Obiectivul general al proiectului este similar cu obiectivul specific 8.1 A al axei prioritate 8, respectiv: - cresterea accesiblitatii serviciilor de sanatate, comunitare si a celor de nivel secundar, în special pentru zonele sarace si izolate, în municipiul Mangalia, judetul Constanta. Scopul proiectului este de a asigura servicii medicale de calitate în regim ambulatoriu in contextul actual in care ambulatoriul Spitalul Municipal Mangalia deserveste atât zona urbana cât si zonele rurale învecinate, cuprinzând o populatie totala de aproximativ 60.000 de locuitori (număr care în sezonul estival de vară crește datorită numărului ridicat de turiști care frecventează județul Constanța și municipiul Mangalia), fiind unicul furnizor public de servicii medicale nespitalicesti din municipiul Mangalia.
