The objective of the project is to improve the safety of rail traffic on the Romanian railway network. As a result, CNCF “CFR” SA’s strategy on traffic safety installations provides for the modernisation of electromechanical centralisation (EMC) installations using recent generation equipment, which would respond primarily to safety, operation, reduction of maintenance personnel and maintenance costs. The project contributes to the achievement of the general objective by: * safe movement of persons and goods. * eliminating the costs generated by possible railway events that cause the poor state of EMF installations * the increase in the efficient operation and maintenance of the railway network in Romania The overall objective of the project is the realisation in 7 railway stations of the EMF installations, which remains unchanged, being achieved within Phase II (POIM 2014-2020) The existing CEM installations are worn out morally and physically, while not having all the repair works performed, especially due to the fact that there are no suppliers for spare parts anymore. Reducing the time between two revisions, due to pronounced wear and tear, leads to high maintenance costs. These installations require a much higher number of staff compared to other types of installations emerging after their generation. As a result, CNCF ‘CFR’ SA’s strategy on traffic safety installations provides for modernisation using equipment of a recent generation that better meets safety, operational, reduced maintenance personnel and maintenance costs. This investment project is part of the long-term strategy of the National Company and the implementation of this project will contribute to improving the attractiveness of the area, increasing the traffic and movement of persons and goods, as well as creating new jobs. The project was phased and in accordance with the instructions of CE ARES (2016) 3986196/28.07.2016, the project phase is represented as follows: • Phase I – funded by POST: a) Amounts certified and paid until 31.12.2015; B) Works executed until 30.09.2016 as follows: Works executed until 30.11.2015; Works carried out during the period 01.12.2015-30.09.2016 justifying the amount of the advance granted and not recovered by 31.12.2015. • Phase II – funded by LIOP: Certified amounts, to be paid from LIOP, related to: Works carried out between 1 December 2015 and 30 September 2016 justifying the amount of the advance granted and not recovered by 31.12.2015; Works related to phase II – a, works related to the completion of the project in its entirety, the eligible costs of which will be reimbursed (English) | |||||||||||||||

Obiectivul proiectului este acela de a îmbunătăţi siguranţa traficului feroviar în reţeaua de cale ferată română. Ca urmare, strategia CNCF “CFR” SA privind instalaţiile de siguranţa circulaţiei prevede modernizarea instalaţiilor de centralizare electromecanică (CEM) folosind echipamente de generaţie recentă, care să răspundă in primul rand mai bine cerinţelor de siguranţă, de exploatare, de reducere a personalului de întreţinere şi a cheltuielilor de întreţinere. Proiectul contribuie la realizarea obiectivului general prin: * deplasarea în condiţii de siguranţă a persoanelor şi bunurilor. * eliminarea costurilor generate de posibile evenimente feroviare ce au drept cauza starea precara a instalaţiilor CEM * cresterea eficientei activitãtii de operare si întretinere a retelei de cale ferata din Romania Obiectivul global al proiectului reprezinta realizarea in cadrul a 7 statii de cai ferate a instalatiilor CEM, care ramane neschimbat, fiind atins in cadrul Fazei II (POIM 2014-2020) Instalaţiile de tip CEM existente sunt uzate din punct de vedere moral şi fizic, în acelaşi timp nevând toate lucrările de reparaţii executate, mai ales datorită faptului că nu mai există furnizori pentru piese de schimb. Reducerea intervalului de timp între două revizii, ca urmare a uzurii pronunţate, determină costuri mari de întreţinere. Aceste instalaţii necesită un număr mult mai mare de personal comparativ cu alte tipuri de instalaţii apărute după generaţia din care ele fac parte. Drept urmare, strategia CNCF “CFR” SA privind instalaţiile de siguranţa circulaţiei prevede modernizarea folosind echipamente de generaţie recentă care să răspundă mai bine cerinţelor de siguranţă, de exploatare, de reducere a personalului de întreţinere şi a cheltuielilor de întreţinere. Acest proiect de investiţie face parte din strategia pe termen lung a Companiei Naţionale iar implementarea acestui proiect, va contribui la îmbunătăţirea gradului de atractivitate al zonei, la creşterea traficului şi circulaţiei persoanelor şi bunurilor precum şi la crearea de noi locuri de muncă Proiectul a fost fazat iar în conformitate cu instrucțiunile din adresa CE ARES (2016) 3986196 / 28.07.2016, fazarea proiectului este reprezentată astfel: • Faza I - finanțată din POST: a) Sume certificate și plătite până la data de 31.12.2015; b) Lucrări executate până pana la 30.09.2016 astfel: Lucrări executate până la 30.11.2015; Lucrări executate în perioada 01.12.2015 – 30.09.2016 care justifică valoarea avansului acordat și nerecuperat până la 31.12.2015. • Faza a II- a - finanțată din POIM: Sume certificate, ce vor fi plătite din POIM, aferente: lucrărilor executate în perioada 01.12.2015 – 30.09.2016 care justifică valoarea avansului acordat și nerecuperat până la 31.12.2015; lucrărilor aferente fazei a II – a, lucrări aferente finalizării proiectului in integralitatea sa, ale căror cheltuieli eligibile vor fi rambursate d (Romanian)
