2S132- Capacitate adecvata de ingrijire si tratament a cazurilor de infectie cu virusul SARS-CoV-2/ de gestionare a crizei sanitare este un indicator calitativ: înainte de intervenția POIM: NU; Ulterior intervenției POIM: DA. Având în vedere trendul ascendent al numărului de îmbolnăviri cu virusul SARS-CoV-2, atât în rândul beneficiarilor, cât și în rândul angajaților din centrele sociale rezidențiale din subordinea Direcției Generale de Asistență Socială și Protecția Copilului Vâlcea (în luna iunie a.c.- 4 cazuri active, la data de 23 septembrie a.c. - 128 cazuri active), precum și decizia ca beneficiarii (rezidenții) să primească îngrijiri medicale la nivelul acestor centre în cazul înregistrării de focare limitate/nelimitate de cazuri pozitive la nivelul centrelor sociale rezidențiale din județul Vâlcea (Hotărârea Comitetului Județean pentru Situații de Urgență nr. 17 din 09.07.2020), accesarea fondurilor POIM reprezintă o oportunitate pentru îmbunătățirea capacității de îngrijire și tratament a cazurilor de infecție cu virusul SARS-CoV-2/ de gestionare a crizei sanitare la nivelul centrelor sociale din subordinea DGASPC Vâlcea prin dotarea acestora cu echipamente și materialele necesare prevenirii și limitării transmiterii infecției cu SARS- CoV-2. În același timp, efortul financiar al Județului Vâlcea va fi susținut și de fondurile nerambursabile accesate prin intermediul POIM. Astfel, cei 708 beneficiari și 826 angajați din centrele rezidențiale ale DGASPC Vâlcea vor putea beneficia de echipamente de protecție personală (măști, mănuși, combinezoane, botosei, viziere etc.), obiecte de unică folosință (caserole, boluri, tacamuri), materiale de dezinfecție și igienă și obiecte pentru triaj (termometre, pulsoximetre) care vor asigura conditiile pentru prevenirea sau limitarea raspandirii virusului SARS-CoV -2.
