The general objective of the project is to increase participation in continuous vocational training programs of 654 persons employed (including PFA/II), adults aged 25-64, with a low level of qualification, people over 40 years old, people from disadvantaged rural areas. The project contributes to the achievement of Romania’s strategic objective for 2020 namely that at least 10 % of the adult population (aged 25-64 years) to participate in lifelong learning activities, through the fact that 654 people from the target group, of which about 30 % of people with a low level of qualification, persons over 40 years old, people from disadvantaged rural areas will participate in qualification/requalification/initiation/specialisation/training/training programs in key competence fields (basic) and informal courses (workshops, workshops, webminars) relevant to their fields of activity. The project aims to increase the qualification level of employees and increase their participation in continuous training programs related to labour market needs, the general objective being in line with Specific Objective 6.12 of Priority Axis 6, investment priority 10.iii, namely improving equal access to lifelong learning for all age groups in a formal, non-formal or informal setting, updating the knowledge, skills and competences of the workforce and promoting flexible learning paths, including through counselling, professional guidance and tutoring activities. The strategy of education and training in Romania for the period 2016-2020 proposes a coherent approach to initial and continuous professional training, focused on the needs and requirements of the labour market, the realisation of policies at local, regional and national level that support equal access to continuous professional training, diversification of training programs and their correlation with the labour market and the needs of direct beneficiaries by capitalising on human resources skills and abilities. The project, through its objectives, contributes to achieving the strategic objectives 1.2 and 3 of the VET Strategy focused on 18 directions of action specified in the Action Plan for the implementation of the VET Strategy in Romania. The National Lifelong Learning Strategy (the IPV Strategy) focuses on three strategic pillars, which in turn comprise several directions of action. The project, through its objectives, folds over two of the three strategic pillars, namely: (II) quality and relevance and (iii) partnerships for better information. The action directions contained within these two pillars are also found in the objectives of the project and therefore the project through its activities and results contributes to the achievement of the objectives stipulated in the IPV strategy. Obiectivul general al proiectului consta in creșterea participarii la programele de formare profesionala continua, a unui numar de 654 persoane angajate (inclusiv PFA/II), adulti cu varsta cuprinsa intre 25 si 64 de ani, cu un nivel scazut de calificare, persoane cu varsta de peste 40 ani, persoane din zone rurale defavorizate. Proiectul contribuie la atingerea obiectivului strategic al Romaniei pentru anul 2020 si anume, ca cel putin 10% din populatia adulta (cu varsta cuprinsa intre 25 si 64 ani) sa participe la activitati de invatare pe tot parcursul vietii, prin faptul ca 654 persoane din grupul tinta, din care min 30% persoane cu un nivel scazut de calificare, persoane cu varsta de peste 40 ani, persoane din zone rurale defavorizate vor participa la programe de calificare/recalificarecare/initiere/specializare/perfectionare/formare in domeniile de competente cheie (de baza) si la cursuri informale (workshopuri, ateliere, webminarii) relevante pentru domeniile lor de activtate. In cadrul proiectului se vizeaza cresterea nivelului de calificare al angajatilor si cresterea participarii acestora la programe de formare continua corelate cu nevoile pietei muncii, obiectivul general fiind in conformitate cu Obiectivul specific 6.12 din cadrul Axei Prioritare 6, prioritatea de investitii 10.iii si anume imbunatatirea accesului egal la invatarea pe tot parcursul vietii pentru toate grupurile de varsta intr-un cadru formal, non-formal sau informal, actualizarea cunostintelor, a aptitudinilor si a competentelor fortei de munca si promovarea unor cai de invatare flexibile, inclusiv prin activitati de consiliere, orientare profesionala si tutorat. Strategia educatiei si formarii profesionale din Romania pentru perioada 2016-2020 propune o abordare coerenta a formarii profesionale initiale si continue, centrata pe nevoile si cerintele pietei muncii, concretizarea unor politici la nivel local, regional si national care sa sustina accesul egal la formarea profesionala continua, diversificarea programelor de formare si corelarea lor cu piata fortei de munca si cu nevoile beneficiarilor directi prin capitalizarea competentelor si abilitatilor resursei umane. Proiectul, prin obiectivele sale, contribuie la atingerea obiectivelor strategice 1,2 si 3 din Strategia EFP focalizate pe 18 directii de actiune specificate in Planul de actiune pentru implementarea Strategei EFP din Romania. Strategia nationala de invatare pe tot parcursul vietii (Strategia IPV) se focalizeaza pe trei piloni strategici, care la randul lor cuprind mai multe directii de actiune. Proiectul, prin obiectivele sale se pliaza peste doi din cei trei piloni strategici si anume: (ii) calitate si relevanta si (iii) parteneriate pentru o mai buna informare. Directiile de actiune cuprinse in cadrul acestor doi piloni se regasesc si in obiectivele proiectului si prin urmare, proiectul prin activitatile si rezultatele sale contribuie la realizarea obiectivelor stipulate in Streategia IPV.
