General objective: Reducing greenhouse gas emissions in Barlad through an integrated investment approach aimed at implementing ecological public transport solutions. The proposed project is based on the directions of action and objectives outlined at the level of the Sustainable Urban Mobility Plan of Barlad, in terms of promoting a sustainable multimodal urban mobility, focused on reducing CO2 emissions at local level, considering that integrated investment measures lead to a transition from mobility based mainly on the use of private and motorised cars to one based on green public transport. The interventions to develop the public transport system by purchasing 10 electric buses that will operate on 2 new public transport routes that are proposed to be established are fully found in the main objectives outlined within the SUMP of Barlad Municipality, aiming at the sustainable development of urban mobility in the study area of the project. Relevant to the proposed investment are also the particularities of Birlad municipality as a project coverage area, namely: — the level of CO2-equivalent emissions from motorised road transport at the level of the applicant (Barlad municipality) in relation to the number of population of the territorial administrative unit for 2017 (72.188 persons on 1 January 2017 according to INSSE) is 0.27 tCO2/year/pers., however, in the context of the intensification of private motorised transport will increase, investment measures to stop and reduce it; — the number of population in the municipality of Barlad – 72,926 inhabitants according to the data published by the National Institute of Statistics on 1 January 2016; — the population served by the investments made under the project, is represented by the population of Barlad municipality, respectively 72.926 persons. Considering that the investment project through the acquisition of electric public transport means equipped with GPS systems and digital traveler information screens is complementary to another investment project submitted to obtain funding from the same source, namely O.S 3.2 of ROP 2014-2020 entitled “Modernisation of transport infrastructure in order to reduce carbon emissions in the municipality of Barlad”, the general objective of this cumulative investment with that of the project submitted on ROP 3.2, contributes to the achievement of the Specific Objective 3.2 of Priority Axis 4e of the Regional Operational Programme, focused on “reduction of carbon emissions in urban areas based on sustainable urban mobility plans”, taking into account: — reducing CO2-equivalent emissions from transport (tonnes CO2 equivalent/year) by 3.2 % in the first year of operation of the investment by comparing the “without project” situation with the “project” situation, without generating an increase in these emissions (English) | |||||||||||||||

Obiectiv general: Diminuarea gradului de emisie a gazelor cu efect de sera in municipiul Barlad printr-o abordare investitionala integrata ce vizeaza implementarea de solutii ecologice de transport public in comun. Proiectul propus are la baza directiile de actiune si obiectivele trasate la nivelul Planului de Mobilitate Urbana Durabila al municipiului Barlad, in materie de promovare a unei mobilitati urbane multimodale durabile, axate pe reducerea emisiilor de CO2 la nivel local, avand in vedere ca masurile investitionale integrate conduc la realizarea tranzitiei de la o mobilitate bazata in principal pe utilizarea autoturismelor private si motorizate la una bazata pe transportul public ecologic. Interventiile de dezvoltarea a sistemului de transport public in comun prin achizitionarea a 10 autobuze electrice care vor opera pe 2 noi trasee de transport public in comun ce se propun a fi infiintate, se regasesc integral in principalele obiective trasate in cadrul PMUD a municipiului Barlad, vizand dezvoltarea sustenabila a mobilitatii urbane in aria de studiu a proiectului. Relevante pentru investitia propusa sunt si particularitatile municipiului Birlad ca arie de acoperire de a proiectului, respectiv: - nivelul emisiilor de echivalent CO2 provenite din transportul rutier motorizat la nivelul solicitantului (municipiul Barlad) raportat la numarul populatiei unitatii administrativ teritoriale pentru anul 2017 (72.188 persoane la 1 ianuarie 2017 conform INSSE) este de 0,27 tCO2/an/pers., care, insa, in contextul intensificarii transportului motorizat privat va creste, fiind necesare masuri investitionale de stopare si diminuare a acestuia; - numarul populatiei de la nivelul municipiului Barlad – 72.926 de locuitori conform datelor publicate de Institutul National de Statistica la 1 ianuarie 2016; - populatia deservita de investitiile realizate in cadrul proiectului, este reprezentata de populatia municipiului Barlad, respectiv 72.926 de persoane. Avand in vedere ca proiectul investitional prin activitatea de achizitie a mijloacelor de transport public electrice dotate cu sisteme GPS si ecrane digitale de informare a calatorilor este complementar cu un alt proiect investitional depus spre a obtine finantare prin aceeasi sursa, respectiv O.S 3.2 al POR 2014-2020 intitulat „Modernizarea infrastructurii de transport in scopul reducerii emisiilor de carbon in municipiul Barlad”, obiectivul general al prezentei investitii cumulat cu cel al proiectului depus pe POR 3.2, contribuie la atingerea Obiectivului Specific 3.2 al axei prioritare 4e din cadrul Programului Operational Regional, axat pe „reducerea emisiilor de carbon in zonele urbane bazata pe planurile de mobilitate urbana durabila”, avand in vedere: - reducerea emisiilor de echivalent CO2 din transport (tone echivalent CO2/an) cu 3,2% in primul an de operare a investitiei prin compararea situatiei ”fara proiect” cu situatia ”cu proiect”, fara a genera o crestere a acestor emisii (Romanian)
